2) Answer the following additional Questions:
Question: 4b was not answered specifically in your previous questions and answers. If water needs to be trucked out because of Bio-film or stream course will this be an added charge at time of discovery? If not are you asking for a bid to truck water away from site on each tank?
Answer: 4b Upon discovery of biofilm Contractor shall bring this to the attention of the Contracting Officer. At that time the extent of the biofilm will be ascertained and an appropriate method of disposal will be agreed upon. If off-site trucking is chosen, additional costs will be negotiated with Contractor at that time.
Questions regarding C.5 Regulations, requirements, standards and procedures: I understand you want us to take samples.
Do you also want us to flush and disinfect the system if needed? If so I can't find any place on your bid sheet to put a price to do this.
Answers: The contract requires there be an uninterrupted supply of water for station and campground occupants. Therefore it is presumed that the cleaning process will not impact water quality requirements. The sampling and testing upon completion of the work is to verify this. Sampling/testing costs shall be included in the bid price as this is required for all tanks. If there is a test failure, it will be the Contractor’s responsibility to flush and disinfect the system, and perform repeat sampling until the system meets these requirements at no cost to the Government. If a disinfectant is added to the tank, it must be properly flushed prior to sampling.
3) Modify Statement of Work as follows:
C.5.
Regulations, Requirement, Standards and Procedures
Replace paragraph 1 with the following:
All work performed shall comply with Health, Safety and Fire Codes, NSF, ANSI (ANSI/ACDE-01-2009), AWWA (including but not limited to Standard C652, Disinfection of Water-Storage Facilities; Standard D101-53, Inspecting and Repairing Steel Water Tanks, …, Reservoirs and Elevated Tanks, for water storage), OSHA regulations, Forest Service Best Management Practices (Practice 2-28), and/or applicable regulations established by local, County and State codes and ordinances.
C.6.
Cleaning Add the following statement to paragraph 1:
Contractor shall cleanup any unacceptable discharges of toxic or hazardous materials released on the ground at their own expense.
Add the following statements to paragraph 2:
Tank cleaning procedures shall minimize the amount of water wasted.
Following tank cleaning, each tank shall receive a chlorine dose of 2 parts per million.
Add the following paragraph:
Contractor may submit for approval by the Contracting Officer, alternative methods for cleaning and inspecting the tanks. Proposal shall address how alternative method is equal to contract specifications and technical proposal documentation items.
4) ADD Section M – Evaluation Criteria to the Solicitation as follows:
52.212-2 - - Evaluation - - Commercial Items.
1. Past Performance:
1.
Past Performance/Relevant Experience: Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, state and local laws and regulations. The Government may contact some of each offeror’s customers to ask whether or not that: (1) the offeror was capable, efficient, and effective; (2) the offeror’s performance conformed to the terms and conditions of its contract (specifications); (3) finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. Particular attention will be given to the sanitary nature and practices of the Contractors work especially as it relates to tank entry and spill prevention on the ground. Relevant experience must be clearly demonstrated in the offer and not left to speculation. Identify the projects you have successfully completed that you consider offers evidence that proves your firm has the experience required to complete this project.
2. Capacity: Offerors should provide information regarding their ability to supply qualified resources to complete this project. List on-going contract and pending awards and address how that may affect your capacity to supply equipment and personnel. Describe how you will address the need for additional resources.
3. Available Equipment: The offeror should list all equipment available and any miscellaneous items associated with customary debris removal work. At a minimum, the list should reflect everything that is needed to perform all work items.
2.
Technical proposal: Shall include, but is not limited to documentation that demonstrates the proposed method to clean potable water tanks:
1.
Clean and inspect the area where the tank floor, wall and roof intersect.
2.
Clean and inspect sumps or other depressions in the tank floor.
3.
Clean inspect the entire height of the tank walls
4.
Observe and document the presence and extent of rust, spall or other defects on the tank floor, wall, joints/seams, bolt heads and roof.
5.

6.
Estimated amount of water to be consumed in the cleaning process.
7.
How effluent will be collected and removed from site.
5) THE DATE FOR RECEIPT OF OFFERS IS CHANGED TO 4 MARCH 2010, 2:00 PM PACIFIC TIME. Bid Submittal Requirements remain unchanged. Remember, you need to submit via FBO posting and don’t forget all Amendments require signature and date and submittal with your BID/Proposal Package.
