The following changes are made to the specifications listed in Section C of the solicitation. Each change is indicated by the specification section number and replaces the existing language as indicated. There are a total of six (6) changes to the specification. The proposal submittal date has been extended to allow time to incorporate these changes as indicated in Block 14 of the preceding page.

1. Contract Specification Section 02831: Delete the existing Section 3.02 and insert the following new Section 3.02:

3.02 Design and grounding of the new fence and gates is the responsibility of the fence contractor and is included in SECTION 16010 and SECTION 16675 of this contract. A licensed electrical engineer qualified in lightning protection and grounding systems, shall design, submit for review and approval, and install the required grounding system.

2. Contract Specification Section 16010: Delete the existing Section 1.03 and insert the following new Section 1.03:

1.03 LICENSED CONTRACTOR: All installation work performed under this Section shall be performed by an electrical contractor licensed in the State of California. The design for the new electrical grounding system for the new fence shall be performed and stamped by a licensed electrical engineer who is qualified in the design of lightning protection systems. Prior to commencing work, the Contractor shall present a photostatic copy of the current licenses to the Contracting Officer.

3. Contract Specification Section 16675: Delete the existing Section 1.03 and insert the following new Section 1.03:

1.03 LICENSED CONTRACTOR: All installation work performed under this Section shall be performed by an electrical contractor licensed in the State of California. The design for the new electrical grounding system for the new fence shall be performed and stamped by a licensed electrical engineer who is qualified in the design of lightning protection systems. Prior to commencing work, the Contractor shall present a photostatic copy of the current licenses to the Contracting Officer.

4. Contract Specification Section 16675: Delete the existing Section 2.06 and insert the following new Section 2.06:

2.06 DOWN CONDUCTORS: Down conductors, main conductor sized, shall be provided at fence posts where required with each air terminal having at least two paths to ground. Forming each down conductor through its main radial shall be one continuous wire with no splices.

5. Contract Specification Section 16675: Delete the existing Section 3.01 and insert the following new Section 3.01:

3.01 GROUNDING: Grounding shall be at the base and around the perimeter of the fence structure and shall consist of radials and ground ring or ufer ground. The ground ring or ufer ground shall be connected to one radial only unless noted otherwise on the drawings. Keep them physically separate from other radials.

The radial wires should be continuous and buried 18 inches deep. Shallower burial depth may be approved by the Engineer if conditions warrant but in no case (except solid rock) will be less than 6 inches. If only some soil exists, it should be used to cover the radials closer to the fence.

A ground ring shall be installed 2 feet beyond the fence’s foundation and buried 24 inches deep. Shallower burial depth may be approved by the Engineer if conditions warrant but in no case (except solid rock) will be less than 6 inches.

Ground rods shall be 10-foot chemical ground rods, Lyncole XIT Grounding (1-800-320-8040), installed either in trenches or vertically; surrounded by a 4-inch bentonite slurry (4parts water to 1 part bentonite by weight, the consistency of a thick pancake batter), or, ¾ inch by 10 feet copper weld ground rods centered in 8-inch diameter vertical holes, 10 feet deep minimum, filled with a bentonite slurry. If ground conditions require installing the ground rod in a trench, it must be a chemical ground rod buried 24 inches minimum. Shallower burial depth may be approved by the Engineer if conditions warrant but in no case will be less than 6 inches. Bentonite shall be used for backfill if imported backfill is needed.

All connections between the radials and the ground rods shall be Cad welded and buried to the same depth as the radial run.

Drive a ¾ inch by 10 feet copper weld ground rod, (if there is not one already

Installed and if soil conditions allow) putting it immediately outside the electrical service entrance and connect this rod to the perimeter ground ring.

With the exception of the existing FAA fence, any radial that comes within 2 feet of a conductive structure or material must have a junction wire interconnecting to the two together. This interconnecting wire should be buried and shall approach the radial at a 45-degree angle, pointing toward the surge origin (tower or lookout). The union shall consist of a Cad weld-to-radial and Cad weld-to-structure or material. If the radial run is ending at this structure or material, then a separate interconnection wire is not necessary.

6. Contract Specification Section 16675: Delete the existing Section 3.02 and insert the following new Section 3.02:

3.02 EQUAL POTENTIAL RINGS: When installing equal-potential ring care must be taken to prevent bends sharper than 8-inch radius. As the loop joins a down conductor, it should bend (8-inch radius) downward and meet the continuous straight down conductor on both sides (cut in two pieces).

The Questions and Answers from the pre-bid site visit are included in this amendment for reference below:

PRE-BID SITE VISIT

LAFB FENCING PROJECT

Solicitation # AG-9702-S-0161

On February 17, 2010, the following personnel met with contractors at the job site for the Laguna Air Force Base Fencing contract:

Noelle Graham-Wakoski

COR

Joe Leone

Inspector

Jack Van Lear

Project Designer

There were several questions that came up at the pre-bid site meeting. The following is a list of the questions and the governments’ response:

1. When clearing brush, can the brush be scattered on site or must it be totally removed?

a. Answer: Section 02210 (Site Clearing) paragraph 1.02 A. requires all debris to be removed and disposed of off of Forest Service land. No scattering is allowed.

2. If rock is encountered, what are the drilling requirements for size and depth of post holes?

a. Answer: Part 3 – Execution – paragraph 3.01 says “Install fence and gate to comply with ASTM F-567, Standard Practice for Installation of Chain Link Fence and with manufacturer’s installation instructions.” Paragraph 5.5 of ASTM F-567 reads “When solid rock or concrete is encountered, without an overburden of soil, set posts in the solid rock or concrete. The depth of the hole shall be three times the largest cross section of the posts. The diameter of the hole shall be ½ in. greater than the largest cross section of the post.” In addition, slight alignment changes may be allowed to avoid rock when feasible. Alignment changes must be approved by the COR.

3. Is there an option to remove the old fence in this contract?

a. Answer: there is no option for existing fence removal in this contract. The old, existing fence will be removed under a separate contract. This operation should not interfere with this contract.

4. In order to clarify the governments’ requirement for the grounding system design (Contract Specification Sections 16010 and 16675), contractors are required to use a licensed electrical engineer who is qualified in the design of lightning protection systems per Amendment no. 1. As noted in the Schedule of Items, the design and installation of the grounding system is a separate bid item.

5. Is there an existing ground ring at the FAA fence to tie into? Or does each section of fence require a separate new ground ring?

a. Answer: No. There is to be no connection in any way to the existing FAA fence.

b. Answer: The electrical grounding design criteria for the new fence is to be determined by a licensed electrical engineer qualified in lightning protection system design per changes noted in Amendment no. 1.

6. Are there “as built” drawings of existing site ground rings?

a. Answer: There is to be no connection or bonding in any way to the existing FAA fence. The existing deteriorated FS fence is scheduled for removal prior to the new fence installation.

7. There is a requirement to tie all existing grounding to new. Do existing grounding drawings of all structures exist?

a. Answer: The only other existing grounding that is in the area is that which is part of the FAA fence. Note that all of the remaining buildings outside the FAA fence are scheduled for demolition. Note that the FAA fence grounding system should not be inter-connected to the new fence grounding system.

8. Grounding effectiveness is dependent on earth resistivity. Are existing site soil resistivity values available? OR is resistivity testing the responsibility of the design/build contractor?

a. Answer: No specific soil property data is available at this site.

b. Answer: It is the contractors’ responsibility to obtain the necessary data for the design of the fence grounding system.

9. If “as built” drawings are available, will they be autocad format?

a. Answer: There are no “as-built” drawings available for this site.

10. How many design reviews are required?

a. Answer: A single complete design is to be submitted to the Forest Service. The Forest Service will conduct an internal design review analysis. There are no other reviews needed.

11. Will a design manual reference describing lightning design requirements be available? (note: a specification or code is not a design manual).

a. Answer: Per contract specification section 16675, Part 1 makes reference to the latest provisions of the National Fire Protection Association (NFPA) 780, Standard for the Installation of Lightning Protection Systems and other codes (NEC) and standards. This will be the standard that the design will be assessed against. A qualified and licensed electrical engineer (See Amendment no. 1) should be familiar with the design standards of an electrical grounding system.

12. Are “as built” drawings a deliverable requirement? If so, what type and format? Plan view only? Plan and elevations? Autocad?

a. Answer: Other than the submittals (shop drawings for fence materials and other specified materials, electrical grounding system calculations and drawings, concrete mix design, etc.) that are to be provided for approval, the final fence location shall be presented to the Forest Service in a plan view format preferably on a scaled map. Further, any changes from the staked or drawing designated locations of the fence must be shown. These do not need to be in AutoCAD format. Elevation views are not necessary.
