FLORIDA WORK STATION SEWER REPLACEMENT – IAS REQ#340652
PRE-BID MEETING – MARCH 31, 2010 – 10 AM – FLORIDA WORK STATION
KEY INFORMATION AND QUESTIONS AND ANSWERS
KEY INFORMATION
· The location of new sewer lines will be staked by the Forest Service.
· There is an abundance of underground utilities that criss-cross the site, including communications, natural gas, electric, fire, and potable water. Not all locations are known or shown in the included plans. The Contractor will be responsible for repairing any live utilities that are damaged during construction, and should accommodate for this situation in their bid.
· The Florida Work Station is an important historic site for the US Forest Service, and as such, any unnecessary damage to facilities and historic structures, including the historic rock walls, is unacceptable.
· There is a confluence of underground utilities at the northwest corner of building 3504 that will need to be avoided.
· There are two tanks, not one, that need to be removed at building 3501.
· The existing tank for building 3504 is possibly located in the proposed leachfield area.
· For a PDF of the full-size plans, please contact Brian Payne at bpayne@fs.fed.us.
QUESTIONS AND ANSWERS
Question #1: What is the age of the existing tanks?
A: The tanks were installed in the 1930s and 1960s. Tank materials include concrete and corrugated metal.
Question #2: Will the tanks be removed or abandoned in place?
| A: | All existing tanks shall be pumped, deconstructed, and hauled to an acceptable disposal facility of Forest Service property. Both of the tanks up on the hill shall not be removed, as they are located under historic rock walls. In these cases, the tanks shall be pumped and filled with sand. |
| Question #3: | Is camping allowed at or near the site? Is it possible to locate a camp trailer or site trailer at the site? |
| A: | No, there is not a good location near the site for camping or trailers. |
| Question #4: | Are there other Quality Control testing requirements besides the water-tight test, such as compaction testing? |
| A: | Yes, two trench compaction tests will be required at random locations determined by the Government. The Contractor is responsible for supplying the tests. |
| Question #5: | Where can the excess spoil dirt be disposed of? |
| A: | Excess dirt can be hauled and dumped at the borrow pit along Madera Canyon Road, located approximately 7.5 miles from Florida Work Station. |
| Question #6: | Is there an allowance for a “hard dig?” Is there bedrock? |
| A: | Any trench that is diggable with a backhoe or excavator is not considered “hard dig”. If the Government determines that bedrock has been encountered in a trench a modification to the contract may be made. |
| Question #7: | How do we know where cleanouts need to be located? |
| A: | Cleanouts are required for every 50 feet of line and at each building. Forest Service personnel will field-stake their locations. |
| Question #8: | Does the minority/women clause included in the contract package apply? |
| A: | Yes |
| Question #9: | Will the sign-in sheet be published? |
| A: | Yes |
Question #10: Do you want the Contractor to camera the lines?
A: Yes. Provide a copy of the video to the Government.
Question #11: Do we assume cleanouts at all bends? What about on the line from the uphill tank?
A: Cleanouts shall be provided every 50 feet throughout the system.
Question #12: What are the minimum slopes on the lines?
A: The minimum slope as called out on the plans is 1%.
Question #13: Does the existing concrete pad located in the proposed leach field need to be removed?
A: Yes, and disposed of off Forest Service property.
Question #14: Is a junction box required at the head of the smaller leach field for Building 3501?
A: Yes.
Question #15: What is the required depth of rock under the infiltrators?
A: No rock is required under the infiltrators.
Question #16: Where does the connection to the buildings start for purposes of our bidding? Will a detailed list of locations/distances be provided?
A: All connections shall be made within three feet of the building.
Question #17: Will we need to move rocks/rock walls to replace the service lines?
A: The contractor shall tunnel under rock walls where at all possible. If it is necessary to remove a portion of a rock wall, the contractor shall remove only what is necessary to complete the sewer installation. The contractor shall not rebuild the removed block wall but shall provide to the Government sufficient bags of mortar to rebuild the wall.
Question #18: Can we just partially bury the tank on the hill, and then use excess backfill material around the exposed portions?
A: No, the height of the risers on the tanks shall be adjusted to the grade.
Question #19: Is it possible to relocate the line that is coming down off the hill to avoid rock walls and other utilities?
A: No, the sewer alignment shown on the plans will be used.
Question #20: Can the tank that is on the hill be relocated to the middle of the road?
A: No, waterlines are installed near to this location, and we would not have the required 10 foot horizontal separation from the tank to the waterline.
Question #21: What are the minimum clearances that we will need to maintain between sewer and water lines?
| A: | A two foot separation is desired between water and sewer lines. If two feet cannot be achieved the contractor may be required to encase the sewer line in concrete or install a dip in the water line at no additional cost. |
| Question #22: | Will spark arrestors be required on Contractor equipment? |
| A: | Yes, spark arrestors are required. Most equipment is equipped with spark arrestors. |
| Question #23: | What are the bonding requirements for this job? Is a $1 million bond required? |
| A: | A performance bond and a payment in the amount of the contract price are required. |
| Question #24: | How long can the sewer system be off-line? |
| A: | For the time necessary to complete the work. |
| Question #25: | Is there a concern that the leach field at building 3501 will “leak” through the rock retaining wall? |
| A: | No, the flow from building 3501 will be minimal. |
| Question #26: | Is it possible that the leachfield for building 3501 can be installed vertically? |
| A: | No, the leachfield shall be installed per the plans. |
Question #27: Will tracer wire be required on the leach lines?
A: Contrary to the specifications, metallic core marking tape shall be placed vertically above the leach lines as well as the sewer pipe.
