DIVISION 1 - GENERAL REQUIREMENTS

SUMMARY OF WORK - 01010

PART 1 - GENERAL

1.1 - Location The project is located on the Mesa Ranger District of the Tonto National Forest. The address is 40202 N. Cave Creek Road, Scottsdale, Arizona. The Site is located 20 miles east of Mesa, AZ on the Mesa Ranger District, one mile north of the Bush Highway and Usery Pass Road Intersection, T3NR7E, SE ¼ Section 34.

1.2 - Site Work and Utilities All work shall be completed in accordance with the project specifications and drawings. The work includes all labor, materials, and equipment necessary to perform all operations for the work specified.

The Contractor shall be responsible for the layout survey, construction control, and establishing and maintaining all horizontal and vertical control required.

The objective is install two new septic systems for 5 existing RV pads. Construction shall include clearing, excavating and backfill for sewer line, 2 septic tanks and 2 chamber leach fields and installation of sewer hookups and cleanouts.

1.3 - Facilities and Services A construction work camp will not be allowed. A Contractor’s staging and storage area will be allowed where approved by the CO. Transportation to and from the work site for personnel and materials will be at Contractor’s expense.

Electricity and potable water are not available at the site. Water for construction and dust control is not available from National Forest lands. Development, hauling and placement of water shall be considered incidental to other pay items.

1.4 - Material Sources

All materials are available from commercial sources.

1.5 - Subsurface Soils and Investigations No auger borings were made in the area. Contractor shall undertake any site investigations necessary to ascertain the subsurface conditions.

1.6 - Clean-up and Disposal Disposal of construction debris and waste shall be off National Forest land and in compliance with local laws regarding disposal of waste material.

1.7 - Precautionary Measures Protection of Work:

The Contractor shall take precautions necessary to protect all work during the construction period and shall maintain adequate protection during severe weather conditions to prevent damage to the work or materials.

Safety:

The Contractor is responsible for safeguarding the public, the Contractor's employees, existing facilities, and Forest resources from contract operations. Signs, lights, barricades and other devices, as necessary, shall be erected and maintained during operations and at night and weekends as necessary. Precautions such as lowering tractor blades and safely storing materials shall be practiced to prevent injury to others in the area.

Security:

No security shall be provided by the government. The contractor shall take all precautions deemed necessary to secure the worksite, improvements and equipment.

DIVISION 1 - GENERAL

DEFINITIONS - 01102

Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

Adjustment in Contract Price. "Adjustment in contract price" shall mean "equitable adjustment" as used in the Federal Acquisition Regulations.

Arch Pipe. A culvert section, usually formed of bolted structural plates, that is an arc of a circle (usually one-half or less); that is, a bottomless culvert.

Base Course. The layer or layers of specified or selected material of designed thickness placed on a subbase or subgrade to support a surface course.

Bearings. The portion of a beam, girder, or truss that transmits the bridge superstructure load to the substructure.

Berm. Curb or dike constructed to control runoff water or traffic flow.

Change. "Change" means "Change Order" as used in the Federal Acquisition Regulations.

Clearing Limits. The limits of clearing as designated on the ground or on the drawings.

Conduit. A natural or artificial channel for carrying fluids, as water pipes, canals, and aqueducts.

Construction Slash. All vegetative material not meeting utilization standards, such as tops and limbs, timber, brush, and grubbed stumps associated with construction or reconstruction of a facility.

Contracting Officer (CO). The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contractor. The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract and acting directly or through their agent, employees, or subcontractors.

Controlled Felling. Directing the placement of trees in felling by wedges, jacks, cable tension, or distribution of holding wood or any combinations of these which will ensure that trees are dropped into previously cleared areas, or clear of any objects that are to remain.

Culvert. A conduit or passageway under a road, trail, or other obstruction. A culvert differs from a bridge in that it is usually constructed entirely below the elevation of the traveled way.

Cushion Material. Native or imported material generally placed over rocky sections of unsurfaced roads to provide a usable and maintainable traveled way.

Defect. A failure to meet a requirement with respect to a single quality characteristic.

Drawings. The documents, including plan and profile sheets, cross sections, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials showing details for construction of a facility.

Embankment. A structure of soil, aggregate, or rock material placed on the prepared ground surface and constructed to subgrade.

Engineer. The Contracting Officer's Representative (COR) responsible for onsite administration of the contract.

Equipment. All machinery and equipment, together with the necessary supplies for upkeep and maintenance, as well as tools and apparatus necessary for the proper construction and acceptable completion of the work.

Excess Excavation. Material from the excavation in excess of that needed for construction of designed roadways and facilities.

Forest Service. The United States of America, acting through the Forest Service, U.S. Department of Agriculture.

Gauge. The term "gauge" when used in connection with the measurement of plates will mean the U.S. Standard Gauge, except when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term means the "gauge" or "thickness" specified in AASHTO M 36, M 167, M 196, and M 219, as applicable. When the term "gauge" refers to the measurement of wire, it will mean the wire gauge specified in AASHTO M 32.

Government Land. National Forest System lands, and other lands controlled or administered by the Forest Service or by other Federal agencies.

Inspector. The Government-authorized representative designated in writing by the CO or COR responsible for detailed inspection.

Job-Mix Formula. The percentage of each material in a mixture intended for a particular use.

Laboratory. A testing laboratory of the Government or any other testing laboratory approved by the Contracting Officer.

Materials. Any substance specified for use in the construction of the project and its appurtenances.

Maximum Density. The highest density that can be obtained under stated conditions.

Measurement. Determining and expressing the quantities of work or materials.

Multi-Beam Girder. A precast, prestressed concrete member where the concrete deck is precast as an integral part of the member.

Neat Line. A line defining the proposed or specified limits of an excavation or structure.

Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements of material to be used in the construction.

Nominal Maximum Particle Size. The largest sieve size listed in the applicable specification upon which any material is permitted to be retained.

Overbreak. Material beyond the neat line of an excavation that is removed in the process of excavation, usually by blasting.

Pavement Structure. Subbase, base, or surface course, or combination thereof, placed on a subgrade to support the traffic load and distribute it to the roadbed.

Pipe. A culvert that is circular (round) in cross-section.

Pipe-Arch. A pipe that has been factory-deformed from a circular shape such that the width (or span) is larger than the vertical dimension (or rise).

Profile Grade. The trace of a vertical plane, as shown on the drawings, intersecting the top surface at the centerline of the proposed facility construction.

Random Sampling. Sampling at times or locations determined in advance by the use of a table of random numbers.

Reasonably Close Conformity. Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.

Roadway. The portion of the road within the limits of excavation and embankment, including slope rounding.

Schedule of Items. A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, methods of measurement, unit price, and amount.

Second Samples. A sample taken when the initial sample indicates that the material is defective.

Sidewalk. The portion of the roadway constructed primarily for pedestrian use.

Specifications. A description of the technical requirements for a material, product, or service that includes criteria for determination whether these requirements are met.

Standard Specifications. Specifications approved for general application and repetitive use.

Subbase. The layers of specified or selected material of designed thickness placed on a subgrade to support a base course.

Subgrade. The layers of roadbed that bring it up to the top surface, upon which subbase, base, or surface course is constructed. For roads without base course or surface course, that portion of roadbed prepared as the finished wearing surface.

Tackifier. Binder for vegetative mulch.

Target Value. The percentage of each material in a mixture intended for a particular use from which allowable variations are measured.

Unit of Measurement. The unit and fractions of units shown in the Schedule of Items.

Unsuitable Material. The material excavated during roadway construction that is not usable in embankment and must be disposed of or that can be used only in certain locations or for limited purposes.

DIVISION 1 - GENERAL

MEASUREMENT AND PAYMENT - 01103

PART 1 - GENERAL

1.1 – Requirements Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the SCHEDULE OF ITEMS.

1.2 – Payment One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.

(a) Designed Quantities (DQ): These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:

(1) As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc., will not be considered changes in quantities.

(2) As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent.

(3) As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

Final payment will be made for the designed quantities at the unit price shown in the SCHEDULE OF ITEMS, subject to the Variation in Quantities Provision.

(b) Actual Quantities (AQ): These quantities are determined from measurements of completed work.

(c) Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

1.3 - Units of Measurement:

Payment will be by units defined and determined according to U.S. Standard measure.

SUBMITTALS - 01300

PART 1 - GENERAL

1.1 - Requirements

It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow ten days for processing of submittals by the Government.

Submittals may also be referred to as shop drawings.

1.2 - Manufacturer's Literature and Shop Drawings Submit two (2) copies to the Engineer for approval on the items required herein.

Submittal specifications are to be submitted in the following format:

A. The specifications and salient qualities of the item specified in the contract.

B. The specifications and salient qualities of the submittal item.

C. A listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, and guarantee and warranty.

D. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government.

E. Shop drawings of submitted item(s) including wiring or layout diagrams.

If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed.

If the specified item is to be handicapped accessible the submittal item needs to show handicapped access on submitted drawings, not just state it is available as handicapped accessible.

Submittals will be waived if contractor furnishes exact item used for design when manufacturer's model, size, etc. are shown in the contract.

DIVISION 1 - GENERAL

QUALITY CONTROL AND QUANTITY MEASUREMENT - 01410

PART 1 - GENERAL

1.1 - Description This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specification. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

1.3 - Submittals Submittals under this section shall be furnished to the Engineer. Submittals include, but are not limited to the following:

PART 3 - EXECUTION

3.1 - Contractor's Representative Submit a letter to the Contracting Officer stating the name of the on-the-job superintendent or representative for the Contractor and the duties and authorities of the representative during work under this contract.

3.2 - Project Schedule Submit a project schedule stating information such as proposed dates of completion of various elements of construction.

3.3 - Quality Control Plan The Quality Control Plan shall consist of the following:

(1) Authorities and responsibilities of inspection and testing personnel.

(2) Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the CO for review prior to the Contractor commencing work. Within 10 days of receipt of the plan, the CO shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the CO, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the CO.

All work shall comply with local applicable codes and codes referenced in individual sections of the technical specifications.

3.4 - Sampling, Testing, Inspection, and Measurement of Quantities The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite. Sampling and testing frequency for specific items shall be specified in the related section.

The Contractor shall maintain current records of all inspections and tests performed. The following information will be acceptable to the Government:

The Contractor shall engage inspection and testing agencies which are prequalified as complying with the recommendations of "Independent Laboratory Qualification" by the American Council of Independent Laboratories, and which specialize in the types of inspections and tests to be preformed.

The Contractor shall protect construction exposed by or for quality control service activities and protect repaired construction. Upon completion of inspection and testing repair damaged construction and restore substrates and finishes to eliminate deficiencies. The Contractor is responsible for repair and protection of inspected work, whether inspection is performed by the Contractor or by the Government.

The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.

3.5 - As-Built Drawings The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted by the Contractor.

3.6 - Certificates and Measurements Certification:

The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.

Measurements:

The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the Engineer will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

3.7 - Materials The contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the contractor. Earth, aggregate, and concrete material shall be certified and accurately completed indicating weights, volumes, and batch times where appropriate.

4.1 - Measurement Progress payments will be made as follows:

The Contractor can request payment for performance and payment bonds. The amount of the premium, including coinsurance and reinsurance agreements, will be paid upon receipt of evidence of full payment to the surety. When separate payment for bonding cost is made, the bonding cost will be subtracted from the total contract amount for this pay item and the balance paid in accordance with the progress payment schedule outlined below.

(a) When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

(b) When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

(c) Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

Any bonding costs in excess of the total contract amount of this pay item will be paid under one or more other pay items under this contract as determined by the Contracting Officer. In no circumstance will the total amount of this contract be increased as a result of bonding costs exceeding the total contract amount of this pay item.

The total of all payments shall not exceed the original contract amount for this item.

PART 1 - GENERAL

1.1 - Description This section specifies clearing, grubbing, removing, and disposing of vegetation and debris. Work includes the protection from injury or defacement of trees and other objects designated to remain, and treatment or removal of damaged trees. This section covers work associated with roads and facilities construction such as buildings, utilities, etc.

1.2 - Clearing Limits Clearing limits are the construction limits unless otherwise staked on the ground or SHOWN ON THE DRAWINGS.

PART 3 - EXECUTION

3.1 - Clearing Clear all trees, shrubs, brush and other objects within the clearing limits except the following:

(1) Saguaro Cacti

(2) Live, sound, and firmly rooted trees which are designated to remain.

(3) Live brush and herbaceous plants which are designated to remain.

(4) Other objects designated to remain.

Do not remove any trees or other vegetation outside the clearing limits without the approval of the CO.

3.2 - Grubbing

Grub stumps and roots within the clearing limits.

3.3 - Tree Removal and Preservation Falling of Trees: Fall trees toward the center of the area to be cleared. Use controlled falling to prevent injury or defacement to structures, other trees, or property.

Treatment of Trees and Shrubs Damaged by Contractor: Trim branches flush with tree. If damage occurs to standing trees, the injured area shall be treated with a coat of tree-surgery asphalt-based paint. Trees with major roots exposed by construction and that are rendered unstable shall be felled and disposed of.

3.4 - Debris Disposal All debris shall be removed from National Forest land and disposed of in accordance with local regulations regarding disposal of construction waste unless otherwise SHOWN ON THE DRAWINGS.

PART 4 - MEASUREMENT AND PAYMENT

4.1 - Measurement Measurement will be the number of units completed and accepted, including removal, backfill, and disposal.

Measurement for Removal of Obstructions shall include all items SHOWN ON THE DRAWINGS.

EXCAVATION AND BACKFILL FOR UTILITIES - 02223

PART 1 - GENERAL

1.1 - Scope This section covers excavation; furnishing, hauling, and placing backfill material; disposal of excess or unsuitable material; and grading for utilities.

1.2 - Related Work Specified Elsewhere 02715 - Sanitary Sewer - Gravity

1.3 - Class of Material Material to be excavated is unclassified. Contractor may expect to encounter boulders of varying size during any excavation below existing grade.

1.4 - Approvals Required Excavation: Notify CO when excavation is completed. Do not place pipe, bedding, or backfill until the excavation is approved by the CO.

Backfill: Do not place backfill until installation of pipe has been approved by the CO.

1.5 - Backfill Time Limit Backfill and restore surface materials of utility line trenches located in existing roadways or parking areas within seven days after approval to place backfill by the CO.

PART 2 - PRODUCTS

2.1 - Backfill Materials Backfill shall contain no frozen or organic material.

(a) Select Excavated Material:

Backfill for Utilities: Excavated material containing no rocks larger than 4 inches in largest dimension. Imported material shall be select MAG Aggegate Base Course / Pipe Backfill with no rocks larger than 4 inches in largest dimension.

Backfill for Septic Tank and Chambers: Excavated material containing no rocks larger than 3 inches in largest dimension or as recommended by the tank Manufacturer.

(b) Bedding/Shading Material: Fine sand or soil with a maximum P.I. of 10, 100% passing the 3/8” sieve, without sharp chips or points.

2.2 - Water Water shall be reasonably clean and free of hazardous substances. Water is not available at the site. Water shall be obtained from a commercial source.

PART 3 - EXECUTION

3.1 - Excavation No excavated material shall be placed in lakes or live streams.

Excavation shall not begin until all clearing and/or grubbing work has been completed. Operations shall be in compliance with the requirements and restrictions of OSHA, the Arizona Occupational Safety and Health Code, and the Workman's Compensation Board.

All trenches shall be excavated in reasonably close conformity with the lines and grades shown on the drawings. Any shifting or change from the alignment and grade shown on the drawings must receive prior approval by the CO in writing.

Lay utilities in continuous open trench. Short tunnel sections or boring may be used in special locations with the approval to the CO.

Trim roots flush with trench wall.

3.2 - Overexcavation Restore to grade any overexcavation by backfilling with bedding material.

3.3 - Wet Excavation If water is encountered during trench excavation, provide adequate pumping equipment and piping to keep trench free from water and dispose of the water without damage to adjacent property. Separate payment will not be made for pumping of water from trenches or for excavation of material rendered unsuitable as a result of water encountered.

3.4 - Backsloping, Sheeting and Shoring Backsloping of trench walls will be allowed only upon prior written approval of the CO.

Remove all shoring and sheeting when construction is completed. Withdraw shoring in such a manner as to prevent trench wall from caving in while backfilling.

3.5 - Excavated Material Pile excavated material at the side of the trench where it will provide the best protection for the work. Leave adequate space between the toe of the spoil pile and edge of trench, to prevent material from falling into the trench.

3.6 – Backfill Before compacting backfill other than rock or sand, prepare material to a water content that will permit proper compaction by either aerating the material if it is too wet, or spraying the material with water if it is too dry. Thoroughly mix each lift before compaction to assure uniform distribution of water content. Do not compact material above pipe until there are 6 inches of cover over the pipe.

Compact each lift to the required density.

(a) Bedding and Shading: Place in lifts 6 inches or less and compact with a minimum of 3 passes over the entire lift surface. Compact around pipe barrel and bells by hand tamgraveling.

(b) Select Excavated Material: Distribute large rocks so they are individually surrounded by fine materials. Place 6-inch lifts or less and compact to at least 95% of the maximum dry density as determined by AASHTO T-99, Method C or D.

(c) Surface Restoration: Mound final compacted lift above grade, except in roadways, where the final surface shall be even with the surrounding roadway.

(d) Final Finish: After the utility installation and backfill have been completed, finish all disturbed areas, except trench area required to be mounded, to a smooth , uniform grade and texture, well blended to the original contours, showing minimum evidence of construction activity.

3.7 – Backfill Adjacent to Concrete Remove all forms and clean the excavated area of all debris. Remove any standing water from excavation. Obtain approval from CO prior to placement of backfill. Do not backfill until concrete has been in place for a minimum of 7 days and has attained sufficient strength to withstand imposed loads.

Backfill adjacent to concrete shall be compacted to at least 95 percent of the maximum density as determined by AASHTO T 99, Method C or D. Compaction shall be done with mechanical tampers only.

3.8 - Grading All areas covered by the project shall be uniformly graded so that finished surfaces are at elevations indicated and approved by the CO. Slope grade away from structures a minimum of ¼-inch per foot unless otherwise indicated to provide drainage away from structures.

3.9 - Disposal of Excess Excavation and Unsuitable Material Any excess excavation shall be used where needed by other parts of the contract.

Excess excavation containing rocks and boulders too large to be incorporated as backfill material shall be stockpiled at locations in the vicinity of the construction area AS SHOWN ON THE DRAWINGS.

PART 2 - PRODUCTS

2.1 - Bushings Where reducing fittings are as SHOWN ON THE DRAWINGS, bushings of the same material as the fitting may be approved by the CO, if space is available.

2.2 - Joints Between Dissimilar Materials Use flanges or couplings manufactured specifically for the types of pipe being joined and having a minimum pressure rating, or pressure class (as applicable) equal to or greater than the lower pressure rating or class of the pipes being joined. If PVC fitting is used to connect PVC pipe to threaded metallic pipe, use PVC male adapter to female metallic fitting. For threaded PVC and fittings use Schedule 80.

2.3 - Pressure Pipe and Fittings Pressure water lines and fittings shall conform to the following unless otherwise SHOWN ON THE DRAWINGS.

Pipe and Fittings, 1" - 3" diameter Polyvinyl Chloride: Pipe, couplings and fittings shall be Schedule 40, manufactured of material conforming to ASTM D 1784, Class 12454B, designated as PVC 1120 in ASTM D 1785. Threaded joints and fittings shall meet Schedule 80 requirements of ASTM D 1785.

High Density Polyethylene (PE): Pipe shall comply with requirements of ANSI/AWWA C901-88. Joining methods and fittings shall be per approved submittal. Flare, insert, compression and fusion type fittings can be employed. If compression fittings are used, they shall be a type with a split clamp.

Galvanized Steel: Pipe shall comply with ASTM A 120, Schedule 40, threaded and coupled. Threaded fittings shall comply with ANSI B16.3.

Pipe and Fittings, 4" and greater diameter Polyvinyl Chloride: Pipe and fittings shall be elastomeric joint or flanged and shall comply with requirements of ANSI/AWWA C900-89.

2.4 - Gravity Sewer Pipe and Fittings Gravity sewer pipe and fittings shall conform to the following unless otherwise noted on the drawings:

Polyvinyl Chloride (PVC) ASTM D3033 or ASTM D3034, with rubber ring gasket joints.

2.5 - Specialties Saddles - Cast Iron, Steel and Asbestos Cement Pipe Double strap service saddle with, brass or forged steel-galvanized straps.

Saddles - Plastic Pipe, 1 Inch Through 4 Inch - Two piece polypropylene body which surrounds pipe, with two stainless steel straps and stainless steel reinforcing cap.

Pipe Supports - Cast iron saddle, locknut nipple and reducer to provide vertical adjustment.

Thread Compound and Tape - A lead-free, anti-seize sealing compound or tape approved for use in joints and threaded parts of potable water systems.

PART 2 - PRODUCTS

2.0 - Marking Tape

Metallic core, plastic marking tape, printed with the words "Buried SewerLine" or similar wording; Trumbull, Terra-Tape, or approved equal.

2.1 - Cleanout Cleanout valve box shall be VB-0029 with Sewer LID as supplied by 5 Star Pipe Products or approved equal. Material shall be cast iron per ASTM A48 Class 30B.

Cleanout plug for Sewer Hookups shall be threaded with a raised squre head and secured by a durable chain to prevent loss. Cleanout plugs shall comply with the applicable standards listed in Table 702.4 of the International Plumbing Code, 2009.

Cleanout plug and cleanout cover products for Sewer Cleanouts shall be in accordance with Plumbing Code and Maricopa County Regulations.

PART 3 - EXECUTION

3.0 - Fine Grading of Bedding Material Fine grade the pipe bedding with hand tools, using lines, straight edges and templates. Provide support for pipe on at least the bottom quarter of the circumference and throughout its length. Tool bell holes no larger than necessary to permit making the joint.

3.1 - Pipe Installation Placement of Pipe: Lower pipe lengths carefully into the trench. Do not drop pipe during unloading or placement. Dropped pipe sections will be subject to rejection by the CO.

Insert spigot end to the depth mark. Support pipe to insure true alignment and an invert which is smooth and free from roughness or irregularity. When the pipe is in place, support pipe barrel by placing and tamping sufficient pipe bedding along side of pipe to prevent movement.

Grade and Alignment: Install pipe so grade and alignment are within the following tolerances:

Grade of pipe 2% or less:

Alignment - 0.02 foot maximum deviation off true center line.

Grade - 0.005 foot maximum deviation above or below true grade.

Grade of pipe greater than 2%:

Alignment - 0.l0 foot maximum deviation off true center line.

Grade - 0.02 foot maximum deviation above or below true grade.

Protection and Cleaning of Pipe Interior: Close the pipe end with a watertight stopper at the end of each days work. Clean sewer lines of all rocks, sticks, and other debris at the completion of construction.

Manhole Connection: Connection shall be watertight. Contractor must insure manhole gasket is uniformly seated around structure adapter. Extra precautions must be taken to prevent differential settlement between pipe and manhole.

Approval: Do not begin backfill until pipeline installation is approved in writing by the CO.

3.2 - Installation of Cleanouts Install cleanouts flush with surrounding ground as SHOWN ON DRAWINGS.

3.3 - Testing - Low Pressure Air Test Test all sections of the gravity sewer line, using the low pressure air test described below. Perform test in the presence of the CO.

Test Sections: Test sections from manhole to manhole, or manhole to cleanout for line ends. Include all laterals in the test of the section. Test laterals entering manholes separately.

Equipment: Supply all test equipment required including air test stand, test plugs, stop watch, calibrated test gage reading 0 to 15 psi maximum with 1/4 or 1/2 psi divisions, hoses and air compressor. Calibrate test gage with a standardized test gage and maintain calibration record for all gages in the test kit.

Timing of Test: Perform final acceptance air test after trench has been backfilled sufficiently to provide a minimum of 3 feet of cover over the pipe, or backfill is completed, whichever is less. Leave lateral ends exposed for testing prior to completing service connections.

Performance Required for Acceptance: Perform low pressure air test on plugged section of sewer line to determine the time required to lose 1.00 psi air pressure. To be acceptable, the time required to lose 1.00 psi must be equal to or greater than the time computed using the table and instructions below.

Determine computed time by multiplying the constant K by the length of the test section. It must not exceed the maximum computed time. If the test section consists of pipe of different sizes, the total computed time will be the sum of the computed times of each individual section.

Ground Water Allowance: Increase the required test pressure to account for the level of the ground water adjacent to pipe. The ground water allowance is the average of the heights from invert to water level of each end of the test section multiplied by 0.433.
