Clarifications and Answers to Questions for Jacob Lake Work Center Bulk Fuel Tank Removal Project.

AG-94TZ-S-15-0035

1. The two (2) tanks currently sit inside a small concrete containment berm, no mention is made in the solicitation for the removal of the berm, is it to stay in place?

The concrete structure that supports and acts as secondary containment for the bulk fuel tanks is to remain in place. The pipes associated with the bulk fuel tanks to the fuel pumps are to be capped at the concrete support and an appropriate place near the fuel pumps below grade.

2. The task calls for the inerting of the tank by dry ice, CNG or Carbon dioxide gas. We prefer to purge the tanks with oxygen as approved by PEI, will we be able to use this method of purging instead of inerting?

Oxygen will be allowed as a method of purging the tanks as approved by PEI. The government requests that the contractor provide the approved documents published by PEI.

3. What permits are required for this project?

The government does not anticipate any permits for the work but it is the contractor’s responsibility to ensure none are needed for these activities through the state of Arizona.

4. What inspections are required and who will be performing them?

Inspections will be performed by the government by the COR or designated inspector.

5. Are there any known hazardous waste materials on this site?

The government does not anticipate any hazardous materials within the scope of this contract.

6. How old are the tanks and was leaded gasoline ever used in the system?

Approximately from 1987. No lead gasoline was used

7. Are they considered underground storage tanks (UST) and do you need professional engineer/geologist registration for the environmental sampling program and closure report?

These are above ground storage tanks. No.
