C-2.1 – GENERAL SPECIFICATIONS
C-2.1-1 Scope of Contract
The intent of this contract is to obtain various land surveying services when needed by the U.S.
Forest Service. Those survey services shall including all labor, supervision, equipment, transportation, tools, and supplies, except those furnished by the Government. When surveying services are needed, they will be described in the work order (task order) requesting a price proposal for those services.
All contracted work shall be performed by, or under the direct supervision of, a person licensed to practice surveying in the State(s) where the project is located and be in good standing with the respective State(s) license governing board. The survey shall comply with all applicable State and Local laws and regulations, as well as all applicable portions of the appropriate GLO/BLM Manual of Instructions and Specifications in this document providing they are not less than these requirements set forth herein.
C-2.1-2 Project Description and Location
The work to be performed under this contract may include, but is not limited to, retracement and/or dependent resurveys of PLSS rectangular surveys, Homestead Entry surveys, Mineral Surveys, marking and posting of National Forest Property Boundaries, Road/Trail Rights-of-Way surveys, Small Tracts Act and Townsite Act surveys, topographic surveys, remote sensing (aerial photogrammetry, bathymetry, etc.), computer aided drafting, miscellaneous services, as well as any other work incidental to the survey profession.
The Government guarantees to purchase a minimum of $5,000.00 in services over the life of the contract. The task orders will be issued based upon an approximate equitable amount of work, past performance of similar work, as well as any special capabilities and geographic proximity to the project areas. The award of this contract will not restrict the Government from having Professional Land Surveying services performed by Government employees or others during the contracted period.
The contract area includes all portions of National Forest in Region 5 and/or California. Task orders will be issued when the Government determines its specific surveying needs.
Supplemental specifications and exhibits for individual project work sites will be provided with the task orders issued by the Government.

C-2.1-3 Definitions
CO: The Contracting Officer has authority to enter into, administer, or terminate contracts and make related determinations and findings.
COR: The Contracting Officer’s Representative is a Government official appointed in writing by the contracting officer who provides technical direction, clarification and guidance with respect to the contract specifications and statement of work.
Contractor: The firm selected by the proponent with the approval of the Forest Service shall hereinafter in these specifications be referred to as the “Contractor”.
BLM: Bureau of Land Management.
GLO: General Land Office, precursor to the BLM.
PLSS: Public Land Survey System as defined by the BLM.
The BLM Manuals: A reference to BLM publications, mainly the appropriate year of the “Manual of Surveying Instruction” (2009, 1973, 1947, etc.). Also included are BLM reference pamphlets but not limited to, “Restoration of Lost or Obliterated Corners and Subdivision of Sections”, “Monumentation”, etc.
Control Survey: A survey which provides the horizontal position data for the support and control of subordinate boundary surveys.
Boundary Line: The line separating lands of the Government from its adjoiners.
Coordinate file: A comma-separated-values file consisting of a data table with the minimum of Point Name, Northing, Easting, Elevation, and Description information for each
DBH: Diameter Breast Height, measured 4 ½ feet above ground on the uphill side of a tree.
Plat: The term “plat” as used in these specifications and exhibits is defined as a Record of Survey, Parcel Map or Subdivision Map in accordance with applicable state law and local ordinances.
GNSS: Global Navigation Satellite System, including Global Positioning System (GPS) and the Russian GLONASS.
Intervisible Point: The term “Intervisible Point” as used in the specifications is defined as a point from which an observer standing on the ground at a post or sign can see the next post or sign in the line ahead AND the previous post or sign in the line behind.
Trespass: To go on another's land or property unlawfully; an illegal act causing injury to the person or to the relative rights of another's property; also, legal action for damages resulting from trespass (FSH 5509.11, Zero Code). Trespass includes constructing, placing, or maintaining any kind of road, trail, structure, fence, enclosure, communication equipment, significant surface disturbance, or other improvement on National Forest System lands or facilities without a special-use authorization, contract, or approved operating plan when such authorization is required. Encroachments: Improvements occupied or used on National Forest System land under claim of title or color of title. (36 CFR 254.31)
Record Data: Including but not limited too; deeds, record of surveys, corner cards, parcel maps, lot line adjustments, subdivisions maps, easements, judgements, field verified evidence, unrecorded maps, parol evidence, exhibits, BLM/GLO furnished data, FS furnished data, etc.
C-2.2 – MATERIALS
C-2.2-1 Government Furnished Property
All Government-furnished property will be provided as needed at a location specified by the CO or applicable COR.
The Government may furnish the following listed items:
1. All signs required by the Specifications (see Exhibit J-2.5).

C-2.2-2 Contractor Furnished Materials
The Contractor shall furnish all materials required to accomplish the work, except for the Government-furnished materials (Refer to Section C-2.2-1), including but not limited to;
1. Tree Marking Paint – Red.
2. Aluminum nails – 2 inches or longer.
3. All signs required by the Specifications (see Exhibit J-2.5).

At the termination of the contract, all items branded Forest Service (signs, monuments, etc.) shall be returned to the COR.
C-2.2-3 Materials Specifications
1. 2 inches or longer aluminum nails shall be used for fastening signs to trees and shall be of such length/size as necessary to penetrate firmly into the tree’s sapwood/heartwood layer and still have a portion of the nail length exposed to allow for tree growth.
2. Control traverse points – 8 inch x 3/8 inch steel spike or larger.
3. Guard stake lath – 4 feet x 3/8 inch x 1-1/2 inches.

C-2.3 – TECHNICAL SPECIFICATIONS
C-2.3-1 Surveys
All surveys necessary to define the boundaries of National Forest System lands shall comply with the applicable State and Local laws and regulations where the project is located. Where State laws and regulations are less restrictive than the specifications contained herein, these specifications shall apply. The principles and practices, as set forth in the BLM Manuals, as well as applicable State and local law, shall be the basic guide. Where these specifications differ from the BLM Manuals, these specifications shall apply.
C-2.3-2 Research
C-2.3-2(a) Record Research.
It is solely the Contractor's responsibility to research the Public records to obtain the title and survey information of the subject property and adjoining properties which may affect ownership and boundary determination. The Government will provide the Contractor access to Forest Service land status, corner search and survey files upon request. Errors & significant inaccuracies pertaining to title and boundary found in Government-supplied maps shall promptly be reported to the COR.
C-2.3-2(b) Landowner Notification.
All abutting landowners shall be notified in writing of intent to survey before beginning the fieldwork. Permission to cross or enter private lands to survey or maintain, brush lines, or mark accessories is the responsibility of the Contractor. All landowner contacts are to be documented and furnished to the Government upon request.
C-2.3-2(c) Conflicts, Boundary and Title Disputes.
The Government will inform the Contractor of any known or suspected conflicts of survey, possession, occupation or title along the boundary lines to be surveyed. Any conflicts discovered by the Contractor in the course of the project shall be reported to the COR as soon as practical.
The Contractor is not required to resolve title or possession conflicts, but is required to report facts and any professional opinions that may be relative to the conflict. For all surveys, the Contractor shall be prepared to testify in court, if called upon by the U.S. Attorney. In consideration of the performance of such services, payment will be made by the Department of Justice in accordance with its prescribed regulations and procedures.
An equitable adjustment of contract performance time or contract price may be made for any addition or deletion of survey work authorized by the Contracting Officer resulting from a conflict. If the conflict is resolved within the contract time limits, the Contractor shall mark the disputed boundary line and corners as specified.
C-2.3-3 Field Survey, Data Collection, and Computations
C-2.3-3(a) Survey Methods and Procedures.
The Contractor shall select the methods and instruments to be used for field data collection and boundary location. All project sites other than simple maintenance require a minimum of 3 control points set.
A.) Survey notes.
The surveyor shall keep an accurate and complete record of his survey in a standard hard bound field notebook(s) in an orderly and legible fashion. All information pertinent to the work shall be recorded including personal, contacts with landowners, and other interested parties. The book(s) shall remain the property of the Contractor. Legible photocopies shall be provided to the COR upon request and/or at the project’s completion.
The Contractor may use an electronic data collector system in lieu of traditional survey notes, provided a separate report is furnished to the Government at project completion or upon request which includes:
1. An ASCII digital copy of the original raw field data prior to any manipulation or adjustments and a copy of the adjusted data (an adjustment report would suffice).
2. Description of the format used, copy by line and column, and defining all descriptor codes.
3. Legible photocopies of all field books used in conjunction with the collection system.
B.) Conventional Survey Methods
The use of conventional survey methods of measuring angles and distances may be necessary in heavy tree canopy. Modern total stations are encouraged but less accurate equipment may be used as long as standards herein are met.
C.) Global Navigation Satellite System (GNSS)
Geodetic/survey grade GNSS equipment and methods may be utilized for measurements when it saves cost and/or time compared to conventional methods and the forest tree canopy is such to allow its use. Using multiple satellite systems (GPS, GLONASS, Galileo, or Beidou) capable equipment may significantly increase satellite density, accuracy and production. At least one corner of the project shall be geo-referenced for entry into the corporate GIS database.
Caution: Operations under a forest canopy using Post-Processed-Kinematic (PPK) or Real-Time-Kinematic (RTK) methods are not recommended. For survey projects in a forest canopy environment with marginal sky visibility, static, or fast-static GPS methods or even conventional optical methods should be used in lieu of using RTK or PPK. The use of GPS does not relieve the Contractor from the responsibility to search and evaluate all evidence of original corners and/or subsequent surveys along a surveyed line and to tie evidence of encroachment and occupation onto government or adjacent land.
D.) Other Survey Methods
If the Contractor intends to use any other type of specialized survey method (photogrammetry, Bathymetry, Lidar, etc.), the specifications and standards are to be discussed with the CO if not already detailed in the task order.
C-2.3-3(b) Survey Standard.
The position of each corner established or tied shall be determined by a closed traverse loop, redundant radial ties and/or point positioning procedure designed to meet the following standards:
The positional accuracy as published by the National Geodetic Society (NGS) is the radius of a circle or an ellipse of uncertainty, such that the true or theoretical location of the point falls within that circle or ellipse 95% of the time (1.96σ). Project control and/or control for new monumentation shall be no less than Third-Order, Class I (1:10,000).
Surveys for marking and posting shall be no less than Third-Order, Class II (1:5,000).
If GNSS is used, the surveyor must follow the “Standards and Guidelines for Cadastral Surveys Using Global Positioning Systems Methods” prepared by the United States Department of Agriculture – Forest Service and the United States Department of the Interior – Bureau of Land Management. Electronic copies of the standards are available from the following BLM website, http://www.blm.gov/wo/st/en/prog/more/cadastralsurvey/tools.html, upon request, the COR can supply an updated link or a copy in an agreed upon format to the Contractor.

C-2.3-3(c) Determination of Distance.
All distance measuring equipment (EDM, GPS, rods, tribrachs, etc.) used in conjunction with this contract shall be calibrated and maintained to the equipment’s manufacturing recommendations.
C-2.3-3(d) Determination of Bearing.
All bearings shall be established in accordance with applicable state law regarding the use of state plane coordinates.
C-2.3-3(e) Clearing of Survey Lines.
No trees larger than 4 inches DBH shall be cleared without the permission from the CO. Clearing or blazing shall not be performed on private property without prior permission of the landowner.
Under no circumstance shall fruit, shade or ornamental trees, shrubs or hedges in residential or developed areas be blazed, marked, or severed.
C-2.3-3(f) Boundary Line Survey Ties.
The Contractor shall locate and tie the following items to the control survey system:
1. All corner monuments including accessories, cutting boundary monuments and other evidence indicating a previous survey, whether recorded or not, along the boundary.
2. Visible signs of possession such as structural improvements, limits of timber cutting, mining operations, fences, plowed fields, etc.
3. Major topographic or cultural features such as highways, roads, railroads, trails, streams and ridges crossing the boundary line.
All items located will be shown on the survey map exhibit.
C-2.3-3(g) Survey Map Exhibit.
The Contractor shall provide a survey map exhibit to the COR upon request as soon as practical.
The Contractor shall furnish the Government with a legible paper and digital copy of the survey in its most current form. The size and file format of each exhibit shall be agreed upon with the CO and should contain the following information.
1. Project name, contract number and date of exhibit.
2. Contractor’s name or business name.
3. Project location including Township, Range and Base Meridian.
4. Linear scale (showing sufficient detail).

5. Survey control stations and monuments tied or set, accurately plotted with names or numbers.
6. Final coordinate values and all boundary/control lines measurements between all corner monuments used, established or re-established.
7. References to survey notes and all compiled record data.
C-2.3-3(h) Computations.
A legible copy of all computations may be requested by the Government in a format agreed upon with the CO. Computations shall list survey control point names or numbers, survey field data and an applicable adjustment report. The adjustment report shall state the type of adjustment used (compass rule, least squares, etc.) including any applicable data and both raw and adjusted coordinate values for survey points and corner ties.
C-2.3-4 Corner Monumentation, Perpetuation, and Accessories
C-2.3-4(a) Monument Perpetuation.
The Contractor shall ensure each corner shown in the task order for a given project has a monument which complies with the BLM Manual and/or State law. All original Forest Service Boundary and Public Land Survey System monuments with properly marked metal caps, found to be firmly set and legible, shall be left in place. All original wooden posts and original stone monuments shall be re-monumented if possible. Corner trees will be perpetuated with prescribed monumentation.
See Exhibits J-2.2 and J-2.6.
C-2.3-4(b) New Monumentation Placement.
Monuments set by this survey shall be located to the tolerance requirements specified in Section C-2.3-3(b). Placement shall be in accordance with the BLM Manuals. Brush and debris within a radius of 6 feet of the corner shall be cleared away when the monument is set.
New monuments shall be solidly placed in earth (Exhibit J-2.2) when possible. A magnetic memorial shall be placed at the base of new pipe monuments, unless otherwise directed by the CO. The Contractor should bury original monuments alongside the new monument. This information shall be recorded in the field book and documented in the pertinent Corner Card or Plat.
C-2.3-4(c) Reference and Witness Monuments.
Where it is impossible or impractical to place a monument at the true corner position, refer to the current version of the BLM Manuals. When destruction of a monument is probable, a reference monument shall be established.
C-2.3-4(d) Monument Cap and Tablet Markings.
Monument caps and tablets shall be stamped as prescribed in the current version of the BLM Manuals. The caps or tablets shall also be stamped to include the year of survey and the surveyor’s license number. If applicable, the stamping shall include any unique Forest Service tract or corner identification.
C-2.3-4(e) Corner Trees.
When the corner position is coincident with a live, healthy tree, the tree shall be marked as prescribed in the current version of the BLM Manuals, or as directed by the CO.
Corner trees shall be perpetuated with a reference monument which shall count as one of the required accessories. The monument shall be set a minimum of 15 feet from the base of the corner tree.
C-2.3-4(f) Bearing Trees and Other Accessories.
Refer to the BLM Manuals for selection, measurement and marking of bearing trees and other objects.
A.) Selection
All PLSS corners shall be referenced by at least two accessories. Bearing trees shall be in good health, 6 inches DBH or larger, and preferably located so the angular measure (from the corner) between any two trees is as close to 90 degrees as possible. If such trees are not available, bearing objects or reference monuments shall be substituted.
Smaller trees shall be marked with an “X” at breast height and “BT” at the base. Where conditions permit, all bearing trees or objects shall be located on Public Land.
B.) Measurements
All bearing trees shall be described by bearing and distance from the corner (not a reference monument) to a nail set in a painted notch at the side-center (either side) measurement of the root crown. Distance shall be horizontal distance to the nearest 0.1 foot. Bearing shall be measured to the nearest 15 minutes to a nail set in the face of the blaze at the approximate center of the root crown measured radially from the corner. The method of measuring bearing tree locations (i.e. side – center, etc) as well as any deviations shall be noted on the Plat or Corner Card.
C.) Blazing, Scribing and Painting
Blazing, scribing and painting shall be in accordance with the BLM Manuals, see exhibit J-2.3. Brush and debris shall be cleared to provide a line of sight between the corner monument and the bearing trees.
C-2.3-4(g) Signing.
Signs to be used are shown in Exhibit J-2.5. Sign placement and attachment shall be in accordance with Exhibits J-2.3 and J-2.6. Sign 54-3 (“Bearing Tree”) shall be placed on all bearing trees and on all existing bearing tree remnants. Sign 54-9 (“Land Survey Monument”) shall be placed on the back of all bearing trees.
C-2.3-4(h) Corner Recordation.
One original form FS-7100-52 shall be completed for each corner set or visited, with or without need of survey for which there is no existing form that accurately describes the corner and its accessories. All information on the card shall be completed in accordance with Exhibit J-2.1.
C-2.3-5 Boundary Line Marking and Posting
C-2.3-5(a) Boundary Lines.
Boundary lines shall be marked by installing steel posts within 1.0 feet of the straight line between corners that define the ends of the property line. A 54-2 (Property Boundary) sign shall be firmly affixed to each post by durable metal rivets.
In some cases, a line monument may be ordered. Line monuments shall be placed using monumentation accuracy standard (exhibit C-2.3-3(b)). The task order or CO will define the standards for any line monuments set (some may be requested to be buried, etc.).
The Contractor will notify the COR when the boundary line marking and posting is completed so that a compliance inspection can be performed. The COR will notify the Contractor within 15 calendar days if the work is not satisfactory with an explanation. Any corrective work will be the responsibility of the Contractor.
C-2.3-5(b) Clearing.
Within 2 feet of each side of the boundary line (given permission by adjoining landowner), the Contractor shall clear line sufficient to maintain intervisibility of posts and remove trees less than 4 inches DBH The resulting debris from the clearing shall be lopped to settle to within 1 foot of the ground. All limbs shall be cut off the stumps of felled trees to prevent regrowth. Stump height shall not exceed 6 inches. Criss-crossing of stems shall be avoided and cut trees shall not be left leaning against or hanging in standing trees. Vegetative debris shall be scattered to reduce concentrations, deposited off line, and left on the Government side whenever possible. Debris shall not be deposited within 5 feet of boundary lines, roads, trails, stream courses or fire breaks.
Exceptions to this clearing standard in certain areas of heavy chaparral or close proximity to occupied dwellings may be approved at the discretion of the CO. Any equitable adjustments in unit price for reduced clearing will be negotiated with the Contracting Officer.
C-2.3-5(c) Blazes and Hacks.
Blazes, hacks and painting shall be made in accordance with Exhibit J-2.4.
C-2.3-5(d) Painting.
Painting shall be in accordance with Exhibit J-2.4. Paint placed by the Contractor in an improper location shall be painted over at Contractor’s expense with black or dark brown paint.
C-2.3-5(e) Boundary Post and Sign Placement.
Placement of signs along the boundary line shall be in accordance with Exhibit J-2.6. Signs will be spaced at intervals not to exceed 200 feet or a as agreed upon with the CO.
1. Sign 54-2 (“Property Boundary”) shall be placed within 1 foot of the boundary line.
Signs shall be placed at ridge tops, streams, roads and at trail crossings. Signs set at road crossings shall be placed 3 feet above the top of the road cut(s) or 3 feet below the edge of road on fill slopes to maximize visibility from the road.
2. Sign 54-5, 54-6 or 54-8 (“Forest Service Location Poster”, whichever version is applicable) shall be placed where all marked boundary lines cross roads, streams, major drainages, ridge tops and trails. Signs may be placed on either posts or trees.
The Contractor shall etch the required information on the sign.
The Contractor shall firmly attach signs to posts and appropriate trees in accordance with Exhibit J-2.6.
C-2.3-5(f) Obliteration of Erroneous Lines.
Government signs and posts previously placed which are no longer within one foot of the boundary line shall be removed from the site by the Contractor and shall be delivered to the Government. Old paint on the Government side of erroneous boundary lines shall be painted over with black or dark brown paint.
If previously unknown, the Contractor shall notify the CO upon the discovery of Government signs and sign posts previously placed which are not on the boundary line. Separate work orders will be issued for the removal of posts and signs as required.
C-2.3-6 Plats and Reports
C-2.3-6(a) Plats.
The Contractor shall prepare a recordable Record of Survey plat for all surveys preformed under this contract, unless otherwise directed by the CO. Plats shall comply with all State Land Survey laws on file with the State Board at the time the survey is performed. Prior to filing of the plat, the computations may be requested for review.
The plat shall show the relationship of recovered and established corner positions used to control this survey as well as the 3 control points in a diagram indicating their Horizontal and Vertical location as with bearings and grid distances relative to each other. A description of all monuments recovered and established along with their accessories shall be included on the plat.
Any monuments found near a corner position and rejected shall also be described and shown. A narrative explaining the reason any monument was rejected or accepted shall be included. The record and measured ties to existing and new accessories will be shown.
Plats shall report state plane coordinates for all corners and control shown on the plat in accordance with applicable state laws. State plane coordinates will be reported in NAD83 datum (or its eventual successor) and in US Survey feet.
C-2.3-6(b) Encroachment Diagram.
An encroachment/trespass is any apparent structures, significant improvements, or unauthorized occupancy on National Forest System Lands. An encroachment diagram is required in pertinent areas to show in greater detail the difference between lines of occupation and lines of title. All features that indicate occupation where it conflicts with title shall be shown with a stationing scheme or leaders showing posts set and the location of potential conflicts, encroachments, trespass, or unauthorized use in relation to the nearest survey corners.
Additionally, the approximate location of the encroachments shall be reported in latitude and longitude using decimal degrees (NAD 83) to an accuracy of 5 decimal places. Photos will be provided to the COR as per C-2.3-6(f).
C-2.3-6(c) Filing and Recording of Plats and Corner Recordation Forms.
The Contractor shall file or record the survey plat(s) and/or the applicable corner recordation forms in the appropriate jurisdiction in accordance with the local and state statutes. Fees for map checking and filing shall be borne by the Contractor. Prior to filing or recording, one paper copy of the plat and the recordation forms shall be submitted to the COR by the Contractor for review and acceptance.
C-2.3-6(d) Electronic/Physical Copy of Record of Survey and Survey Map Exhibit.
After acceptance and recordation, a digital copy of the recorded document shall be furnished to the Government in the format provided by the county. A copy of the recorded plat, on a stable base polyester film positive, shall be furnished to the Government at the request of the CO. In addition, an electronic copy of any Record of Survey or Control Diagram Plats prepared in a CAD system may be requested by the COR in a .DWG or .DFX format if not included in C-2.3- 6(a).
C-2.3-6(e) Surveyor’s Report.
The Contractor shall prepare a Surveyor's Report for all work performed under this Contract, unless the same information is exhibited on the Record of Survey. The report shall contain any information the Contractor considers pertinent to the project. At a minimum, the report shall contain the following:
1. History of Surveys and a synopsis of the work performed.
2. Results of search for all corners.
3. Methods used for re-establishing missing corners.
4. Visible signs of possible conflict between lines of occupation and title lines.
5. Statements relevant to the project made by adjoining landowners or other interested parties.
C-2.3-6(f) Photos.
The Contractor shall take digital photos of all new monuments and accessories, potential conflicts, encroachments/trespasses, and any other items of interest the Contractor deems necessary. The photos shall be cataloged or named in a manner where the location or reason for the photo can be readily known, and shall be supplied to the COR by agreed upon media (i.e. CD, flash drive, internet, email).
C-2.3-7 Boundary Maintenance
C-2.3-7(a) Scope of Boundary Maintenance.
The intent of this work is to refurbish existing signs/posts previously placed on the Forest Service property boundary lines and corner locations. No brushing on private property shall be performed without the consent of the landowner (See C-2.3-2(b)).
C-2.3-7(b) Property Corner Inventory
The Contractor shall document the physical condition of all monuments and their accessories of record, such as bearing trees (dead or alive) and reference objects.
C-2.3-7(c) Boundary Posts, Signs and Survey Monuments
Maintenance of previously posted lines includes rehabilitating the posts so they are plumb and firmly set and replacing property boundary signs which have become unreadable, unsightly or otherwise unserviceable. All unserviceable boundary marking materials shall be removed from the project area and returned to the COR.
Disturbed posts shall only be replaced if its original position can be determined without resurvey, otherwise, traversing will be required to replace it. On occasion, traversing may be required to fill gaps in lines where there lacks sufficient evidence to accurately locate the boundary line.
In a few instances, T-Bar posts may have been used in the past to delineate the boundary. In these cases, it is acceptable to attach/reattach signs using steel wire.
All tree blazes shall be cleared of any loose bark, pitch and repainted with red paint. Brush shall be removed within 3 feet of both sides of the boundary so that the boundary signs/posts and/or line trees are intervisible (granted previous permission on the private side of the boundary).
When practical, all monuments shall be cleared of brush and debris within a 6 foot radius to enhance visibility. Bearing trees shall have the bands and blazes repainted and the line of site from monument to bearing tree should be cleared for intervisibility.
One original form FS-7100-52 shall be completed for each corner visited. All information on the card shall be completed in accordance with Exhibit J-2.1. If there is any material discrepancy of the monument or accessories between the records and what the Contractor finds, it shall be reported to the COR as soon as practical.
C-2.3-7(d) Encroachments
All encroachments/trespasses found or suspected shall be described, diagramed, and photographed. The approximate location shall be reported in latitude and longitude using decimal degrees (NAD 83) to an accuracy of 5 decimal places.
C-2.3-7(e) Survey Report
The Contractor shall prepare a Surveyor's Report for all work performed under this contract. The report shall contain any information the Contractor considers pertinent to the project. At a minimum, the report shall contain the following:
1. Numerical summary of the maintenance done; e.g. signs replaced, posts missing, posts serviceable.
2. Condition of all corners/accessories of record.
3. Identification of possible conflict or trespass, shown on an exhibit.
4. Statements relevant to the project made by adjoining landowners or other interested parties.
C-2.3-8 Other Surveys
C-2.3-8(a) Specifications.
All other surveys provided by the Contractor shall be in accordance with applicable State Minimum Standards of Practice providing they are not less than requirements set forth in these specifications or subsequent Supplemental Specifications or Special Instructions and exhibits.
1. Rights-of-Way surveys shall be surveyed along existing or proposed centerlines, and shall be platted and described in terms of tangent bearings, distances, deflections, and /or simple curves parallel to the surveyed line, and shall not be monumented unless otherwise directed by the CO. All Rights of Way surveys shall be tied to the appropriate property corners of the subject properties.
2. When requested, specific projects shall show a geodetic position on one or more
Public Land Survey and/or Forest Service Property Boundary Corners. Information as to the method used to determine the position and geodetic control shall be provided in the plat and or report. The plat shall also show the datum and date established. The accuracy of the geodetic position shall be repeatable to within 3 centimeters.
3. Supplemental Specifications or Special Instructions will be issued for these and other surveys as necessary (i.e., photogrammetry, bathymetry).
C-2.3-9 Quality Control, Inspection and Acceptance
C-2.3-9(a) Quality Control.
The Contractor has sole responsibility for maintaining quality control for all aspects of work performed under this contract. The Contractor will furnish a written plan of self-inspection procedures to the COR on request.
C-2.3-9(b) Inspections.
The COR or a designated Inspector may make periodic inspections of each project as work progresses.
C-2.3-9(c) Acceptance.
No final approval of any project will be granted until all items specified are delivered to the COR and determined to fulfill all specifications, terms and conditions of this contract.
