ON-SITE SERVICES. Firms are not required to currently employ all personnel listed under On Site Services; however, firms must be able to recruit and fill these positions:
OFF SITE SERVICES:
Firms must demonstrate that they commonly perform similar work and currently have available personnel with skills to cover the range of technical requirements listed below. Employees may be qualified to perform more than one labor item. Resumes and example projects should demonstrate the employee’s ability and the company’s performance.
NOTES TO SECTION B
MINIMUM AND MAXIMUM CONTRACT AMOUNTS:
AGAR 452.216-73 Minimum and Maximum Contract Amounts (FEB 1988) During the period specified in FAR clause 52.216-18, ORDERING, the Government shall place orders totaling a minimum of $25,000.00 for each awarded contractor over the life of the contract, but not in excess of $4,900,000.00 aggregate total for all awards.
LABOR RATES:
All hourly labor rates are to be fully loaded, inclusive of direct costs, indirect costs, overhead or GA, Profit, incidental materials costs, ‘tools of the trade’, supervision and management of personnel.
If firms submit a corporate Rate Schedule in lieu of Section B – Schedule of Items, their
Rate Schedule shall not supersede the Notes to Section B or any provisions or clauses within this solicitation or resulting contract.
Service Contract Wage Rates from the Department of Labor have been requested. Wage rates may be added as an amendment to this Solicitation or as a modification to any resulting contact. Note, professional individuals are not required to follow the Service Contract Wag rates.
OVERTIME RATES:
There may be times when contract personnel are asked to support their Government Staff on emergency incidents (i.e., fire rehab, hurricane support). Should these situations arise, overtime rates shown on the Schedule of Items will allow the Government to process payment for the overtime hours. These rates will ONLY be used for emergency support. Overtime will not be incurred on project work. Participation by contract on emergency incident support is optional.
ORDERING (Emergency Support)
Incident support will be separate from direct project work and a separate delivery order will be issued for incident support.
Since personnel involved may be team specific, delivery orders for emergency incident support may not be competed.
Travel: (Emergency Support) The Government will pay travel costs for incident support at the standard Government per diem rates established in the Federal Travel Regulations for localities where work is performed. Government travel regulations as established in the FTR and JTR shall apply to all incident-related travel.
EQUIPMENT AND MATERIALS:
Customary incidental tools of the trade and equipment shall be included within hourly rates. Major equipment will be negotiated as required for a specific delivery order. Materials (other than incidentals) shall be negotiated as required for a specific delivery order.
TRAVEL:
Travel needs will be indentified in the Task Order Statement of Work and costs for that travel shall be included in the contractor’s price proposal for that Task Order, the government may require travel not listed in the original task order (meetings, project support at a different location, a new required government training, etc). This travel may be generated after the award of the task and may be identified after the original award. All new travel generated after task order award shall be requested and approved by the government prior to any costs being incurred by the contractor. All reimbursement for travel and per “diem” costs shall be limited to rates established in the Federal Travel Regulations for “localities” where travel is required. The contractor shall select the most economical means of travel and present alternatives to the government for approval. All travel reimbursement shall be at the discretion of the government.
NOTE: Travel for emergency support only (incident support)
The Government will pay travel costs for incident support at the standard Government per diem rates established in the Federal Travel Regulations for localities where work is performed. Government travel regulations as established in the FTR and JTR shall apply to all incident related travel.
ORDERING:
Task Orders under this contract may be placed by Forest Procurement officials within their designated procurement authority. The contracting officer may exercise broad discretion in developing appropriate order placement procedures. The contracting officer should keep submission requirements to a minimum. Contracting officers may use streamlined procedures, including oral presentations. In addition, the contracting officer need not contact each of the multiple awardees under the contract before selecting an order awardee if the contracting officer has information available to ensure that each awardee is provided a fair opportunity to be considered for each order. Orders may be placed noncompetitively if public exigency exists as determined by the procurement official by documenting the situation within their determination. Orders will be negotiated regarding the schedule of items and quantities required to perform the work and will result in a firm fixed-price delivery order.
The Contractor shall provide a proposal for a specific delivery order within 10 business days after the initial contact by the Forest Service procurement officer. The proposals shall include only candidates that are available for the duration of the task period and that have completed salary/benefit negotiations.
The proposal for on-site personnel shall include resumes for any proposed candidates, and shall address:
1. How the proposed personnel assigned to the task meet the minimum experience and educational requirements corresponding to the task’s skill category;
2. How the proposed personnel meet any additional evaluation criteria supplied for a specific task;
3. The date that the proposed personnel assigned to the task can start work.
4. That the proposed personnel to be assigned to the task are U.S. Citizens or are legally documented workers;
5. How the contractor offers training opportunities for their employees so that they can maintain knowledge of software/hardware updates, state-of-the-art technologies and emerging trends.
Award of orders will be evaluated based upon the above requirements, the applicability and responsiveness to the request for proposals, price, and past performance. All proposed on-site candidates and existing on-site contractors must pass a Department of Homeland Security background check.
DELIVERY ORDER CEILING:
A ceiling price will be specified for each delivery order. The contractor shall not make expenditures or incur obligations in the performance of a task order which exceed the ceiling price specified therein, except at the Contractor’s own risk.
ON-SITE GIS SERVICE EMPLOYEES:
The Contractor’s on-site employees shall adhere to local site, government time and attendance rules which may be determined by the local work supervisor. This includes abiding by the government holiday schedule. All exceptions shall be approved by the local work supervisor, in advance.
The Contractor’s on-site personnel shall also abide by local site safety and health requirements which include attending certain on-site briefings or training, participating in mock building evacuations and taking certain computer and workplace security courses.
The Contractor’s on-site personnel shall, at all times perform his/her duties in a manner which the Forest Service finds to be suitable and proper. The employee’s conduct shall also be suitable and proper. If the Contracting Officer notifies the Contractor that an employee’s performance or conduct is not suitable and proper, the contractor shall remove the employee immediately from the Government site and provide a replacement within the time specified by the contracting officer. The Forest Service will not be responsible for any termination or relocation cost incurred by the contractor.
SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT:
The purpose of this solicitation is to secure both on-site and off-site Professional services to perform tasks related to geographic data management, manipulation, editing, analysis, documentation, distribution and portrayal. Tasks typically support existing vegetation management, land management planning and analysis, land survey and status management, cartographic products and resource inventories for the 18 National Forests in the Pacific Southwest Region, and neighboring private lands. Work under this solicitation will be issued as individual task orders.
The contractor shall furnish all labor, personnel, supervision, equipment, materials, supplies, transportation, travel and incidentals, except those designated as Government-furnished property, to perform all work necessary for the completion of the task orders.
Meetings between the Contractor and COR will be scheduled as needed to define the course of work and to inspect progress at periodic intervals or decision points. Daily coordination between the Contractor’s personnel and the COR will be required during certain phases of the project.
C.1.1 LOCATION AND DESCRIPTION:
The location will be defined in the task order for the specific project. The on-site work will occur at the Region 5 Remote Sensing Lab, McClellan, CA, Region 5 Regional Office, Vallejo, CA and other offices as needed within Region 5. Off-site work will be performed at the Contractor’s facilities. Other locations for training, meetings, and other miscellaneous work, include but are not limited to, field offices identified in the individual task orders.
The on-site support personnel may be required to travel to specific National Forests or Ranger District locations throughout the Region in accordance with the needs of specific projects. Travel will be reimbursed by the Government at rates published in the Federal Travel Regulations for localities where work is performed.
Off-site support personnel may be required to travel to specific Government offices for meetings for project coordination, support and review of work progress.
C.1.2 ON SITE GIS SERVICES:
The intent of this item is to obtain professional services to perform the following:
· Basic data capture and data entry to develop GIS layers of land ownership, administrative or management areas, natural resources, and infrastructure.
· Updating existing GIS layers and associated metadata and information attributes in relational databases for a wide variety of natural resources, facilities, administrative and resource planning allocations.
· Development of modeled and derived layers to support natural resources management as well as analysis in support of National Forest Planning and monitoring and associated environmental documents.
· Development of basic to complicated computer routines and tools for automation of redundant GIS operations, geospatial modeling, and data conversions.
· Development of maps for work projects ,analysis and display and for mass production and distribution to the public (multiple copy lithographed maps).
The GIS information and related databases are developed and maintained for natural resource information about administrative areas and ownership, forest monitoring, planning and inventory, and are used in various environmental assessment and monitoring projects, as well in the production of published and electronic map products. GIS analysis will be conducted to support resource planning and monitoring as well as specific projects and environmental documents. Services will be needed at the Regional Office in Vallejo, CA, the Remote Sensing Lab in McClellan, CA and may also be used by other units within the Region.
PERSONNEL REQUIREMENTS
The Contractor shall provide skilled personnel that meet the requirements for the specified contract skill categories described herein. The Forest Service reserves the right to require additional specific expertise necessary to meet specific task requirements.
· Personnel shall be sufficiently fluent in English, including verbal and writing abilities, to meet the functional requirements of the position.
· Each skill category defines the minimum experience and educational requirements that a candidate must possess in order to be considered for assignment to that skill category. The experience requirements include qualifications and expertise, as they relate to both a candidate’s overall career and to a specific task order, the details of which will be described in each statement of work. The experience requirements are designed to obtain expert, dynamic professionals with proven records of success in the proposed technical areas. Personnel assigned by the contractor shall have extensive background knowledge of commercial and/or governmental systems and processes, and shall maintain current knowledge in state-of-the-art technologies and emerging trends.

Provides expert level functional skills in digital cartographic and GIS mapping project tasks which require thorough knowledge of cartographic mapping, cartographic software and hardware, lithography and GIS technical subject matter.
Plans, designs, and prepares simple to complex cartographic compilations by integrating the most recent digital cartographic, map publishing, and GIS mapping technologies to basic cartographic map production principals.
Provides technical direction, map design, resolution of non-routing cartographic problems, implementation and documentation of map production and design, and integration of the final publication or product design.
Educational Requirements: Bachelor’s degree in Cartography, Geography or Earth Sciences.
Experience Requirements: Ten years of intensive and progressive experience in digital cartographic and GIS technology, map making.
CG-II SKILL LEVEL – CARTOGRAPHER/GIS ANALYST (INTERMEDIATE)
Provides high level functional skills in digital cartographic and GIS mapping project tasks which require a working knowledge of cartographic mapping, cartographic software and hardware, lithography, and GIS technical subject matter.

RG-III SKILL LEVEL – REMOTE SENSING/ GIS ANALYST (SENIOR)
Responsibilities may include: The coordination and oversight of GIS and Remote Sensing based data capture and analysis projects. Expert knowledge of and demonstrated skill in the use of the following software: ArcGIS (ESRI), Imagine (ERDAS), Definiens Developer, ENVI/IDL (ITTVIS), SAS, R, Oracle and Access (Microsoft), as well as numerous other programs running on a client’s Intra/Extranet servers. C.1.5.1 Government Furnished Property (On-Site)
For on-site support, the Government will furnish all computer equipment, software, supplies and office space necessary for the project.
C.1.6 – Off-Site Services The intent of this item is to obtain professional services to perform the following:
· Basic data capture and data entry to develop GIS layers of land ownership, administrative, natural resources or facilities.
· Updating existing GIS layers associated metadata and information attributes in relational databases for a wide variety of natural resources, facilities, administrative and resource planning allocations.
· Development of modeled and derived layers to support natural resource management as well as analysis in support of National Forest planning and monitoring and associated environmental documents.
· Development of basic to complicated computer routines and tools for automation of redundant GIS operations and analysis, and data conversions.
· Development of maps for work projects (analysis and display) and for mass production and distribution to the public (multiple copy, lithographed maps).
The GIS information and related databases are developed and maintained for natural resource information about administrative areas and ownership, forest monitoring, planning, inventory, and used in various environmental assessment projects. GIS Analysis will be conducted to support resource planning and monitoring, as well as specific projects and environmental documents. Various Regional Office and Forest field units within the Region may need services.
C.1.6.1 Government Furnished Property (Off-Site) The Government will provide available, necessary, electronic and/or hardcopy resource maps and/or reports, Digital Elevation Models (DEM) or Defense Mapping Agency (DMA) data, Cartographic Feature File (CFF) data, or hardcopy and resource photography for all areas required to be mapped.
