NRCS SOLICITATION AG-8C30-S-10-0001

Santa Cruz Site #1 FWRS Rehabilitation

Background

Santa Cruz River FWRS (Floodwater Retention Structure) Site No. 1 was built in 1962 and is located in Rio Arriba County near the town of Chimayo. It consists of a floodwater retention structure, a retaining dike and a detention dike. The drainage area is 5,148 acres. The dam was originally classified as a medium hazard dam and is currently classified as a high hazard dam.

The dam is about 1,032-feet long and 56-feet high with original sediment storage of 418 acre-feet and floodwater storage of 394 acre-feet. The auxiliary spillway is about 600-feet long and cut into a hilltop wit a maximum spillway capacity of 10,000 cfs. The retaining dike is about 14-feet high and 500-feet long., and located on the northern edge of the auxiliary spillway.

The diversion dike is about 14-feet high and 310-feet long, and is located further north.

The dam was built with zones without a gravel chimney drain. There is a foundation drain along the outside toe of the dam embankment.

The rectangular principal spillway riser is 11-foot high with a 30-inch inside diameter reinforced concrete pipe outlet.

Geotechnical Aspects of Current Design A geological investigation of the dam embankment, dikes, auxiliary spillway and borrow area will have to be completed to determine their engineering characteristics. Drill holes with sampling will have to penetrate the embankment along the dam centerline and the foundation to 1.5-2 times the height of the dam.

Since this dam was built, seismic forces on the structure have to be taken into account for embankment stability and seiche effects to bring the dam up to current design criteria. Since this dam is normally dry, seiche effects can be ignored.

Seismic forces on the principal spillway riser need to be considered. The spectral frequency of the force is roughly equivalent to 0.1 sec per story of riser height.

The dam is in a potentially high sediment environment. The last sediment survey was done in 1975. A new sediment survey should be completed to look at the long term average and compare this to the design sediment pool storage.

Geotechnical Investigation-1960 A total of six drill holes and eight test pits were used to investigate the properties of the materials under the dam centerline, principal spillway centerline, auxiliary spillway centerline, and borrow area. The three drill holes along the dam centerline ranged in depth from 34 to 52 feet. The three drill holes along the principal spillway centerline ranged in depth from 10 to 42 feet. Three test pits were dug along the dam centerline to a depth of 10 feet. Three test pits were dug in the borrow area to a depth of 10 feet. The two test pits in the auxiliary spillway area were dug to depths ranging from 22 to 26 feet.

Sixteen soil samples were collected and sent to the USDA-SCS Soil Mechanics Laboratory in Portland, Oregon for testing.

The samples consisted of five auger cuttings, 1 Denison sampler, and 10 disturbed samples. Laboratory testing consisted of six Atterberg Limit tests, fifteen Grain-size distribution tests, nine Water Content and Dry Density tests, one Permeability test and six Triaxial Shear tests.

Proposed Geotechnical Investigation-2009/2010 The purpose of the current geotechnical investigation is to verify the engineering properties of the embankment and foundation materials of the existing dam, auxiliary spillway, retaining dike and diversion dike. In addition, the properties of the sediment in the pool area will tested to see if it is suitable as borrow material.

The drill rig, backhoe, and sampling methods used in the investigation will be in accordance with (IAW) the attached Geotechnical Investigation Specifications in Appendix A. Approximate 1960 and proposed 2009 borehole locations are shown in Table 1. Locations of the proposed 2009 boreholes can be changed at the discretion of the on-site Geologist depending upon observed conditions. Table 1 summarizes the general location and proposed 2009 methodology. Blank drill logs showing the proposed sampling locations are located in Appendix B.
