C.2 WORK TASK REQUIREMENTS
The following information is applicable to the Base Item and Additional Items 1 & 2, Tasks 1‐4.
a. Task 1 – Work Plan: The Work Plan shall be submitted by the Contractor and sent to the Contracting Officer (CO) and the DPG in an electronic format (e.g., Microsoft Word or Adobe .pdf). The plan will outline the Contractor’s methods for efficiently surveying the Dakota skipper habitat and populations. Following a Government review of the Work Plan, Dakota Prairie Grassland (DPG) personnel will furnish the Contractor with a comment matrix illustrating deficiencies, if any, in the submitted plan.
The Contractor will have a one week period (seven days) to complete the comment matrix and to submit a revised Work Plan, including edits based on Government provided comments.
The Work Plan shall include at a minimum:
1) A Table of Contents;
2) Page numbers;
3) Survey methods (including methods for surveying a subset of potential areas with the most probable
Dakota skipper habitat);
4) The format for the GIS deliverables (e.g., the data dictionary that will be used in the field in table format);
5) Estimated field work schedules with surveyor(s); and,
6) General area maps where the Contractor will search for Dakota skipper (sensitive butterfly species).
TASK 1 – Work Plan: Approximate Schedule
WORK PLAN DELIVERY DATE
Draft Version: Approximately 1 June 2015
Final Version: Approximately 15 June 2015
b. Task 2 – Dakota Skipper Habitat Survey: Some areas have been identified as potential sensitive Lepidopteran habitat through a Geographic Information Systems (GIS) tool developed by the DPG. The tool uses GIS layers relating to soils, vegetation, slope, inundation, and Dakota skipper search history. The Government will furnish the GIS tool (electronic file) to the Contractor at the time of the mandatory Post‐Award conference (reference Section G). A copy of the GIS tool Category Map is located in Section J. Areas that are identified by the GIS model will serve as a starting point for identifying areas to be surveyed for Dakota Skipper habitat.
The Contractor will assess and map favorable habitat at each site where there is requisite habitat flora for Dakota skipper. The Contractor shall document and provide qualitative percentage estimates of forbs, native grasses and native grasses of requisite habitat flora (see http://www.fws.gov/midwest/Endangered/insects/dask/pdf/DakotaSkipperS7GuidanceMarch2014.pdf for Dakota Skipper), and weeds. Additionally, objective comments about other habitat conditions (e.g., grazing, habitat disturbances, Ecological Site Description, Soils, etc.) seen in the survey area must be listed.
Contractor requirements for submittal of biweekly Progress Reports are presented in Section C.3 – General Specifications.
Contractor requirements for submittal of Habitat Survey information and results are presented in Section C.2, Task 4 – Final Report/GIS Deliverable. Task 4 includes completion and presentation of a Draft Report/GIS Deliverable and a Final Report/GIS Deliverable. The Draft Report/GIS Deliverable is due 30 August 2015; the Final Report is due 30 October 2015.
TASK 2 – Dakota Skipper Habitat Survey: Approximate Schedule
Task Begins Work Completed
Approximately 15 June 2015; dates may vary because of weather conditions influencing Dakota skipper populations
Approximately 25 July 2015; dates may vary
Dakota skipper populations
c. Task 3 – Dakota Skipper (and other Lepidopterans) Survey: This task entails covering large amounts of land in an efficient manner. If the lead skipper surveyor has field support for this project, the assistant butterfly surveyors must be accompanied by the lead butterfly surveyor within line of sight at all times while conducting skipper surveys.
The Contractor will provide a list of Lepidopterans observed, per survey area, with estimated numbers of non‐ federally sensitive species incidentally seen and exact numbers for Dakota skipper.
Survey Methodology will be the “checklist method”, as described in: Royer, Ronald A., Jane E. Austin, and Wesley E. Newton, 1998. Checklist and "Pollard Walk" butterfly survey methods on public lands. The American Midland Naturalist. 140(2). http://digitalcommons.unl.edu/cgi/viewcontent.cgi?article=1004&context=usgsnpwrc. The process amounts to habitat‐centered, Pollard‐style, random walks. That is, Dakota skipper is searched for in patches of presumed habitat at each site. Searches will be conducted according to the following parameters:
The sampling day will generally begin after 9:00 a.m. and will end no later than 5:00 p.m. local time;
Only individual Dakota skippers identified within an estimated 5.0 meters on either side of the surveyor, within 5.0 meters of the ground, or 5.0 meters to the front are considered to be an “encounter”; and, Only confident identification (e.g., net and release, close‐up [perched] examination, confirmed photograph) is considered a valid encounter. Only those individuals holding a current 10(a)(1)(A) Permit (see http://www.fws.gov/midwest/endangered/permits/index.html for more information) will be allowed to net and handle the skipper specimens per the conditions of their permit.
Dakota skippers have historically been sighted between 23 June and 20 July. In 2014, flight began on 01 July and numbers peaked between 08 and 14 July near Minot, ND.
Though the Royer et al. method indicated above mentions netting, the Contractor shall note that only those individuals holding a current 10(a)(1) (A) Permit and take statement for Dakota skipper may actually handle the species. Individuals who do not possess a permit/take statement shall take photos and/or examine the species close‐up in a perched position instead of netting and handling the butterfly(s).
The Contractor will notify the Contracting Officer, COR, and/or McKenzie Ranger District on‐site representative if sensitive species are located within one working day of the sighting.
Guidelines for photographing listed Lepidopterans follow. The guidelines are based off of guidelines for another listed ESA butterfly species (Quino checkerspot) and are modified slightly for Dakota skipper.
Surveyors will use a camera with close focus telephoto or macro lens.
Individuals will survey carefully to avoid trampling or otherwise harming Lepidopteran larvae and adults.
Care will be taken to avoid stepping on all host plants, whether occurring singly, in small patches, or in dense stands.
Surveyors must walk slowly and stop periodically within areas that have an especially high potential for Dakota skipper, such as patches of host plants or nectar sources.
Surveyors must stop occasionally to look around; surveyors standing still are more likely to see a moving butterfly. Individuals will use binoculars to scan the area ahead and around them, and to help identify butterflies from a distance.
APPROACHING A LISTED INSECT‐
o When approaching a skipper, move slowly and keep the movement of your hands, arms, legs, and body to a minimum. If the skipper is first seen in flight, follow it discreetly, keeping at least 5‐6 feet away from it until it alights (lands). Do not make sudden movements.
o If the skipper is circling, stand still and wait for it to alight–if it perceives your movement, it is less likely to stop. Observe the flight pattern. Dakota skipper has a characteristic rapid, skipping flight.
o Once the skipper has alighted, or if it is first seen when alighted, approach it slowly from an angle where it is not likely to perceive your shadow–from the side may give you the best view of the skipper’s body. Take a photograph of the skipper when approximately 5‐6 feet away (or at a greater distance if your camera has adequate telephoto capabilities), taking care not to allow your shadow to fall on the butterfly.
o Slowly move toward the skipper, taking photographs periodically. When your shadow is within about 1 meter of the skipper, circle slowly around it if necessary to approach it more closely without casting a shadow on it. As you get closer you should move more and more slowly. Insects that are engaged in some activity such as courtship or feeding on flowers are easier to approach than those that are basking.
Contractor requirements for submittal of biweekly Progress Reports are presented in Section C.3 – General Specifications.
Contractor requirements for submittal of Dakota Skipper (and other Lepidopterans) Survey information and results are presented in Section C.2, Task 4 – Final Report/GIS Deliverable. Task 4 includes completion and presentation of a Draft Report/GIS Deliverable and a Final Report/GIS Deliverable.
