Questions and Answers One (01)
Road Maintenance IDIQ
Solicitation Number: AG-8508-S-16-0002
Pre bid meeting 2/19/16 questions:
Bid item 151 (01) mobilization
Within the description of pay items it states “for bid purposes assume 2 piece of equipment, 2 operators, and necessary incidental”. Does this mean 2 trucks, 2 drivers, and 2 operators? How do we figure what the incidentals could be, when each task could vary greatly?
Within the bid purpose description for mob it states “70 miles from a location stated above to the project site”. Does mob include cost from home base? Does the mob cost cover any piece of equipment we choose to haul or will specific equipment be determined when the task orders are received?
Mobilization: Update Description of Pay Items, Item number 1 to read: Mobilization will be negotiated and paid for on a per task order basis. No bid is required for the Parent Contract.
Is that paid one way?
Yes only to site, no return trip. Refer to Item Number 2 under Description of Pay Items.
Seasonal requirements is negotiated.
Bid item 152 establishing clearing limits
Is this bid item simply the flagging and measurement for the clearing limits? All we need is a pickup and a couple laborers?
Yes, typically this work is completed using two laborers, flagging, placards stapled to a tree or lath. Periodically a foreman is needed to help the crew begin the work.
Bid item 157 (01) sediment basin
As we build these sediment basins, are we to assume no import material will be needed?
No materials will be imported.
Bid item 157 (02) soil erosion
What type of BMP should be evaluated for bid on this pay item? Several BMP’s are mentioned within the description of pay items.
Use the WY Forestry and Colorado Forestry BMPs:
Wyoming: http://wyforestinfo.wyo.gov/best-management-practices
Colorado: http://static.colostate.edu/client-files/csfs/pdfs/ForestryBMP-CO-2010.pdf
Silt fence should be used as the bid item for erosion control. No Storm Water Pollution Prevention Plans (SWPPP) are expected to be completed. If the need arises, the SWPPP will be a negotiated item.
Bid item 202 (01) – (02) tree removal
The description of pay items states “use of piling method on tree landing within .5 miles of task”. The description of piling states “piling should be done a minimum of 25’ away from other trees, so could piles be burned if needed”. What is to be expected if landing for piling and sizing trees is further than .5 miles away?
If the distance to the landing is greater than 0.5 miles, negotiation or a modification would be appropriate. Typically, we make the landings and brush piles very close to site. Bid as is.
Bid item 203 (01) culvert removal
As the culverts are pulled, are we required to provide backfill material if needed?
Backfill should not be needed as this will relate to roadway decommissioning or culvert replacement (Bid Item 602). Culvert materials must be removed from site.
Bid item 203 (02) obstruction removal
The dimensions for the bury pit are stated within the description of the pay items. Will the bury pit be constructed on the same location as the obstruction to be buried?
The bury pit would be located as close as possible to the area being cleared. Construct pit as described in drawing. Then add stumps, fill, compact, and mound.

Bid item 204 (01) road way excavation
The description of pay items states “cut to fill should balance”. If the cut to fill quantities do not balance, can the furnished material be negotiated? If required to blast rock for a rock cut, will the blasting cost also be negotiated?
Update Description of Pay Items, number 11 to no longer include text of “cut to fill should balance”.
Bid item 211 (01) (02) (03) road way obliteration
Will possible actions such as live stream pumping or diversions, and/or hauling off of material for reclamation be negotiated per task order?
Each project’s dewatering requirements could vary from site to site. If the material to haul is a culvert it will paid under Bid Item 203. If specialized dewatering equipment and/or dewatering plan is required this would be negotiated.
Bid item 212 (01) linear road grading
The description of this pay item describes building a new road. Are we to assume the cut to fill will balance?
Generally, cut and fill quantities will balance. Material may need to be moved from a through cut section to a through fill section. Typically, these cut and fill sections will be adjacent to each other.
What happens if we need to over excavate for the new road. Will the culvert installation be covered separately as it states “rolling dips and sediment basins” will cover separately?
Culvert installations are covered under a separate bid item.
Will any tree removal be covered under pay item 202?
Clearing of all trees and obstructions is included as part of this bid item.
Within the supplemental descriptions it is stated we are required to install erosion control during construction. How much and which BMP should we plan to use?
Erosion control is covered under a separate bid item. Refer to the question Bid Item 157 (02) for BMP information.
Will the base or aggregate be provided or expected to be furnished and hauled by us?
Material quantities will be provided by the government in the specific task order, but all base and aggregate materials will be furnished by the contractor and paid for under Pay Items 251 and 324.
Bid item 230 road side brushing
What type of equipment is typically used for road side brushing?
Bull hog, chain flail, chain saws, pole saws; limb saw, big mower, 2 people 2 saws. Typically, a crew of 2 people with saws will accomplish 1 mile of work in 5 to 7 hours.
Bid item 251 rip rap
The description of pay items states “we will be paid up to 70 miles one way hauling rip rap”. Do we get paid for mob of dump trucks or is it considered incidental?
The 151 Mobilization bid item will cover transport of all equipment to the work site.
This pay item shall include furnishing, hauling, and placing the specified material. Hauling materials up to a distance of 70 miles is incidental to this pay item. Distances over 70 miles will be negotiated separately.
How many tons of rip rap would be normal for culvert?
One truck load or minimum 10 cubic yards, also apply to 324 01, 02, 03.
Bid item 303 road reconditioning
For the possible soft spots in roadway, should we plan to use the roadway excavation pay item 204 (01) to excavate and re-compact the soft spots?
Forest Service will determine the extent of the soft spot prior to issuing a task order. If soft spots are beyond standard maintenance (such as draining a mud hole), pay item 204 will be incorporated in conjunction with pay item 303.
Is there a stop work order for ruts?
Per case issue and would be decided at the time.
Bid item 607 (01) – 607 (03) culvert cleaning
The pay item bid sheet is showing culvert cleaning as 607 (01), 607 (02), and 607 (03). In the description of pay items it is calling culvert cleaning 602 (01), 602 (02), and 602 (03). So which is it? 607 or 602? Also it stated only 3 feet on both ends of culvert need cleaned out, is it ever possible the entire length of culvert will need cleaned possibly by flushing?
The culvert cleaning Bid Item is 607 (01-03). If a culvert is fully plugged then a differing condition applies and cleaning would be negotiated. Clean with a shovel within 3 feet of culvert opening.
Bid item 619 (01) – 619 (05) fencing
The description of pay items is all very unclear. The pay item is based on a unit of “each”, but the description on bid sheet column says “fences, gates, and cattle guards or replace lock open post”. What exactly are we to bid on each of these 5 items (619 (01) thru 619 (05))?
619 01 barb wire fence (replacing fence) 619 02 gate (barb wire gate based upon drawing), 619 04 redo the text; 619 05 yellow signs on each sign of gate
Bid item 625 seeding
Is the seeding to be bid using mechanical equipment or seeding by hand? Mulching?
The intent is to seed by hand. The government will furnish seed. No mulching will be required.
Bid item 648 (04) streambed simulation rock
Need a better definition of what is expected for excavation within this pay item? With the supplemental detail “hand placing method” of rock is discussed. What are the chances the hand placing method will be used?
Streambed simulation rock is used in very large wide culverts we put rock in bottom to simulate stream. This Bid Item will be removed.
Bid item 650 road closure sign
Should we plan to furnish lumber, paint, reflective tape for the road closure signs?
The contractor shall purchase and install the correct signage per the MUTCD. Refer to CONSTRUCTION SIGNS drawings. Contractor and Forest Service will agree to a temporary traffic control plan prior to signs being installed.
Contractors need to bid on all of the items.
Maps of forest, amend to extend 3/31 and question answered. Then another amend with solicitation changes.
Jake’s Comments:
Page numbers are incorrect. Pages 4 and 5 are repeated.
Update the mobilization description and question/answer above.
Clarify roadside brushing (# of trees).
I don’t think we addressed the burning of the pilings in the question for Bid item 202 (01) –
(02) tree removal.
I didn’t quite follow the “not to exceed” part of the answer to Bid item 204 (01) road way excavation.
Update estimated quantities of Bid Items 251, 321 (1-3) to 10 cubic yards.
I changed the answer for Bid Item 303 from Yes, soft spots are covered separately. The specs for Bid Item 303 call out section 204.07.
Bid item 619 (01) – 619 (05) fencing was confusing. Please update the bid item description.
Remove Bid Item 648(04).
Error on Bid Item 650 description. Change type 2 to type 1, and add Drawing number.
Consider adding clause/adjustment for increase in fuel costs.
Consider adding emergency rates for various types of equipment.
