Questions/Answers from pre-bid meeting on site held August 6, 2010 Q Is a bid bond required?

A Only if award is for over $100,000.

Q Clarification on the bond, is it a bid bond or a performance bond?

A If the construction quote is $30,000 to $100,000, then it will be a Request for Quote and either a Payment Bond or an Irrevocable Letter of Credit (ILC) is required.

· The Payment Bond must be valued at 100% of the quote and guarantees that any labor or materials the contractor has used, will be paid for in the event of a default or other action of that nature.

The payment bond must be obtained within 10 days of the contract being awarded.

Q Does the fire box need to be transported with the workers along the fenceline?

A No, it can be kept at the vehicles.

Q How do the end posts need to be constructed?

A Given the rocky terrain, it is recommended that rock baskets be used. Easy braces may be used in some locations.

Q Is there additional ATV access?

A ATV access is limited due to terrain. However, it will be allowed along the fence corridor for transportation of materials and equipment. ATV access is likely near Parker Canyon and on the west end of fence project.

Q Where new fence is on line with old fence, can the existing posts be used?

A Yes. They may need to be straightened and pounded in further.

Q How much of the new fence is on line with the old?

A About half of the new fence is on line with the old. The old fence contains both metal and cedar posts. Existing posts may be used. Existing posts may need to be straightened and pounded deeper in order to meet fence specifications. New metal posts will need to be placed near cedar posts to ensure that 16’ spacing requirement is met.

Q Can existing stays be used?

A Yes, if they are sound and meet the fence specifications of 2-3” diameter.

Q Do existing braces need to be replaced?

A Yes, they need to be replaced with rock baskets (preferred) or easy braces.

Q Is it okay to tie off to rocks and trees?

A Yes. If wire is tied off on trees, slats or stays are needed to prevent wire from cutting into the tree.

Q Availability of stays for half of the fence appears limited, who will provide them?

A Contractor will need to cut stays from east end of the fence to the bottom of Park Canyon. Stays will be provided by the permittees/Forest Service for the section from the bottom of Park Canyon to the west end of the fence.
