AG-84M8-S-14-0002 IS AMENDED AS FOLLOWS:
A. Contractor questions & Government Answers:
1. What will the level of effort be? Will call-out-as-needed basis trips, for instance, during a rain event, which may cause a high flow event, have to be worked, along with the scheduled ten to twelve weekly trips? How many FTE's will be needed? How many sites are to be visited by an individual field technician during a given weekly trip? The sites are visited throughout the season but contractors will not be called to go measure for a rain event. In the case of helping with the fish measurements approximate dates – as fish habitat are done at low, medium, and high flow will be given but our personnel may call and work with the contractor should high flow come earlier or later in a particular year. During high flow at the hydrology sites we are expecting a minimum of 2 people to be on the contractor crew, low flow is up to the contractor. Personnel is the interested vendor’s decision. Whatever you plan on using must be stated in the technical evaluation as well as prices on the schedule of items. Sites will vary annually but eight is the current number. When a call is given out weeks of work are shown for the contractor when they bid on the call.
2. How many individuals will be needed per measuring event? Will multiple teams be required, for a mass measurement of a streams' full length, say for seepage loss and/or gain purposes? What is the total number of gages, in the state, that are to be visited in a given calendar period? Will the number of personnel needed over a season’s span fluctuate from month to month? We have stated that minimum of two will be needed for safety during high flow measurements. The work can be accomplished by one team during high flow and an individual during low or a team as the contractor desires. But once again it is the contractor’s decision and must be stated in proposal and schedule of items. Most work occurs during late April through November and the number of sites or diversion visits can vary with contract calls. Each call will show the number of sites that will be visited, as stated above current number is around eight.
3. Will a stream flow discharge record be worked up for each gage and is that record to be kept worked up during the year, or finalized at the end of the water year, with estimations of discharge for periods of missing record? Who does the checking and reviewing of each record? The contractor simply collects data and may put it in a spreadsheet (the COR will provide forms that the Forest Service would like completed along with instruction), dependent on the call; our team will do analysis and evaluation of missing records. We will be reviewing the data as it comes in weekly, to be certain things look good during the season.
4. Will water quality measurements be required during each visit, and will sampling equipment, (dissolved oxygen meters, dissolved solids meters, isokinetic samplers, sample churns, sample bottles, etc) be provided? Water quality measurements are not required under this solicitation.
5. Will suspended sediment samples be required? Will bed sediment samples be required? If water quality and sediment samples are to be taken, have arrangements with an appropriate lab been made, or will the contractor have to do that? For bed material size categorization of in bed location polygons, will size sleeves be supplied, or is eye-ball measurements enough? None of these types of measurement will be made with this solicitation.
6. On gage construction and repair, will the Offeror supply all necessary parts and replacement data recorders and pressure sensor-cells, to keep the gage working? Yes
7. In the matter of personal safety, it is anticipated that most of the sites will not have cell phone coverage. Will the Offeror supply a higher power bag phone or a satellite phone for emergency communication or will this be the responsibility of the Contractor? What will be the approved methods for field personnel to protect themselves in the event of encountering dangerous animals (e.g.,bears)? What provisions are available for high flow measurements where the stream cannot be waded (cableways, up or down stream bridges) due to depth and/or very high
CONTINUATION TO SF-30 Page 3 of 3 AG-84M8-S-14-0002, Amendment A002 velocities? Cell phone coverage is spotty and dependent on carrier. Communication devices will be the contractor’s responsibility. Most of the sites are close to roads and the main animals that the contractor will need to watch out for will be cattle. At this time we have not had trouble with wild animals at the locations. Forest Service Personnel will assist on sites during high flows that require non-wading equipment and bring the River Surveyor for use at these locations.
This is why the contractor was asked to have experience with this device in the solicitation.
Contractor is responsible for own safety equipment .
8. Will a preference for in-state personnel be in effect? The current plan is that one of our people will be the supervisor, running personnel and teams in the field, making trips to Idaho to make sure that the work is being done right, and doing the records' computer processing here at the office. We anticipate being able to hire a number of in-state ex-USGS personnel, as streamgagers, through my contacts with New Mexico USGS. Evaluation will be performed per 52.212-2 of thesoliciation. No preference for in state vendors, but Contractor base of Location is an evaluation factor. Government will award to the contractor that provides the best value to the Government.
All other items remain unchanged and in full force and effect.
