SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 GENERAL

The contractor shall furnish all labor, supervision, and supplies (except for those listed as Government-Furnished Property, See Section G.5) necessary to conduct on-site remote sensing/geospatial work at the USDA Forest Service Remote Sensing Applications and Geospatial Service and Technology Centers in Salt Lake City, Utah.

1.1 Background

The USDA Forest Service Remote Sensing Applications Center (RSAC) and Geospatial Service and Technology Center (GSTC) are detached units of Washington Office Engineering, located in Salt Lake City, Utah and are a component of Forest Service Geospatial Management Office (GMO). These national technical centers provide remote sensing, GIS, and other geospatial support and services to all levels of the USDA Forest Service (FS).

RSAC has national responsibility to provide evaluation, development, technology transfer, training, and operational project support in the area of remote sensing and related geospatial technologies for a variety of resource applications in the Forest Service.

GSTC has national responsibility to provide evaluation, development, technology transfer, training, cartographic map production, and operational project support in the area of GIS technology and related areas.

Together, RSAC and GSTC provide remote sensing, GIS, GPS, and other related geospatial technology support to various groups within and outside the Forest Service. Projects are designed to address resource management problems, and may vary in scope, complexity and length. Projects cover the main resource management activities such as forest vegetation management, rangeland monitoring, recreation, wilderness, watershed, wildlife, fisheries, ecosystem management, fire and fuels management, forest health, minerals and geology, engineering, climate change, and international forestry. They cover operational applications, technology development, technology transfer and training (classroom training and delivered via web), coordination with national application service centers, and delivery of geospatial data to Forest Service and cooperators via web.

RSAC and GSTC also operate and maintain significant IT and data center resources that support both agency and interagency partners. For example, RSAC operates a 2.4 meter Sea-Tel X-Band antenna and associated ground station acquired from SeaSpace Corporation in late 2006. Terra and Aqua MODIS and NPP VIIRS data are acquired and processed operationally to support fire management and other RSAC support programs. Additionally, the RSAC data server/computing facility houses over 100 Windows and LINUX servers with a current storage capacity greater than 400TB.

In addition to general remote sensing/geospatial support services and IT support service, RSAC provides operational analysis of imagery, generation of resource mapping and assessment products, and delivery of technical support to Forest Service and interagency partners with targeted management responsibilities and information needs. Current remote sensing program support examples with minimal latency requirements include provision of necessary technical support to facilitate the National Infrared Operations Program (NIROPS) that provides national airborne tactical fire detection and mapping products for incident support; comprehensive near real-time satellite imagery and active fire detection and monitoring geospatial products derived from high temporal, synoptic imagery provided by the Active

Fire Mapping Program; timely provision of post-fire imagery, change detection products and analysis derivatives to Forest Service Burned Area Emergency Response (BAER) teams and agency resource managers to support rehabilitation and restoration treatment planning, and reforestation needs in fire-affected areas.

RSAC and GSTC also maintain programs focused on developing and maintaining resource information that characterizes existing conditions and monitors changes to those conditions through time. For example, RSAC provides services to Forest Service units and the agency at large in generating mid-level and national scale existing vegetation mapping products, and contributes to the development of vegetation mapping standards and related technical guidance documentation. RSAC also leverages its on-site satellite imagery acquisition system and customized image analysis techniques to maintain continual detection and monitoring of biotic and abiotic disturbances occurring in the nation’s ~700 million acres of forest lands, and the provides operational geospatial disturbance products to agency end-users.

RSAC and GSTC also coordinate with Forest Service field units and other elements throughout the agency to identify and investigate emerging remote sensing/GIS technologies and/or methods. The Centers focus significant resources in the evaluation and feasibility for implementation of technologies and methods within the agency in order to improve the quality, accessibility, and gathering of natural resource data for management applications and agency mission objectives.

RSAC and GSTC co-manage delivery of GIS and remote sensing related training through The National Geospatial Training and Awareness Program. Collectively, the centers provide the development and delivery of up-to-date geospatial training courses and IT infrastructure to support training for the Forest Service (FS) and Bureau of Land Management (BLM) Service First cooperative training programs. This investment consists of: (1) researching new geospatial technologies and methods applicable in the field;

(2) providing up-to-date geospatial training manuals, exercises, and presentation materials; (3) delivery of geospatial training; (4) maintenance of courses on the Forest Service Geospatial Training Website.

Training is most often based on software under contract from ESRI and ERDAS, but also integrates other geospatial software, platforms, workflows, and techniques.

RSAC and GSTC provide extensive support for web-based applications development for numerous remote sensing/geospatial related projects. Current websites and associated activities include providing operational support to a variety of ongoing Forest Service programs through development of websites and web-based mapping and geospatial-related applications.

RSAC and GSTC support the implementation of enterprise image processing and geospatial solutions in coordination with the Forest Service CIO. Using corporate geospatial software, ERDAS and ESRI, web services are developed, published and maintained to support enterprise delivery of imagery and thematic data across Forest Service and partner agency networks to clients at all organizational levels.

Implementation and management of enterprise services facilitates the Agency goals of efficient, secure, and reliable data warehousing, provisioning, and processing capabilities that directly support business requirements.

RSAC and GSTC utilize professional communicator services in support of the Geospatial Management Office (GMO). These services provide technical skills that support and lead the development of communications using a variety of media including web-based, social media, and electronic print formats. Excellent composition and writing skills are applied to synthesize and communicate information of both strategic and technical nature. The geospatial communication services are also used to keep the GMO informed of industry best practices and current technologies used in the communications profession.
