Q&A for Solicitation AG-8447-S-14-0002, Nebraska NF and NGLs & Badlands NP, SD & NE April 28, 2014
1. Question: With our system the RGB and the NIR stereo block files are separate until after orthorectification. With our platform, 4-band imagery is captured simultaneously with two sensors. Will the block files being separate be acceptable for Project Item 1?
Answer: APFO does not consider collection of RGB and NIR using separate sensors to be simultaneous collection under Section C-4, paragraph 4.1(a). The 4-band stereo imagery is the primary deliverable under this solicitation, and having to utilize separate block files in order to change view between RGB and NIR while in stereo would be very cumbersome to the end user.
2. Question: Our system (direct geoferencing) enables us to meet the accuracy without aero-triangulation, is aero-triangulation still required?
Answer: The solicitation does not specifically provide requirements to perform AT; however the process used to meet horizontal accuracy specifications in Sections C-6.1(e) and C-6.2(g) are to be provided in the RMSE reports generated during the AT and/or orthorectification processes, as required in Section C-8.1. These processes must be explained in the offeror’s proposal as outlined in Section L.-2.3(c)(2), which may include AT.
3. Question: Please verify the Total Small Business Set-Aside (FAR 52.219-6) means that no part of the process can be performed by any non-domestic firm or by any domestic large firm.
Answer: In general, more than 50% of the work needs to be performed by a small business. A foreign owned business is considered other than small. The NAICS code for this solicitation, 541922, falls under Services. Refer to FAR clauses 52.219-6, 52.219-14, and 52.219-8 (provided in full text below) for additional guidance.
