SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SCOPE OF CONTRACT
This contract requires collecting sub-meter accuracy GPS data collection and processing as well as conducting stand examinations and related work in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals except those designated as government furnished.
C-1 GENERAL SPECIFICATIONS
A. DESCRIPTION – Item 1
Plot centers will be located from geographic coordinates provided by the Government for 106 plots. GPS files will be collected at plot centers using instruments capable of, and equipped for, sub-meter accuracy (Trimble GeoXT or better). Plot coordinates and elevation will be collected in meters with UTM Zone 13N projection, NAD83 (CORS96) horizontal datum, and NAVD88
Geoid03 vertical datum. A minimum of 150 hits in one location and at one recorded antenna height are required to log a file, with maximum PDOP set at 5.5 and minimum SNR at 4.5. The plot number will be recorded in the comments field of the file. Uncorrected files will be provided to the Government for differential correction. Any files that do not meet the accuracy standard after differential correction or do not have the correct plot number attached will be rejected.
The plot center where the GPS file is taken will be permanently monumented with a rebar stake with a plastic cap. The top of the stake will be within 3” of ground level. Two trees from the large-tree sample, within 20 feet of plot center, will be selected as witness trees and tagged with aluminum tags/nails with a witness identifier. Contractor must include azimuth and direction to plot center either on the aluminum tag (write-on tags are acceptable) or in tree remarks in Exams data.
At each plot, four digital photos will be taken in order of the cardinal directions (N, S, E, W).
Each photo is taken across the plot surface from the edge of the plot through plot center. Enter the file names of each photo. White boards are useful for recording plot number and direction, placing the board within the camera frame as each photo is taken. Image files should be stored in .JPEG format and burned to CD as needed to free up space.

The contractor has the discretion to move the plot location ± 20 meters if either of the following conditions apply: original plot location is located in a mixed condition (edge of a burn, open and closed canopy transition, etc.) and movement of plot is needed to ensure it represents a single condition; movement of plot location is necessary to ensure trunk and crown of large trees are captured in the plot. This second condition is important since the lidar data captures all biomass in a vertical cylinder representing the plot extent (see below).

Plots will follow Common Stand Exam (CSE) protocols to collect forest data to be used in conjunction with a LiDAR (Light Detection and Ranging) acquisition performed on the Santa Fe
National Forest in 2012. LiDAR is a laser based mapping tool used to provide structural data for topography and vegetation. The plot data being collected for this item will assist in calibrating and validating this tool. The data fields to be collected and recorded are enumerated in Section
C.3 Data Collection Specifications.
Data collection will be completed electronically on any electronic data recorder with Forest
Service support to operate the current version of Exams software with appropriate sample design loaded. The contractor is responsible for providing the data recorder(s). Supported devices are listed at this website: http://www.fs.fed.us/nrm/fsveg/index.shtml. The Exams software is government provided and available for download at the above location. Completed files will be delivered to the U.S.F.S. in Exams format ready for uploading into the FSVEG database.
Aerial photographs of the project area are available for inspection and will be made available to the successful bidder as provided in Government-Furnished Property.
B. PROJECT/PLOT LOCATION
All plots are located on the Santa Fe National Forest, Jemez Ranger District. The project work area location can be found on the attached vicinity map (See Appendix C). This map shows the preliminary location for each of 106 plots. The contractor may adjust the plot location ± 20 meters if necessary to satisfy conditions discussed in the Item 1 description.
Work under Item 1 will consist of navigating to the plot, collecting the GPS file, monumenting the plot, turning in the GPS files for differential correction, and measuring and recording CSE data for each sample plot. Information shall be collected as outlined in Section C.3 Data
Collection Specifications. Plot data collected for locations that do not meet the GPS standard will be rejected, unless the GPS data can be recollected so as to meet the standard.

C. ACCESSIBILITY
The project area may be accessed by Forest roads during the normal operating season. The
Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open. Plot locations were identified using Geographic Information Systems analysis and are located within 300 meters of Forest Service level 2 or better roads, according to best available information. Some roads have not been ground-verified. Where motor vehicle access is inaccurately designated, the plots may be navigated to using alternate transportation such as
ATV on closed roads, foot travel, or in some cases, an alternate plot location may be requested by the contractor.
Accessibility may be determined from aerial photographs and maps furnished by the
Government. Contractor shall be responsible for adhering to the U. S. Forest Service travel management plan on the Santa Fe National Forest. Authorization for motorized use of limited access roads may be granted, upon request of the Contractor for use during the period of contract performance assuming road conditions preclude road surface damage. Request for motorized travel of closed roads by the Contractor must be submitted in writing to the Contracting Officers
Representative (COR). Gates in the contract area may be locked, seasonally or year-round. A double lock system shall be provided for those gates approved. The Contractor will be responsible to ensure that the gates remain closed and locked at all times.
Camping behind locked gates will be assessed on a case by case basis by the District Ranger.
Contractor shall submit camping plans in writing, within 5 calendar days of camping date, specifying exact time and dates of use behind locked gates. No access to contractors or employees will be allowed behind locked gates after periods of work. Any misuse of gates may constitute loss of privileges.
C-2 TECHNICAL SPECIFICATIONS
A. PROCEDURES AND STANDARDS
1. Contractor shall navigate to plot center using GPS coordinates, aerial photos and/or topographic maps. Specific GPS coordinates (provided in UTM as described in C-1, Section
A) have been pre-assigned to the plots.
2. The Contractor shall locate the plot center as accurately as possible from the coordinates provided by the government and adjust the location, if necessary, as described in C-1, Section A. Once the GPS file is collected and the plot center is monumented, this point shall be used for all distance measurements taken from plot center.
3. Two pieces of flagging shall be hung near plot center as topography and available vegetation allow. This flagging shall be at least 5 feet above ground surface and 12” long. Write the plot number on flagging with a grease pencil or water-proof marker. Color shall be determined at the prework meeting.
4. When work performance of a crew is deficient, the Contractor shall correct the deficiencies before proceeding with any new work.
B. STAND EXAMINATION INSTRUCTIONS
Common Stand Exams shall be done in accordance with the Common Stand Exam Field Guide for Region 3, August 2012 hereafter referred to as Common Stand Exam Field Guide for Region
3. Data shall be collected that is necessary to complete the Setting form, Plot Data form, Tree
Data form, and Vegetation Composition form.
1. Setting Data.
The Setting Data contains data about the stand. The Contractor shall complete one Setting Form for each plot. The following fields are required: Project Name, Proclaimed Region, Proclaimed
National Forest, District, Location, Stand Number, Ownership, State, County, Administrative
Forest, Date, Exam Level, Exam Purpose, Examiner and Precision Protocol. The Government will supply information for Project Name, Proclaimed Region, Proclaimed Forest Number, District, Location, Stand Number, Ownership, State, County, Administrative Forest, Exam
Level, Exam Purpose, Precision Protocol, and Setting User Field.
2. Sample Design
The Sample Design contains parameters for data collection. It states, which trees, shrubs, life forms and ground surface cover items are measured and where these variables are measured in relation to plot center. The Government will supply the required Sample Design for this contract
(shown in section C-3).
Each individual plot will contain two separate subplots. All subplots are of fixed-area. The break-point diameter between the 1/10 th acre* large-tree subplot (37.2’ radius) and the 1/100 th acre small-tree subplot (11.8’ radius) will be 5.0” DBH/DRC. Vegetation composition shall be measured on the 1/100 acre small-tree subplot.
*If the plot location does not contain at least 8 live large diameter trees (5+”), and moving the plot ± 20 meters does not rectify this, the plot size should be increased to a 2/10 th acre plot (52.7’ radius) for large trees. Two open-condition plots, class 1QL, require 2/10 th acre plot size.
Others may be needed as determined to meet the minimum. Plot size, whether 1/10 th or 2/10 acre, should always be recorded on the setting form.
3. Plot Data.
The Plot Data contains information about a sample plot. This information is independent of the information collected on other forms. Record separate sets of plot data for each plot. Required fields are Plot Number, plot slope position and plot history if applicable.
A slope correction shall be calculated for slopes ≥ 10% using Appendix I of the R3 CSE Field
Guide.
4. Tree Data
All trees 5.0 inches DBH/DRC or larger are collected on the 1/10 acre large-tree subplot (or
2/10 acre plot if necessary).
All trees <5.0 inches DBH/DRC are collected on the 1/100 acre medium-tree subplot.
Individual subplot tallies shall start at 0 azimuth and proceed in a clockwise direction. All trees on the large tree subplot will be marked with corresponding Tag ID numbers using spray paint.
All live trees, including live down trees and all standing dead trees shall be recorded. Dead down trees shall be excluded from this tally. A tree is considered down when the lean from tip to stump is > 45° from perpendicular.
Plot slope correction shall be calculated for slopes ≥ 10%.
All distances are horizontal distances.

5. Vegetation Composition Data by Lifeform
The 1/100 acre small-tree subplot shall be used to collect all vegetation data by Lifeform Cover
(Exam Level 1 – Form 1).
Plot slope correction shall be calculated for slopes ≥ 10%.
Each lifeform having, ≥ 1% canopy cover shall be identified to lifeform and layers within the tree and shrub lifeforms (R3 CSE Field Guide Pages 91-92). Management species (such as threatened, endangered and sensitive plants and noxious weeds) shall also be identified by listing each species on the Setting Form under Species of Management Interest.

D. RECORDING INSTRUCTION
Collected CSE data is required in electronic format. The required electronic data shall be provided in a form that can be electronically transmitted to the Forest Service Computer
Equipment. The contractor must provide personal data recorder(s) capable of using Exams software with appropriate sample design loaded. This will allow the Contractor to produce an electronic file that is correctly formatted for uploading by the Government into FSVEG.

C-3 DATA COLLECTION SPECIFICATIONS
This section describes, in detail, the data collection forms, and the fields within each form, to be completed. Accuracy standards are described in the R3 FSVeg Field Guide.
A. SETTING FORM
A setting is normally the stand being examined. For this project, a setting is the sampled plot.
Following is a list of data fields required for each setting. Detailed information and lists of valid codes for each data field are found in the Common Stand Exam Field Guide for Region 3 and its
Appendices (see Government Furnished Property). If the contract specifications differ from the
Common Stand Exam Field Guide for Region 3 and its Appendices, the contract specifications shall have precedence.

E-1 - GOVERNMENT INSPECTION PROCEDURES
An inspection block, as established by the Government, will contain a minimum of 20 plots and a maximum of 50 plots. The initial inspection may be done on less than 20 plots if requested by the Contractor as determined by the Government. The Contractor shall submit plots in designated blocks with respective record sheets and/or electronic data. The government will inspect at least 10% of plots in an inspection block.
A. COMPLIANCE INSPECTION
The COR will, by formal review, determine if the specified progress and methods of work are being carried out. Failure to comply with specified work standards may be cause for termination of the Contractor's right to proceed.
B. INSPECTION OF WORK
The Government will inspect the stand examinations to determine compliance with contract specifications and to provide a basis for payment. The Contractor shall submit completed stand information within seven (7) days after completion of each block to the COR.
Completed work, consisting of any required paper forms and electronic data, will be turned in for inspection in blocks. Field inspections will be made from the electronic data submitted.
Inspection will only be made on completed stands. Within each block, at least 10% of the plots will be selected for inspection to determine if the prescribed work standards have been met. This will constitute the minimum sample plot inspection for determining satisfactory performance.
Pass-fail inspection for compliance to other work standards and procedures shall be performed on all blocks.
The Government will make the initial inspection of each block of completed stands without cost to the Contractor. Any re-inspection required due to the Contractor reworking a block will be at the Contractor's expense. Re-inspection charges may include, but are not limited to: inspector's http://www.arnet.gov/far/ wages for travel time to and from work site; inspector's wages to re-inspect; per diem cost
(meals, lodging, field costs); COR wages; and vehicle use rate and mileage.
All data submitted for inspection or payment that have omissions or exceed the tolerances allowed for the required data fields will be returned to the Contractor for completion or rework.
All hand written forms shall be turned in with their respective stands in an inspection block. All entries must be legible. Any missing, non-legible or non-applicable entries shall be counted as discrepancies.
The Contractor's electronic data shall load successfully into FSVEG and run through the edit program without fatal errors or it will be returned for rework.
C. DETERMINATION OF ACCEPTABLE WORK
An inspection, as stated above, will be performed by the Government for evaluation of contract specification compliance. The following will be used for determination of acceptable or unacceptable work.
1. Pass-fail check of specified standards and procedures for each block.
Site examinations deficient in the following specifications are unacceptable on a "pass-fail" basis and will be returned to the Contractor with the entire block for rework. The determination of noncompliance with these items may be made during the office edit or during field inspection.
a. All completed forms and electronic data not submitted to the Forest Service in a timely manner after Contractor completion.
b. Electronic data that cannot be read by Government computers.
c. Any plot that does not meet GPS data standard.
d. Any data with inaccurate stand location and stand number data.
e. Any plot having a missed live tree over breakpoint DBH.
f. Any plot that includes a live tree over breakpoint DBH that should not have been in the plot.
g. Any plot with a discrepancy between live and dead tree classifications.
h. Any plot with a missing or incorrect species on a live tree over 5.0" DBH.
i. Any plot failing to meet minimum tree/plot requirements. If a 2/10-Ac plot is used, the requirement of 8 live trees per plot 5.0” DBH/DRC or larger will be waived.
j. Any inspection block with an overall inspection percentage ≤ 84.99%.
2. Discrepancy trend.
If during inspection of selected plots or review of submitted data, the Government determines a similar discrepancy is occuring in the information being recorded by the Contractor, the COR shall notify the Contractor of the findings. If the same trend continues in future inspections, the block (s) will be returned for rework.
In addition, if the COR notices a discrepancy trend developing while inspecting plots on the ground, they may visit plots not selected in the random sample, to inspect the field (s) in question. These plots will be used to determine if a discrepancy trend does exist, not for payment purposes. The COR will notify the Contractor of the findings. If the same trend continues in future inspections, the block (s) will be returned for rework.
If an individual or crew repeatedly makes inaccurate measurements or observations (e.g., missed heights, diameters, etc.), over two inspections, the COR may notify the Contractor and require the Contractor to replace the individual or crew.
D. REWORK OF UNACCEPTABLE WORK
The Government reserves the right to require unacceptable blocks, as determined under Section
C. Determination of Acceptable Work, to be reworked. Upon written notification by the COR that a block is unacceptable, the Contractor may be required to complete and submit rework before beginning work on another block.
1. Correction of Errors:
a. Pass-fail failures require correction of errors throughout the block.
b. All plots in an inspection block will be returned to the Contractor when the block is determined to be unacceptable. The contractor is required to rework all of the plots in the inspection block. The Contractor shall pay the actual costs incurred by the Government for any re-inspection.
c. At the Government’s option, on those inspection blocks reworked by the Contractor, a different colored ribbon shall be tied at each plot center. The COR shall specify the color of the ribbon. Each time the block is reworked a different colored ribbon shall be used.
d. The Contractor will have the option of reworking acceptable blocks containing plots with inspection results of 85% or receiving reduced payment. The reinspection will be at the
Contractor's expense.
e. The Government is not required to provide more than 2 re-inspections on any single inspection block. Results of last re-inspection will supercede any prior inspection results for determining acceptability and payment. Failure to pass inspection may result in contract default.
f. Trend error failures require rework of all items identified as having an error trend.
E. DEMONSTRATION OF INSPECTION PROCEDURES
At the Contractors request the Government may provide one free inspection to demonstrate inspection procedures. This inspection shall be performed on the first stand the Contractor works.
F. RE-INSPECTION UPON CONTRACTOR REQUEST
If the Contracting Officer's Represtentative’s original inspection results are unacceptable to the
Contractor, the Contractor has the option to request, in writing, a reinspection. Requests for reinspection shall be made within five calendar days after receipt of initial inspection results. A complete reinspection of the original inspected plot(s) will be made. The contractor may accompany the COR during the reinspection.
If reinspection does not result in an additional payment for the contractor, the Contractor must pay for the reinspection. Reinspection for resubmitted units will be done in accordance with the original inspection procedures.
Results of this reinspection will supersede the original inspection for determining acceptability and payment.

G-1 GOVERNMENT FURNISHED PROPERTY
The Government will deliver to the Contractor the following listed materials, supplies, property or services, for use in the performance of this contract, hereinafter referred to as Government-Furnished
Property at the places and times specified below. This property shall be used and maintained by the
Contractor in accordance with the provisions of the “Government Property” FAR clause in this contract.
1. One set of aerial photographs with coverage of stands to be sampled, upon request.
2. One set of topographic maps with coverage of plots to be sampled. Maps will have the following features marked on them: Sample Plot Locations with Location, Site and Plot number labels.
3. One Forest Visitor’s Map and transportation map.
4. One copy of Common Stand Exam Field Guide for Region 3, August 2012 and applicable R3
Appendices. An internet web site is available to download user guides, appendices, and forms.

The above Government-Furnished Property will be made available to the Contractor at the pre-work conference. All photos, maps, overlays, and unused Government-Furnished items shall be returned to the Government upon completion of the contract.
G-2 MEASUREMENT AND PAYMENT
A. METHOD OF MEASUREMENT
The unit of measure and payment will be the plot as described herein. The quantity of plots completed satisfactorily will be processed for payment in accordance with the payment rate provisions herein based on the unit price awarded.
B. METHOD OF PAYMENT
No payment will be made for unacceptable blocks. After notification of unacceptable blocks, the
Contractor shall not begin work on other plots until the unacceptable inspection block (s) have been reworked.
Payment will be based on the results of the field inspection.
Each inspection block will be accepted for payment, returned for rework or rejected based on the results of the field inspection of the selected plot (s) in the block. Inspection and payment will be made only on completed stands.
The electronic data will be treated as the original field data and will be inspected as such.
Field inspected stands whose quality is < 85% will not receive payment and will be returned to
Contractor for rework of all plots. Contractor will be assessed Government cost of inspection.
The following reduced schedule will be used if there are stand discrepancies within acceptable blocks:
≤ .30 = 100% payment
.31 .60 = 85% payment
.61 1.0 = 70% payment
1.0 = 0% payment (block is unacceptable and returned to Contractor)
The average number of discrepancies per data line across all inspected stands in a block will be the basis for payment
For purposes of calculating payment the following schedule shall apply:
Setting Data – The first plot inspected in a stand shall have the appropriate Setting Data information inspected as part of that inspection, and any errors found within the Setting form shall count against the total number of data lines on that inspection.
Plot Data – Each line of plot data shall count as one (1) line of data.
Tree Data – Each line of tree data shall count as one (1) line of data.
Vegetation Composition Data – Every two (2) lines of vegetation data shall count as one
(1) line of data.
Final payment will be determined by the following example:

In lieu of a reduced payment on acceptable work with discrepancies, the Contractor may elect to rework the plots in the reduced payment block. The Contractor will be charged with re-inspection costs.
An inspecton block is considered complete when all work has been inspected and accepted for payment.
Partial payment may be made for completed and accepted work as determined by the CO.
Acceptance of the work will be determined by an inspection of the area and will be based on adherence to work specifications.
C. DEDUCTIONS
1. Replacement cost for any lost, damaged or unused Government property that is not returned will be deducted from the Contractor's final payment at the following rates:

SECTION H--SPECIAL CONTRACT REQUIREMENTS
KEY PERSONNEL
The key personnel specified in the Offeror's Technical Proposal are considered to be essential to the work being performed hereunder. Prior to diverting any of the specified individuals to other programs, the Contractor shall notify the Contracting Officer reasonably in advance and shall submit justification
(including proposed substitutions) in sufficient detail to permit evaluation of the impact on the contract.
No diversion shall be made by the Contractor without the written consent of the Contracting Officer:
Provided that the Contracting Officer may ratify in writing such diversion and such ratification shall constitute the consent of the Contracting Officer required by this clause. The contract may be amended from time to time during the course of the contract to either add or delete personnel, as appropriate.

(a) Definitions. As used in this provision— “Emerging small business” means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code designated. “Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and
Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern
