AG-8371-S-17-7001 Tent for Region 3 | EXHIBIT H – GEOGRAPHIC AREA TERMS AND CONDITIONS
(AMENDED 01/10/2017)
DUE TO THE FBO-VIPR INTERFACE BEING INTERMITTANT, BELOW IS THE
EXHIBIT H FOR TENTS FOR THE SOUTHWESTERN REGION. IF THERE IS
ANY DIFFERENCE BETWEEN THIS DOCUMENT AND THE SOLICITATION,
THE SOLICITATION RULES.
The Southwest Region, Region 3, allows the option for utilizing an Attributes Not Given Points (ANGP) process for the ordering of specific tent attributes to accommodate the harsh environmental and operating conditions that can be encountered in the Southwest Geographic Area. ANGPs will not be incorporated into DPL ranking. When one or more ANGP is identified in the tent resource order, the first tent vendor in the DPL that meets D.2.1.1 – Minimum Requirements AND the ANGP specified in the resource order can be ordered. The following ANGP may be requested for Tent Type 3 or 4:
1) Attributes not given points.
a) Insulated tent walls.
b) Insulated tent ceiling.
c) Air conditioning unit.
d) Heating, ventilating, and air conditioning (HVAC) system.
e) Two doors per tent, front and back.
This change is applicable to the Southwest Region (Region 3) only. The ANGP listed will not be identified in D.6.2 of the tent solicitation for other geographic areas. Because tent ordering procedures are unique in the Southwest Region (Region 3), these will be identified to incoming Incident Management Teams (IMT). This is formal notice to vendors doing business in the Region that if an IMT feels the ANGP listed above are critical to the completion of the mission assignment, the IMT may go to the first vendor that has the ability to provide all requested ANGP. Mileage will be paid at the same rate as the tents. If a vendor can provide any of the above ANGPs, a separate pricing sheet in the following format shall be submitted by e-mail to the Contracting Officer by the closing date of this solicitation (snarchuleta@fs.fed.us):
- File shall be in .xls or .xlsx format
- List of ANGPs shall specify price and unit of measure for each attribute
- Prices shall include all same costs as required by B.2 – PRICING AND ESTIMATED QUANITITY
- Prices shall be in daily/weekly/monthly format
The Contracting Officer will not accept any submissions received after the deadline. The date and time stamped by the e-mail system will be used as the cutoff. Vendors can submit pricing for any ANGP listed above, but only vendors that can provide all of the ANGP requested on the resource order will be contacted (for example: if a request includes all ANGPs, the first vendor that can provide all five ANGPs will be contacted. However, if a request includes only one attribute – or a combination of the above attributes – the first vendor that can provide that/those will be contacted). After award, the ANGPs and their price will be incorporated into the agreement via modification due to limitations of the VIPR system.
