DESCRIPTION-SPECIFICATION WORK STATEMENT
SCOPE OF CONTRACT
The intent of this solicitation and any resultant contract is to secure the services for the production, packing, cold storage and delivery of, containerized tree seedlings from Government-furnished seed. The number of seedlings to be delivered is the quantity specified in the Schedule of Items.
. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
(a) The Government will:
(1) Furnish sufficient cleaned seed to sow the number of containers needed to supply seedlings ordered under this contract. The Contractor shall determine the quantity of seed needed to produce the required number of seedlings in each item awarded, based on seed information provided by the Government. The number of seeds determined to be needed by the Contractor shall be subject approval by the Government under the following guidelines. Sowing should not exceed two (2) seeds per cavity for seedlots having a germination percentage exceeding 80 percent, three (3) seeds per cavity for seedlots having a germination percentage of 71-80 percent. For seedlots with a germination of 70 percent or less, four (4) or more seeds may be sown per cavity. If the Contractor so requests, enough seed will be supplied for sowing up to 15 percent extra containers for seedlots with germination exceeding 70 percent and up to 20 percent extra containers for seedlots with lower germination, providing seed is available. Seed allocation may also contain a 5 percent allowance for handling losses, providing seed is available. Only one sowing per seedlot will be permitted unless mutually agreed upon by the Contractor and the Government. The seed will be delivered, at Government expense, to the Contractor upon request and mutually agreed upon delivery date for individual seedlots. The Contractor shall be liable for all loss or damage of delivered Government-furnished property until completion and final acceptance of work required under this contract.
(2) Provide to the Contractor the following information for all seedlots: species, seedlot identification, germination percent, seed test date, number of seeds per pound, purity percent, and name of the testing lab utilized to ascertain the above mentioned parameters.
(3) Provide to the Contractor a shipping schedule by seedlot, number of seedlings, and delivery date. This schedule is included in the Schedule of Items.
(4) Provide to the Contractor a list of delivery locations at least twenty (20) days prior to shipping.
CONTRACTOR-FURNISHED PROPERTY AND SERVICES
(a) The Contractor shall:
(1) Provide all necessary tools, equipment, labor, materials except as noted in C.2(a) above, and perform horticultural practices currently in use in the climate controlled green houses or other government approved method necessary to promote growth of the trees, including watering and fertilizing the trees, and protecting the trees from pathogens, insects and animals.
(2) Provide greenhouse or other space capable of maintaining an environment of temperatures and lighting that meet the following criteria:
(i) All temperatures referenced in this contract are of the Fahrenheit scale. Capable of maintaining day temperatures of 70o to 85o and night temperatures of 45o to 55o during germination.
(ii) Capable of maintaining day temperatures below 95o during growth.
(iii) Capable of maintaining day and night temperatures above 32o during the seedling growth period.
(3) Provide refrigerated storage facilities capable of maintaining temperatures in the range of 27o to 30o in the root zone in the center of stored boxes of seedlings. Storage facilities must be large enough so seedlings can be stored with air flow around each box of seedlings.
(4) Provide equipment to care for these trees in accordance with attached terms and specifications until the trees are delivered to the Government.
(5) Be responsible for care and storage of all trees produced for the Government until the trees are delivered to the Government.
(6) Provide all necessary equipment and labor to deliver seedlings to Government sites.
(7) Provide the Government with an inventory of live seedlings, by seedlot number (B.1) by July 1, 2014 for all seedlots.
(8) Provide the Government with an estimated inventory of shippable(trees meeting specifications) seedlings by seedlot number (B.1.) by October 1, 2014.
(9) Meet all Government handling and shipping schedules and packing, loading and delivery requirements.
. TECHNICAL SPECIFICATIONS
(a) Technical Proposal of the Work. NOTE: A work plan shall be developed as part of the offeror's proposal and shall be incorporated as part of the resultant contract.
At all times during the contract, any changes to the approved work plan shall be subject to the approval of the Contracting Officer. To the extent stated in the Specifications, the Contracting Officer will have the right to select the sequence in which the individual projects shall be completed.
(b) Records. The contractor shall maintain a current record, by dates, listing cultural work undertaken for this contract. Such records shall include date of sowing, pre-sowing germination tests, amounts and dates of fertilization, fungicide treatments, and temperature and conditions maintained during germination and hardening off. These records shall be available to the Government upon request.
(c) Seed Storage. The Contractor shall store seed between 0o and 20o prior to sowing.
(d) Seedlot Identification. Seedlot identification must be maintained at all times. Any evidence of improper seedlot identification of the trees will be cause for rejection of a portion of or the entire lot of seedlings, and no payment will be earned.
The Contractor shall keep the seedlings in each lot together in the greenhouse to facilitate inspection and inventory for payment. If cultural practices require the moving of individual trays or cells, it shall be done so as to keep each lot together after such move. Individual cells or seedlings from different lots shall not be placed in he same tray.
(e) Sowing. The Contractor shall sow each seedlot at the appropriate time to ensure seedling specifications are met by the time of seedling packing and cold storage or packing and immediate delivery if cold storage is not required. The Contractor shall notify the Contracting Officer's Representative (COR) of the date when germination has been essentially completed for all seedlots to be delivered on the same date.
(f) Soil Media. Any standard combination of peat and vermiculite may be used, provided it holds together when the seedling is pulled from the container and remains intact during shipping and the normal handling in planting operations. The potting media, when damp (50 to 60 percent moisture content by weight), shall be no more than 12 millimeters from the top edge of the cell after planting and tamping.
(g) Seedling Containers. All seedlings shall be grown in cells or cavity containers. Characteristics of the cells or cavities shall be as follows:
| (1) | Nine cubic inches or more total volume. |
| (2) | Eight inches or more in depth |
| (3) | Constructed so that root growth between adjacent cells is minimized. |
| (4) | Interior of cells verically ribbed to prevent spiraling or binding. |
(5) Holes in the bottom of cells or cavity to provide drainage and promote air dying and root pruning.
(6) Biodegradable containers are not permitted.
(h) Seedling Standards.
(1) Height shall be measured from the soil media surface to the tip of the terminal but to the nearest 1 centimeter.
(2) Stem caliper shall be measured at a point approximately 5 millimeters above the soil media surface. Stem caliper shall be measured where the stem is round, no measurement shall be taken at an interval swelling.
(3) Seedlings grown under this contract should be 10 to 18 centimeters in height and have a stem caliper of 3 millimeters or greater. However, the Government will accept all seedlings within the size standards and grown under the conditions specified below:
(i) Top height shall not be less than 8 centimeters. Top height is measured as the straight line distance from the top of the rooting media to the uppermost point on the central stem. Needles shall not be included in height measurements.
(ii) Minimum stem caliper shall be 2.5 millimeters for Douglas-fir, Engelmann spruce, blue spruce and 3.0 millimeters for ponderosa pine. Stem caliper is the cross-section diameter measured at a point approximately 5 millimeters above the soil media surface.
(3.5) Seedling density shall not exceed 60 trees per square for any species unless otherwise authorized by the Contracting Officer.
(4) Seedling Hardening Off. Seedlings shall be in a dormant condition when delivered. A terminal bud must be evident and properly set on all seedlings prior to packing. Seedling containers shall be placed off the ground with adequate ventilation underneath for air pruning of roots. Seedlings shall be protected against excessive wind, freezing, frost heaving, and animal damage.
(5) Seedlings shall be of good quality as evidence by dark green color, healthy terminal buds, absences of root, stem or top deformity, mechanical damage, disease, mold, insect or animal damage and the absences of chlorotic or short abnormal "bottlebrush" needles. All shippable trees must have 100 percent of the top capable of photosynthesis. All defects lessening the vigor and predictability of a tree to survive and grow shall be classified as a cull.
(6) Only one live seedling per container cavity is permitted. Seedlings may not be so spindly that they are unable to support themselves individually in an upright position. Thinning shall be completed at the earliest practical time (no later than 6 weeks after sowing). It is desirable to complete thinning before seedlings develop lateral roots. Transplanting shall be permitted within seedlots, at the Contractor's option, concurrently with thinning. Weeding shall be done as necessary throughout the growing period. Cells with weeds or more than one live seedling will not be accepted.
(7) The roots must completely fill the container. The root mass and soil media shall remain intact when pulled out of the cavity, and remain intact during normal handling associated with tree planting operations. The seedling must be capable of being withdrawn from the container without being damaged.
(8) Prior to the last inspection at the Contractor's facilities, all seedlots shall be culled by the Contractor. All seedlings not meeting the minimum specifications shall be removed. Seedlots which have not been culled will be rejected in their entirety, and no payment will be made for trees in these seedlots.
(9) Moisture overstress of the trees shall not be allowed. Trees which show signs of stress shall be tested with a pressure bomb. Trees shall be considered overstressed when a reading greater than 20 ATM is achieved during active growing cycles and 30 ATM during dormant cycles. Trees that exceed these stress levels shall be considered seriously damaged and unacceptable for payment.
(10) The Government may, at its option, request tree samples for frost-hardiness testing and/or root growth potential.
(11) The plug formed by the root and rooting media shall be moist upon delivery(at least 50 percent moisture content by weight).

(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement.
