QUALITY ASSURANCE INSPECTIONS

The Government will complete inspections as stated below for all work included in the contract.

The Government will use fixed radius plot sizes ranging from 1/5th acre (52.7’ radius) to 1/100th acre (11.8’ radius). A minimum of one percent of the treatment unit will be sampled. The Contractor will be provided information on the sampling methods applied by the Government to measure quality assurance. The Contractor shall maintain a plot system that provides an unbiased sample of thinning quality and slash treatment which represents the entire treated area. At least one percent of the treated area shall be sampled. The Government may observe or re-inspect the Contractor’s plots at any time. Prior to final inspection, all plot locations shall be identified on the ground by sketch map and flagging, unless by alternative method approved by the CO.

7.2 Each inspection plot will be subdivided into four (4) quadrants based on cardinal directions.

Each quadrant will be evaluated for compliance with all contract specifications as stated in section V that pertains to that individual treatment. If two (2) or more quadrants fail to comply, the plot will fail.

7.3 Work Quality Percentage: Work quality percentages are derived from data developed from inspection plots. The total number of satisfactory plots divided by the number of plots inspected determines the quality rate. The rate multiplied by 100 provides the work quality percentage.

Example: Number of plots inspected 25 Number of satisfactory plots 23 23 divided by 25 .92 Work Quality Percentage 92%

Government will pay 100% of line item price if work quality of all plots is at 95% or greater. If below, the government will issue a letter of non-compliance. Contractor will be permitted to bring work quality to an acceptable standard. If the Contractor is unable to bring the work to an acceptable standard, then line item pricing will be reduced to the work quality percentage rate.

Plot Inspections

The Contractor shall maintain a plot system that provides an unbiased sample of thinning quality and slash treatment, and which represents the entire area treated. At least one percent of the treated area shall be sampled. The Government may observe or re-inspect the Contractor’s plots at any time. Plots shall be marked and identifiable on the ground.

Contractor shall provide written inspection data by unit that meets contract requirements and a sketch map with plot locations. The Contractor shall use the following form for inspections, unless an alternate form proposed by the Contractor is approved in advance by the CO.

2. In Units 14, 90, 91, and 91A, specifications in K-C.3.5.2# - DESIGNATION BY SPECIES AND DIAMETER: Sawtimber Trees that range in diameter at stump height from 8.7 inches at stump height and greater need to be cut and removed.

Acceptable Slash Treatment Criteria:

Landing Cleanup:

1. Logs not meeting utilization standards (greater than 6 inches in diameter and more three feet in length) accumulated at landings will be piled to landing pile specifications.

2. All slash less than 6 inches diameter accumulated at landing will be returned to the cutting unit and will be lopped and scattered in the unit according to the lop and scatter specifications.

Lop and Scatter:

1. Limbs and tops shall be severed from the bole of the tree at the point of felling.

Such limbing will be done to a top diameter of approximately 4 inches diameter inside bark for non-sawtimber; 6 inches diameter inside bark for sawtimber; at which point the top will be cut from the remainder of the stem.

2. Limbs will be severed from the remaining top and all limbs cut from the top and boles will not extend over 24 inches in height above the ground.

3. Logging slash will be scattered away from and without unnecessary damage to residual trees. All logging slash shall be scattered to reduce slash concentrations with slash being left within 24 inches of the ground and not in piles or windrows.

4. Incidental logging slash shall be scattered away from and without unnecessary damage to residual trees.

5. All scattered logs shall be limbed, placed away from trees and positioned so they will not roll.

6. Other logging slash shall be scattered to reduce slash concentrations with slash being left within_24_inches of the ground and not in piles or windrows.

7. Trees that shatter on impact, branches or sections of stems bucked out will be lopped and scattered so all material is within 24 inches of the ground.

Whole Tree Yard: (By Written Agreement Between Forest Service and Contractor Only)

1. Contractor shall leave tops and limbs of felled trees attached to Included Timber and yard them to landings within the entire cutting unit as shown on the Contract Area Map.

Acceptable Manual Fuels Modification Treatment Criteria: (Units 90A, 91B, and 91C)

Cutting Prescription:

1. Cut all live, dead, and dying Lodgepole pine that is 5.0 inches DBH or larger.

All other species will be left uncut.

2. Remove limbs from entire tree and buck tree bole into lengths of no more than 6 feet.

3. Separate tree bole lengths that do not meet hand piling specifications to a distance of 1 to 2 feet where practicable.

4. Stump height of cut trees shall be no higher than 12 inches above ground level.

5. Trees shall be completely severed from the stump at a 90 degree angle.

6. No cut tree shall be left suspended in or leaning against a leave tree or tree outside the unit boundary.

Cover and Pile:

1. Contractor shall pile existing and created slash that is between 1/2 inch and 7 inches in diameter at the large end and ≥2 feet in length.

2. Slash less than 1/2 inch in diameter and ≤2 feet in length and ≥ 7 inches in diameter will be left on the ground. Slash left on the ground will not exceed 24 inches in depth.

3. Material that is more than half decayed or has at least half of its diameter embedded in the organic/duff layer will not be bucked or piled.

4. Piled material should be aligned along the long axis of each piece so that the material is parallel and tightly compacted. This material should be free of soil to facilitate burning.

5. Piles will be constructed by laying limbs, cut boles, and other slash in the pile.

Slash that causes large air spaces in piles will be reworked to eliminate air spaces. Each pile will include an area of small sized slash to provide “kindling” for prompt ignition and to aid in combustion of larger slash. These fuels will be placed in the center of the pile. All objects which extend more than 2 feet in any direction from the pile profile will be cut off and returned to the pile.

6. Piles must be at least 10 feet long by 10 feet wide and 7 feet in height and no larger than 12 feet long by 12 feet wide and 12 feet in height. Piles will be of size and location which will not impair road or trails use or result in damage to reserve trees.

7. Piles will need to be covered with a sheet of waterproof paper that is at least 4 feet by 4 feet.

8. Piles shall be located at least 10 feet from reserve trees, measured from the edge of the pile to the bole of the tree.

9. At least 35 feet from private property boundary or uncut edge.

10. Minimum of 50 feet from man-made structures or improvements.

11. At least 20 feet from centerline of all trails.

12. Exceptions to the above specifications may be necessary due to the amount of slash, rocky conditions, tree density, slope, etc. Any exceptions will need to be approved by the Contracting Officer’s Representative (COR).

13. Areas labeled “WL” on Contract Area Map, no construction of hand piles.

Lop and scatter of slash only.
