Introduction Overview The Bull 2017 Task Order consists of 325 plots and 29 stands to be measured as described in the Forest Wide IDIQ Stand Exam Contract using standard Region 2 Common Stand Exam Data collection and recording protocols. The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct stand examinations in compliance with terms, specifications, conditions, and provisions of the Forest Wide IDIQ Stand Exam Contract solicitation. Plots shall be monumented and information shall be collected as outlined Forest Wide IDIQ Stand Exam Contract unless specifically modified by the contents of this contract.
The Contractor shall work promptly after receipt of a Notice to Proceed. The Contractor shall complete the work under this Task Order within the contract time stated herein. The start date shall be determined at the time of award. In the event that the Contractor is awarded multiple task orders from the same parent contract, the Government may allow a delayed start date for one or more of those task orders to accommodate time frame limitations. The Contractor shall complete all Tasks specified in the Schedule of Items (Page 2) within 150 calendar days following the issuance of the Notice to Proceed.
Location and Description The Bull 2017 Task Order area is located on the Uncompahgre Plateau approximately 30 miles southwest of Montrose, CO. Plots and stands are located between approximately 8000 and 10,000 feet. Stands and plots are located in Ponderosa pine and oak forests at the lowest elevations (approximately 8000-8500 feet), mixed-conifer and aspen forests at middle elevations (approximately 8500-9200 feet) and spruce-fir forests at the highest-elevations.
Access Access to all stands and plots is available via NFSR 540 (Highway 90) and NFSR 402 (Divide Road). See Appendix 1 for maps showing detailed road access to stands and plots. Road access throughout the task order area is anticipated from approximately June 15 through November 15. GMUG National Forest Travel Management regulations are applicable for all on and off-road travel within the National Forest.
Areas to be inventoried generally require foot travel less than 1 mile from existing NFS roads, but limited areas may require extended foot travel up to two miles or more from roads (See Appendices).
Recording Requirements File naming conventions and data fields to be collected and recorded are identified in the Escalante East IDIQ Stand Exam Contract. As specified in the Forest Wide IDIQ Stand Exam Contract, data shall not be accepted for payment in paper format.
Data shall be provided to the Government in Common Stand Exam Format, compatible with the most recent version of the ExamsPC program. The ExamsPC data entry program runs on computers with the Windows 95/98/2000/XP/7.
It is the responsibility of the Contractor to contact the Contracting Officer with any issues that arise with operation or data maintenance using the ExamsPC program.
Deliveries Contract Performance Time and Required Rate of Progress The Contractor shall maintain progress at a rate that will assure completion within the performance period. The minimum acceptable rate of progress will be calculated by dividing the total units of work for each item by performance time specified.
Unfavorable Conditions It is estimated that adverse weather conditions may in some cases prevent data collection by obscuring visibility or preventing access to the sample plot locations. When such conditions make work impracticable and with written request by the contractor, the Contracting Officer may suspend work with no charge against contract time. When conditions are again favorable, the Contracting Officer will issue a verbal resume work order and confirm that order in writing. The count of contract time will resume on the day indicated by the Contracting Officer. If the Contractor cannot be reached at the phone number provided or the Contractor fails to contact the Contracting Officer a written Resume Work Order will be mailed and count of contract time will resume on the date specified in the order.
Task Orders period of performance may extend past the expiration of this contract with all the terms and conditions of this contract remaining in full force until the Task Order expires.
Resource Protection Conditions If applicable, periods of restricted access will be provided with the task order or during the prework conference.
Work Plan and schedule The Contractor shall prepare a work plan and schedule that demonstrates that work will be completed within the performance period described in Section “Deliveries”.
The Contractor shall advise the Contracting Officer of any periods that the Contractor will not be working, not specified in the accepted Work Plan.
The Contractor may update the work plan when work is in progress and the Contracting Officer may accept the updated work plan.
