Northern Hills District Office Renovation Solicitation AG-82X9-S-14-0014 Black Hills National Forest Amendment 01, dated 08/15/2014

Northern Hills District Office Renovation on the Black Hills National Forest Documentation of Pre-Bid Meeting/Site Visit

The purpose of this amendment is to document the pre-bid meeting/site visit held on August 12, 2014, at the project site - USDA Northern Hills District Office, 2014 North Main Street, Spearfish, South Dakota.

This amendment will also incorporate any changes as a result of the pre-bid meeting/site visit.

Questions asked and answers provided --

Q: Will contractor be able to use utilities and restroom during construction?

A: Power and water will be available at no cost. Restrooms will NOT be accessible to contractor; provision of portable toilet will be required for contractor use.

Q: Will contractor be required to move partitions, desks, and other office furniture, for carpet installation from the North and South Wings in Phases 3 and 4?

A: Yes. Government will remove employee computer, books, and similar items; however contractor will be responsible to move furniture and partitions. Since flooring is carpet tiles, shifting of furniture during installation should allow for installation without removing from premises.

Q: Is existing carpeting glued down?

A: Carpet is glued to existing floor.

Q: Where is government furnished rock for wall located? Will sorting and loading be required? Will rock need to be addressed and prepared by stone mason?

A: Rock is located at Spearfish Work Center off of Tinton Road, approximately 4.5 miles southwest of the construction site. Sorting, loading, and hauling will be required. Rock to be selected is large, flat pieces. Cutting and grouting by stone mason will not be required. This government furnished property is described in Section G3 of the solicitation.

Q: Is fire alarm system included?

A: Fire alarm system is included as shown on plans, Sheet E3.1 and Specification, Section 283100 – Fire Detection and Alarm.

Q: Specifications are for reclaimed cotton fiber wall and ceiling insulation. Are other materials acceptable?

A: It is acceptable to use Fiberglass wall batts of equal or greater R value in Lieu of reclaimed cotton fiber batts. It is acceptable to use R-50 blown fiberglass or batt insulation in lieu of R-49 reclaimed cotton fiber batts in attic space.

Q: Plans show foam board and water resistant sheetrock required in crawl space perimeter of existing building. Are other methods acceptable, as this is difficult to accomplish in the limited access under the floors?

A: 2" Spray-on Close Cell Foam with Ignition Barrier assembly tested and approved in accordance with AC 377, Appendix X may be used in lieu of 1.5" rigid insulation and gypsum wallboard where crawl space exterior wall insulation is required.

An approved ignition or thermal barrier meeting standards of IBC may be used in lieu of gypsum wallboard over foil faced foam-plastic board insulation where crawl space exterior wall insulation is required, or an approved foam-plastic board that has been evaluated and certified for use without an additional thermal or ignition barrier in accordance with IBC requirements. DOW Thermax Insulation boards evaluated under ICC-ES Evaluation Report ESR 1659 meets this requirement.

Q: Truss design detail shown on detail 6, Sheet A8.1 does not appear to match existing construction?

A: Truss design shown on detail 6, Sheet A8.1 is not compatible with existing construction; trusses will need to have top and bottom cords meet at support wall plate to be compatible with existing construction. Coordinate truss design and manufacture with 9’0” ceiling height and existing construction to match existing walls and trusses in alignment and heights.
