Questions and Answers from Pre-bid Meeting
What should I expect in the Waldo Canyon fire area? The fire area has a greater risk of falling trees and washouts. The contractor should expect to treat disturbed areas along road corridors that were used as fire breaks, dozer lines (some of which have been covered with slash material), other disturbed sites such as helispots, drop zones, storage sites, recreation sites, roads, trails, riparian areas and other off-road areas. The contractor will coordinate with the COR on a daily basis while working in the fire area. The fire area is currently closed and cannot be entered for pre-bid site visits, but the surrounding lands provide insight into the general site conditions.
How many acres per year are guaranteed? $2,500 is the guaranteed minimum but the solicitation estimates an average of 150 acres per year.
Are Trimble GPS units with Terra-sync software acceptable for recording GPS locations? Yes
How many acres are in the entire treatment area? The treatment boundary is approximately 40 miles x 10 miles or
256,000 acres.
How many acres of treatment have past contractors reported per day? Contractors have typically been able to treat 4-
6 acres per person per day.
Can I take water from the streams? No, the contractor has to provide water. Woodland Park and Sedalia are the two nearest towns that may have water available.
Can I store a fresh water tank or camp on NFS lands during the treatment? Yes, the Forest Service will have some sites behind locked gates available, but these are limited. Even behind locked gates, all items are subject to vandalism. The contractor is encouraged to use sites off NFS lands.
Can I work all week or only Monday – Friday. The contractor can work all week, but the Rampart Range is extremely busy on the weekends.
How do I contact the contracting officer? Toinette Aranda is the CO and you can contact her at 719-553-1431 or tparanda@fs.fed.us
How late in the season can a contractor typically treat? Typically, contractors in this area have been able to treat into early-October, but each year can be different.

Is there a list of priorities for treating the noxious weeds? Yes. Here is a list of the noxious weed species known to occur in the project area in priority order for treatment. Because there are not enough funds to treat all the acres of noxious weed occurrences, it will be a higher priority to treat the small spot locations before treating the larger (>5 acres) infested areas.
PRIORITIZED LIST OF SPECIES KNOWN TO OCCUR
Myrtle spurge Euphorbia myrsinites
Orange hawkweed Hieracium aurantiacum
Chinese clematis Clematis orientalis
Spotted knapweed Centaurea maculosa
Houndstongue Cynoglossum officinale
Plumeless thistle Carduus acanthoides
Dalmatian toadflax Linaria dalmatica
Oxeye daisy Chrysanthemum leucanthemum
Bouncingbet Saponaria officinalis
Leafy spurge Euphorbia esula
Diffuse knapweed Centaurea diffusa
Cheat grass Bromus tectorum
Yellow toadflax Linaria vulgaris
Bull thistle Cirsium vulgare
Canada thistle Cirsium arvense
Musk thistle Carduus nutans
SPECIES LIKELY TO OCCUR
Hoary cress Cardaria draba
Scentless chamomile Matricaria perforata
Russian thistle Salsola connina/iberica
Scotch thistle Onopordum acanthium
Can newer chemicals be used over the course of the contract? Yes, as new chemicals become available, the COR will work with the contractor to determine appropriate changes.
Should we anticipate roads washing out? Outside of the fire area, this does not often happen. Within the fire perimeter, the contractor should anticipate wash outs during rain events.
Explain how cost compares to experience during evaluation? Each proposal will be evaluated based on technical merit
(which includes your relevant past performance, your experience, the completeness of your quality control plan and your plan of work). These technical factors, when combined, are judged to be approximately equal to cost. The government will award the contract based on the offer that is most advantageous to the government, based on these technical factors and cost proposals.
Should we expect wildlife issues, i.e., bears, mountain lions. These are rarely seen. The contractor will be required to keep a clean operation at all times to avoid bear issues.
What about marijuana gardens? While it is unlikely, a contractor may locate these in the treatment area. They should leave the area immediately and report the incident to the COR.
