Q and A April 5, 2012 Q1 -How do we figure our mobilization costs for equipment such as mastication equipment if we do not have the needed information on specific units and our acreage?

A1 - We have not determined all of the units or the acreages. The idea behind this contract is to retain the services of a contractor that has the ability to fill a niche as the opportunity arises.

You will have a chance to look at every unit and if an adjustment in price would be necessary then a negotiation for price could be done.

Q2 - Mobilization is a huge expense, so if a task orders is small, we cannot leverage the mobilization cost out on a per acre price.

A2 - Include your mobilization costs in the estimate and as smaller units come on line negotiations for additional funds may be done.

Q3 - Your difficulty/ fuel load level systems is missing vital description for mastication treatment.

A3 - We are aware that there are items missing in difficulty levels but to include every possible aspect is not possible. We are willing to negotiate difficulty levels in the Task Orders to accommodate items we did not include.

Q4 - Rocky/broken up ground beside slopes and material loading is the biggest consideration for pricing.

How do we allow for these expenses on your line items of difficulties for rock and broken up ground?

I went over this solicitation rather quickly, I did not notice off hand mastication specifications for desired finish treatment such as: stubble/stump height from ground or natural objects such as rocks.

A4 - The average stump height will be 6-12 inches but may be adjusted on a case by case basis depending on the terrain.

Q5 - How deep the mulch can be left on the ground. How long can fuel length be. How close to a leave tree does the fuels need to be treated.

A5 - The mulch height will vary from 6-12 inches and will be defined in the Task Order along with chip dimensions.

Q6 - Many of our IDIQ contracts utilize your system to find the best contractors. Once they have filled their needs with quality contractors, each task orders is then looked at by each of the contractors to submit their price for a specific task order. Is this how your contract will be treated? If so, this is how we would get the needed information to get a better direct cost and pricing.

A7 - That is not how the IDIQ system is supposed to function. The contractor will bid on levels of difficulty as defined by the solicitation and then all task orders will be defined based on those levels of difficulty. The levels of difficulty for particular units can be negotiated prior to being formally issued.
