AMENDMENT TWO, SOLICITATION AG-82X9-S-11-0182
Arbaney Mesa FUELS REDUCTION – WHITE RIVER NATIONAL FOREST
A pre-bid meeting was held on August 24, 2011, @ 7:30am, followed by a field tour of each project area until 2:30pm. In attendance for the Forest Service were Jim Genung, Phil Nyland, and Toni Toelle.
Topics discussed:
The vegetation treatment units are primarily mixed mountain shrubs. The objective of the treatments at both areas is to remove some of this vegetation that is decadent, of poor form, and old, in order to facilitate regeneration. The contractor is required to clean his/her equipment before moving into work areas on NFS lands, as specified in the statement of work. A Forest Service representative will be present to inspect work and provide guidance to the contractor at each treatment area. Add-on 08/25/2011. See H.5 Noxious Weeds of contract package.
Work camps/spike camps are allowed on National Forest Lands.
The Arbaney Mesa project specs does not limit the type of equipment used to conduct the treatment; mastication and or hand thinning and scattering are acceptable as stated in the specifications. The specifications states no system roads are available for vehicle access, thus the Forest Service anticipates ground access will be by foot, and hand thinning and scattering will be the method used to conduct the treatment.
Questions and Answers:
Q. Can an ATV or other mechanical/motorized vehicle be used to access Arbaney Mesa?
A. The specifications state that walk-in access is available. The trail access crosses county and BLM jurisdiction and the FS has not secured vehicle access across those ownerships for this contract.
Q. Can the Forest Service pursue permission from the county and BLM for administrative access for motorized vehicles, in order to conduct the Arbaney Mesa treatment?
A. Walk in access is guaranteed. No permission for any other types of access has been granted.
Q. Can a bidder submit a quote for conducting the work at Arbaney if motorized access is given to facilitate use of mechanical equipment and another quote if motorized access is not available, thus requiring hand thinning and scattering?
A. In order to be considered responsive to this request for proposal, bidders shall submit price information and all other information as required by the terms of the contract and as stated. If an offeror chooses to submit a separate proposal using motorized access, this proposal will be considered as an alternate bid.
Q. Can the Arbaney Mesa work period be extended into 2013, if there are unforeseen delays or other factors? And what about reducing the stop periods for migratory birds to increase the period of work in summer 2012?
A. Refer to F.1 Period of Performance. Paragraphs one and two. The contract time is 365 calendar days, and takes in account weather and other unforeseen delays. All work shall be completed by October 31, 2012.
Q. Will FS representatives be available for on-site inspections?
A. Yes.
