White River National Forest WRNF IDIQ Stewardship Project Pre‐Bid Meeting, August 25, 2010
Road Hazard Tree Questions
1. Will all the evaluation factors in this solicitation be used to rate contractors on future task orders?
A. Task orders will have some evaluation factors, and those factors may vary between Task orders. The task orders will not have as evaluation factors Technical capability to perform service and logging work, Disposal of forest products or Utilization of local work forces since these factors are used in initial evaluations. It is very likely that Past Performance will be a task order evaluation factor.
2. Does a contractor have to bid on both task orders to be considered for this IDIQ?
A. Yes
3. Can a contractor just bid on one task order for the IDIQ, and be considered for future task orders?
A. NO. Stewardship involves the trading of goods for services, so the successful contractors need to be able to do the full range of fuel reduction activities – from chain saw work to hauling logs away.
4. How many contractors will the FS select for the pool of candidates?
A. We can not answer this question with any certainty at this time, because we don’t know how many contractors will quote, and the quality of their proposals.
5. When are proposals due?
A. September 13, 2010, 4:30 p.m. to Contracting Officer in Durango, CO.
6. Is the IDIQ set up to price worse case scenario, similar to the national BLM IDIQ contract?
A. No, pricing should be based on the Task Orders issued
7. Can roads be closed for more than ½ hour increments?
A. The FS is working on amending the environmental analysis to close roads for public safety during operations. Contractors need to base their pricing on how the solicitation is written at this time. Once the environmental analysis is amended, the contracts with those in the qualified pool will be amended.
8. What is the haul route on FSR 700?
A. Haul route is towards Muddy Pass, Wolcott.
9. Are safety plans going to be required by the FS?
A. Yes. The Forest Service will review the contractor’s safety plan, but will not be approving the safety plan, because it is the contractor’s responsibility to comply with OSHA requirements. If the Forest Service notices some omissions from the safety plan, they will be brought to the contractor’s attention, and the contractor is then responsible for making the changes.
10. Are trails to be kept open?
A. Trails shall be keep free and clear of slash at the end of each work day. Trails can be closed by the FS during operations for public safety.
11. Can trees be dropped in the creek next to FDT 2127?
A. Yes
12. Do trees on the ground next to FDT 2127 need to be treated?
A. No
13. Do Down trees across FDT 2127 need to be cleared?
A. No, but contractor should consider mitigating potential ground hazards prior to felling trees.
Mitigating hazards is allowed.
14. On Contract Area map for HT2, sheet 1 of 4 it shows ITM over T for the designation, is that correct?
A. No. It should be DxD – Designation by Description. Change will be noted in an amendment.
15. Can the southwest part of HT1, FDT 2127 be access from FSR 733?
A. Contractor can request to use FSR 733 to get closer walk in access.
16. Can you post cruise output report and cruise summary for HT1?
A. Yes
17. Can contractors submit multiple proposals and pricing for each slash treatment options listed in
HT1?
A. Yes. Page 56 of 75, Addendum 1, paragraph 2 allows for the submission of alternate proposals.

22. Page 59 of 75 – Evaluation Factor 4, Utilization of Local Work Forces, add the following: The
Forest Service will evaluate each proposal in terms of the employment it provides to the local work force. Local work force is defined as any business that performs fuels reduction or logging work with the State of Colorado. Contractors who had a place of business in Colorado prior to this project first being posted to the Federal Business Opportunities website will be considered a
Colorado company.
In order to meet this standard, the local work force must be utilized to perform a substantial amount of the work. In order to exceed the standard, all work must be performed by the local workforce.
