STATEMENT OF WORK
FOR
GROUNDS MAINTENANCE AND SNOW REMOVAL
1. GENERAL SCOPE
As part of the US Forest Service program of Facility Management, the Division of Operations has identified a need for grounds maintenance and snow removal at the Forest Service Complex as specified in this Statement of Work (SOW). Before submitting a quote, the contractors are required to make a site visit to validate the SOW and square footage of the areas to be maintained. Contractors shall provide a price for the total work requested in this SOW and a separate price for each individual “Tasks” (paragraph 3) for work that may be requested beyond this SOW. Include Base Year and four Optional year quotes. Chemical Safety Data Sheets shall be provided to the Forest Service prior to applying.
2. WORK SITE LOCATION:
2.1. Aerial Fire Depot (AFD)

3. TASKS
The Contractor shall furnish all labor, transportation, equipment, materials, tools, uniforms, safety equipment, supervision, and management required to perform grounds maintenance and snow removal.
3.1. At FiSL and MTDC locations: Snow removal from sidewalks and parking lots shall automatically commence when the depth is two inches or greater and upon request.
3.1.1. Snow removal: Up to twelve (12) times per fiscal year. (Upon request after that)
3.2. At FiSL and MTDC locations: Sanding of parking lots upon request only.
3.2.1. Sanding: Up to Six (6) times per fiscal year.

3.3. At AFD/FiSL/MTDC: Sweeping of sidewalks and parking lots in the spring to remove sand and gravel.
3.4. At FiSL and MTDC: Deicing of parking lots.
3.4.1. Deicer (liquid): Up to six (3) times per fiscal year. (Upon request after that)
3.5. At FiSL and MTDC: Deicing of sidewalks to maintain safe walking conditions provided only at the time of snow removal.
3.5.1. Deicer (granular or liquid): Up to twelve (12) times per fiscal year. (Upon request after that)
3.6. At AFD/FiSL/: Lawn mowing and trimming upon request only.
3.7. At AFD/FiSL/MTDC locations: Weed and feed applied in the spring and late summer by appointment only. Chemical Safety Data sheets need to be provided.
3.7.1. Weed and feed: Two (2) times per year, fall & spring.
3.8. At AFD/FiSL/MTDC: Vegetation kill applied in the spring and late summer by appointment only. Chemical Safety Data sheets need to be provided.
3.8.1. Vegetation kill: Two (2) times per year, fall & spring.
3.9. At AFD/MTDC/FiSL: Lawn sprinklers upon request and by appointment only.
3.9.1. Winterize in the fall: one (1) time per year.
3.10 Unforeseeable funding for snowplowing tasks.
4. CONTRACTOR QUALIFICATONS
4.1. The contractor must be entered in the Central Contractor Registration (CCR). To register online enter the website at www.sam.gov. Contractor must also register with Smart Government Invoicing (IPP) and use the Web-based system for vendor invoicing at http://www.ipp.gov/index.htm.
4.2. The contractor shall be capable of providing a supervisor as required to maintain workers safety and satisfactory completion of work.

4.3. The contractor shall be capable of providing additional workers as needed to complete to work.
4.4. When the work begins the contractor shall work continually until the job is completed. The snowplowing/shoveling/deicing/sand work will be completed at Missoula Technology Development Center by 5:45 a.m. and resume at the Fire Sciences Laboratory.
4.5. The Contractor shall be capable of scheduling work so as to cause the least interference with the normal occurrence of Forest Service business and mission. In those cases where some interference may be essentially unavoidable, the Contractor shall make every effort to minimize the impact of the interference, inconvenience, and/or customer discomfort.
5. PROPERTY DAMAGE
5.1. All property damage that occurs in the course of executing any “Task” shall be restored to equal or better at the contractor’s expense.
6. INVOICE INSTRUCTIONS
6.1. Invoices are to be submitted only for the work that has been performed. This
SOW does not constitute a firm fixed price contract.
6.2. Invoices can only be submitted after the work has been completed.
6.3. The Contractor shall attach invoices to Smart Government Invoicing (IPP) and use the Web-based system for vendor invoicing at http://www.ipp.gov/index.htm.
