Attach 01 Statement of Work – Snow Removal and Lawn Care Services Page 5 of 5 Carbondale and Aspen Administrative Sites Statement of Work

At the Aspen and Carbondale Administrative Sites, the contractor shall plow snow from all paved areas, parking areas and turn-around whenever snowfall equals 3 inches or more in a 12 hour period. Plowing will be completed by 7:00am. Parking lots and entrances shall be plowed so that snow is not piled onto sidewalks or walk ways nor block the pedestrian use of sidewalks or walkways. All paved areas, parking areas and turn-around shall be plowed to the bare pavement or gravel with no trailing windrows left in these areas. All parking spaces shall be cleared of snow and available for parking. Snow shall be pushed into designated areas so that landscaping, trees, shrubs, sprinkler heads, improvements and utilities are protected. Reference maps will be provided.

C.1 DUMPSTERS: All snow shall be removed from around the dumpsters to allow for pedestrian access to disposal of refuse. No snow shall be placed in front of the dumpsters nor block the area so that snow accumulation impedes trash removal service.

C.2 SNOW PLOW OPERATIONS: Snow plowing shall include the clearing of snow from driveways and parking areas by pushing and piling snow into adjacent areas as designated by the US Forest Service and shown on the attached maps. No snow piles shall be left in the plowed areas. The parking areas shall not have a reduction of more than 10 percent of parking spaces at the end of the operations, in reference to the parking conditions available at the beginning of the snow season. At the parking lot entrances and exits, the snow banks shall not exceed three (3) feet high in these areas. Snow banks shall be pushed back or snow removed to meet these standards, except that snow may not be pushed or piled onto the streets or sidewalks, per city of Aspen and Carbondale ordinances. When cars are present in parking lots or other areas of snow removal at the time of operations, the Contractor shall remove snow in adjacent parking spaces, as practical. The Contractor shall not block vehicles with snow piles or banks, and assumes liability for damage to vehicles caused by snow plow operations.

C.3 LAWN CARE: At the Aspen and Carbondale Administrative Sites, the contractor shall perform the following lawn care services 1 time per week from May 15 until September 30 (approximately 24 service visits):

· Mow grass around sidewalks, administrative buildings, and bunkhouse

· Perform edging and weed trimming around Ranger Station buildings, facilities, structures, and sidewalks

· Remove excess grass clippings from sidewalks

The contractor will perform one (1) additional lawn care visit at each Ranger Station from April 30 to May 15, and one (1) additional service visit after September 30, as requested by a Forest Service representative. The request will be based on length and condition of live grass at each site.

The contractor will make every effort to perform lawn care before or after rain.

The contractor shall make every effort to protect trees, shrubs, sprinkler heads, utilities, and facility exterior surfaces from damage caused by performing services. The Contractor will assume liability for damage caused by lawn care operations.

C.4 SPRINKLER SYSTEM START UP: At the Aspen and Carbondale Administrative Sites, within one week of May 15, the contractor shall turn on the watering system to check for normal sprinkler operations at each sprinkler head. The locations of all sprinkler heads will be provided to the contractor by the government. This service will be provided by the contractor Monday-Friday, 800-1630, when the Ranger Stations are conducting normal business operations so that the government can provide the contractor access to the sprinkler controls located in areas restricted to public access. The contractor will provide the government within seven (7) days a written list or diagram of all sprinkler heads in need of repair and their location.

C.5 SPRINKLER SYSTEM BLOW OUT: At the Aspen and Carbondale Administrative Sites, within one week of September 30, the contractor shall blow air through the sprinkler system to remove remaining water from each sprinkler head and connected pipes/hoses to prevent freeze damage to the system. This service will be provided by the contractor Monday-Friday, 8:00 am – 4:30 pm, when the Ranger Stations are conducting normal business operations so that the government can provide the contractor access to the sprinkler controls located in areas restricted to public access. The contractor shall provide the government within seven (7) days a written notice that this service is completed.

C.6 HERBICIDE APPLICATION: The contractor shall perform herbicide treatment of dandelions and other broadleaf weeds once annually in late May or the first week of June on all lawn areas of the Aspen site. The contractor shall notify the Government at the Aspen Ranger District Office, (970) 925-3445, at least three (3) business days prior to starting this service. Contractor provided herbicide shall be applied in accordance with manufacturers and Environmental Protection Agency (EPA) label instructions and specifications. Herbicide used shall be labeled for turf areas and be specific to broadleaf weeds. Suggested herbicide is “Speed Zone” brand or equivalent. Timing of application will be consistent with factors such as target species, growth stage, product formulation, and weather. Cleaning of all spray equipment and disposal of herbicide containers shall be done in accordance with State and Federal law. The contractor will make every effort to protect trees, shrubs, sprinkler heads, utilities, and facility exterior surfaces from damage caused by performing services. The Contractor will assume liability for damage caused by services performed.
