NOTE: SECTION Clause 52.212-2 FOR PROPOSAL REQUIREMENTS.
The Government anticipates awarding a firm fixed price contract. To be considered for award, offerors must respond to the evaluation factors for award listed in Clause 52.212-2, and in accordance with the Addendum to Clause 52.212-1 beginning on page 29.
B. AWARD OF CONTRACT(S): The Government intends to make a single award from this solicitation. Award is subject to Availability of Funds per FAR 52.232-18.
C. PERFORMANCE TIME: The period of performance is 365 calendar days from the date of contract award. It is estimated that an award will be executed on or about September 18, 2015.
It is essentially that the survey work commence immediately. The start date shall be October 1, 2015.
Prior to this date, the Government Representative will meet with the successful Contractor to review survey standards, completion date, and contract requirements. The ending date for the last survey is September 30, 2016.
All Government furnished property (signs, counters, etc.) will be provided to the Government Representative no later than the morning of October 1, 2016.
D. PLACE OF PERFORMANCE: All projects will be on the San Juan Public Lands in Southwest Colorado between Dove Creek and Wolf Creek.
E. ITEMS BEING ACQUIRED/TOTAL PRICE: The contractor shall furnish all personnel, facilities, equipment, materials, vehicles, supplies, and services (except as may be expressly set forth in this contract as furnished by the government), and otherwise do all things necessary for, or incident to, the satisfactory performance of this contract. Under this contract, the contractor shall provide the items of work required to fulfill the requirements of the Statement of Objectives.

SPECIFICATIONS/STATEMENT OF OBJECTIVES
I. PURPOSE
The purpose of this project is to conduct visitor use monitoring surveys, data analysis, and compile reports for the San Juan National Forest, managed by the USDA Forest Service within Region 2. The study will assess visitor use patterns and trends, visitor perceptions of social and resource conditions, and visitor satisfaction on national forest system lands. The information will help the Forest Service manager make more informed decisions about issues related to allowable recreational uses, numbers and types of permittees that may be considered in the future, and level of service to be provided at existing and future locations. Particular emphasis will be placed on issues and techniques appropriate to forest–based recreation use and management.
It is important that each survey be completed on the prescribed date and time as indicated on the attached schedule. No tolerance is allowed for convenience to persons performing the survey. The only reason for a survey to be delayed would be that the site is physically closed or access to the site is blocked.
II. STATEMENT OF OBJECTIVES
The Contractor must fully understand the National Visitor use Monitoring (NVUM) survey program as described in Attachment A. This information is also available at the following website: http://www.fs.fed.us/recreation/programs/nvum/reference/index.shtml. The contractor’s deliverables will enable USFS resource managers to make management decisions based on the best available science related to social use. The study must be conducted using forms and procedures established for the USFS National Visitor Use Monitoring (NVUM) program.
Specifically:
1. Conduct recreation visitor use surveys at selected high-use recreation sites on the San Juan NF following the procedures set forth in the national Forest Service Visitor Use Monitoring Training Manual, attached, or available at http://www.fs.fed.us/recreation/programs/nvum .
2. Conduct two in-depth interviews with key informants from list of stakeholders (list to be provided by USFS resource managers).
3. Produce a final report that analyzes the NVUM recreational survey data, including data collected by the Forest Service in FY2011 prior to contractor performance, and present the analyses in a professional manner.
4. Submit all reports in Microsoft Word format.
III. FOREST SERVICE SHALL: Provide Contractor with all survey data collected to date for fiscal year 2015. In additional, background information about recreation activities and opportunities on the unit being studied; maps and existing data for the unit being studied; and appropriate access passes to recreation areas as needed.
The Government shall deliver to the contractor at the pre-work meeting, or at a later date prior to the first survey day as agreed upon, the following listed materials, supplies, property or services:

2. Calendar of survey dates.
3. Traffic cones.
4. "Traffic Survey Ahead" signs.
5. "Survey site – Please Stop" signs.
6. “Be Prepared to Stop” signs.
7. Sign stands.
8. Infrared trail counters.
9. Pneumatic hose traffic counters and accessories.
10. Black bags to carry maps, calendar, forms, flash cards, manual, hand counter, and other miscellaneous items in.
IV. CONTRACTOR SHALL: The contractor shall furnish all equipment, labor, materials, (except Government furnished property as listed in Section G), transportation, supervision and incidentals necessary to perform Recreation Use Surveys at times and sites listed.
The following are recommended for successful contract performance.
1. Transportation to survey sites.
2. Clipboards.
3. No. 2 pencils, erasers, pencil sharpener.
4. Cellular/portable telephone for emergency communication.
5. Watch.
6. Hand-held tally counter.
7. Hammer, pliers, other small tools.
In addition, surveyors working in the field must maintain a professional appearance, wear uniform closing appropriate to the field setting (such as a polo shirt), with a name tag identifying the surveyor and the organization for which he /she works.

INSPECTION AND ACCEPTANCE
A. CONTRACTOR QUALITY CONTROL INSPECTION SYSTEM
The Contractor shall be responsible for quality control assurance (QA) and Quality Control (QC) beginning before the first interview and continuing throughout the NVUM process. At a minimum the QAQC plan shall be conducted in accordance with Chapter 11, Paragraph 11, of the National Forest Visitors Use Monitoring and Training Manual. The Contracting Officer may observe the Contractor’s QAQC efforts at any time and shall otherwise have unlimited access.
B. ACCEPTANCE
The Forest Service shall review all progress and accept all draft and final NVUM work products upon Contractor’s receipt or written request and assurance that work has been completed. Request shall be for a reasonable portion of the work. Acceptance may be made for progress completed at agreed to stages of the work.
The survey schedule reflects a random sample of recreation users. Deviation from the schedule will directly impact the accuracy of the study. Satisfactory contract performance depends on the extent the Contractor meets the set survey schedule and accurate completion of survey interview forms.
Missed survey dates, or improperly recorded survey records would constitute unsatisfactory performance and may be considered reason for contract termination and default action.

CONTRACT ADMINISTRATION DATA
A. 452.215-73 Postaward Conference. (NOV 1996)
A post award conference with the successful offeror is required. It will be scheduled within 30 days after the date of contract award. The conference will be held at the San Juan Public Lands Center, 15 Burnett Court, Durango, Colorado, and will include discussion of contract terms and work performance requirements, work progress schedule and fire prevention/suppression and safety plans.
B. 52.211-8 TIME OF DELIVERY (JUN 1997)

D. AGAR 452.237-74 KEY PERSONNEL (FEB 1988)
(a) The Contractor shall assign to this contract the following key personnel with at least 3 years experience in the role they will have on this project: Overall Project Manager (Contractor).
(b) During the first 90 days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment.
The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90 day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.

Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.
E. SANITATION AND SERVICING
Contractor shall take all reasonable precautions to prevent pollution of air, soil, and water by Contractor's Operations. If facilities for employees are established on Contract Area, they shall be operated in a sanitary manner. Contractor shall not service tractors, trucks, or other equipment on National Forest lands where servicing is likely to result in pollution to soil or water. Contractor shall remove from National Forest lands all refuse resulting from use, servicing, repair, or abandonment of equipment. In the event that Contractor's Operations or servicing of equipment result in pollution to soil or water, Contractor shall conduct cleanup to restore the polluted site to the satisfaction of Forest Service.
F. 452.236-77 Emergency Response (NOV 1996)
(a) Contractor's Responsibility for Fire Fighting. (1) The Contractor, under the provisions of FAR clause
52.236-9, PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT,
UTILITIES, AND IMPROVEMENTS, shall immediately extinguish all fires on the work site other than those fires in use as a part of the work. (2) The Contractor may be held liable for all damages and for all costs incurred by the Government for labor, subsistence, equipment, supplies, and transportation deemed necessary to control or suppress a fire set or caused by the Contractor or the Contractor's agents or employees.
(b) Contractor's Responsibility for Notification in Case of Fire. The Contractor shall immediately notify the Government of any fires sighted on or in the vicinity of the work site.
(c) Contractor's Responsibility for Responding to Emergencies. When directed by the Contracting Officer, the Contractor shall allow the Government to temporarily use employees and equipment from the work site for emergency work (anticipated to be restricted to fire fighting). An equitable adjustment for the temporary use of employees and equipment will be made.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
(a) Definitions. As used in this provision-
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror.
Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation”, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000- 9999, except-
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;

(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate-
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”-
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically-
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”-
(1) Means a small business concern-
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
