SECTION C – DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK

DEVIL’S HOLE HYDRO AXING MASTICATION

C.1 STATEMENT OF WORK

Contract is in support of Devil’s Hole Wildlife Habitat Enhancement Hydro-Axing (mastication) to mechanically treat vegetation in accordance with Section B, Section C.2 and Section C.3.

The end results of Contract by treatment type would be:

Pinyon-Juniper Forest Stands: Improved big game and other wildlife habitat conditions, due to increased forage production (grasses / forbs, and to a lesser extent, shrubs) in the understory in pinyon-juniper forested areas that would be converted to pinyon-juniper savannah-like habitat conditions; a more open stand structure with reduced trees, canopy cover, and basal area per acre, improved rangeland vegetation conditions, a reduction in fuels that would reduce the likelihood of a wildfire ignition turning into a landscape scale event.

Conifer Encroached Meadows: Slightly more open meadows due to removal of conifers that have encroached them in the last 100 or so years. Maintenance of meadow-type wildlife habitat for the next 20-30 years and maintenance of natural fire breaks and rangeland vegetation conditions.

Ponderosa Pine Plantations: Improved wildlife habitat diversity in the ponderosa pine stands, due to increased forage production, more “edge” or ecotone areas within the ponderosa pine stands that would more closely resemble natural ponderosa pine vegetation communities; a reduction in fuels and greater fuel breaks within the stands due to openings created by thinning treatment, improved rangeland vegetation conditions.

Contract requires Hydro-Axing (mastication) of vegetation in compliance with all Contract terms, conditions, and specifications.

Contractor is to provide all labor, equipment, materials, tools, supervision, transportation, operating supplies, and incidentals in the performance of Contract.

SCHEDULE OF ITEMS.

C.3 TECHNICAL SPECIFICATIONS

C.3.1. Contract work shall consist of the following:

A. Treat (mow, chip, chew, grind, mulch, etc.) and/or remove pinyon pine, juniper, ponderosa pine, Douglas-fir, white fir, and to a lesser extent, Gambel oak (incidental), such that 100% of these species that are <9 inch Diameter at Breast Height (DBH) (<12 in. diameter @ the root collar for Pinyon-juniper species) in the area will have the treated material reduced to mulch, as well as the down woody debris (6 inches diameter or less) that is above the ground in the pinyon-juniper and meadow enhancement units. Removal/treatment of Gambel oak brush (<5 in. DBH) would be incidental only, but is permissible when needed to facilitate efficient access to other listed species of trees targeted for removal.

B. Contracting Officer’s Representative (COR) will determine where rock or other conditions may prevent this requirement from being met, and will work with Contractor to address these areas.

C. The most desirable treatment for this project would be the “Bull Hog Treatment.”

Treatment areas are less than 30% slope, with only a few inconsequential isolated sites that exceed 30% slope. Bull hog equipment used for this project may be either tracked or wheeled.

D. Work consists of bull-hogging live (<9 in. DBH for non-Pinyon-Juniper trees; <12 in.

diameter @ root collar for pinyon-juniper trees) and dead conifers (< 4 in. DBH) within designated areas on 100% of the area and also treating any activity-created slash. Steep drainages, rocky areas, and areas with slopes greater than 40% may occur in isolated areas of the contract area, and will be dealt with in one of two ways, per the technical specifications. All bull-hogging will be done in a manner as instructed by the PI / COR.

Larger and older trees within the treatment areas shall be reserved from cutting (trees > 12

in. DBH). Some areas may have higher residual density following treatment to provide visual screening adjacent to roads and private property. If desired, these areas will be designated by the PI / COR and made known to Contractor during treatment to achieve the desired residual density.

E. Thinning 28% of the area (47.7 ac.)* (Pinyon-Juniper forested) – Operate the equipment to achieve desired reduction in understory tree density, leaving primarily large, over-story dominant trees. Retain minimal (incidental or isolated individual trees only) number of trees under 9 inches Diameter Breast Height (DBH). The work to be performed requires cutting mid-story and understory vegetation completely from the stump and treating the created slash and any pre-existing slash. Cut Trees shall be severed below all live branches with a residual stump of 4 inches or less. Most trees less than 9 inches DBH shall be cut and treated to meet the desired outcome, although some isolated single trees and small groups of trees are acceptable. COR/PIs will work with the Contractor to identify these areas. Trees 9 inches DBH and smaller in all areas shall be thinned to achieve the desired density by cutting and removing or treating Pinyon, Juniper, Ponderosa Pine, Douglas-fir, and White fir, if present. Some incidental removal of Oak brush (< 5 in. DBH) is acceptable when necessary to access species targeted for removal and for treatment of Gambel Oak along roadside treatment areas. Larger trees (>9 inch DBH) shall be left untreated.

F. Maintain / Improve openings on 35.5% of the area (60.1 ac.)* (Meadow Enhancement) –

Operate equipment to improve existing openings in areas that are currently naturally sparsely covered with trees by cutting all encroaching conifers less than 9 inches DBH.

Exceptions to F) above:

i. All trees equal to or larger than 9 inch DBH will generally be retained, including live and dead trees.

ii. No treatment or travel on slopes of 50% or greater.

G. Thinning Ponderosa Pine plantations on 36.3% of the area (61.3 ac.)* – Operate equipment to thin existing ponderosa pine plantation treatment areas in such a manner as to mimic, as best possible, natural ponderosa pine savannah/forest conditions. Generally, this would be achieved by removal of all conifers <= 5 in. DBH and no removal of trees >= 12 in. DBH.

Remove appropriate quantities of conifer trees in the 5 to 12 in. DBH range so as to leave an average residual total conifer canopy cover of 25% that is well distributed across each unit. Remove conifer trees so that remaining canopy closure from conifers is on average 25% for each unit, generally leaving residual trees in “clumps” or “patches” (<=15 trees [>6 in. DBH] each; trees < 6 in. DBH do not count towards the maximum of 15 trees per clump/patch; clump/patch sizes should range from 3-15 trees), realizing that most of the existing plantation trees are pretty evenly spaced. Leave the largest trees available, with no cutting of trees >12 in. DBH. Attempt to vary the pattern/shape of residual tree clumps/patches left (i.e., leave patches/clumps of trees that have a variety of sizes and shapes well distributed/scattered across the unit), so as to have that “random” look/shape and configuration found in natural ponderosa pine forested ecosystems, where naturally-ignited fire is allowed to play its role in the ecosystem.

*Percentages are based on the full-treatment level project (Bid Option 2) where all 169 acres for all three treatment types would be implemented.

H. Within exclusion areas identified during implementation and mapped via GPS units by the COR / PI’s of areas a), b), and c) above, one of two options (below) will be taken, per the

COR.

i. These “exclusion” areas will be made up elsewhere.

ii. The smaller areas (generally less than 0.5 acre) will not be considered significant and no make-up will be required.

I. Snags – Snags (DEFINITION – dead tree greater than 15 feet high and 4 inches DBH) will be retained.

J. Treating Slash – Most slash, including pre-existing debris and piles will be reduced to pieces no larger than 3 inches diameter and no longer than 4 feet and no deeper than 18 inches. All limbs, boles, and resulting woody debris that result from the bull hog treatments will be mowed and mulched.

K. Vegetation that is treated needs to be well distributed on the forest / meadow floor to facilitate a subsequent maintenance with prescribed burning.

L. Gambel oak may be treated, as needed, to access units or portions of units.

C.3.2. Contractor will furnish:

A. Wheeled or tracked type, prime mover with a horizontal or vertical shaft machine mounted brush cutter, with a minimum cutting width of 7 feet, with 210 net flywheel horsepower with an operating weight of no less than 25,800 pounds with appropriately licensed and fully qualified operator.

B. Transportation for equipment and operator to and from the site.

C. All fuels, lubricants, parts for repairs, and repairs to the prime mover and cutting head.

D. Post appropriate Signs to warn the public of debris that can be thrown from the cutting head and need to keep a safe distance from operations.

E. Treat make-up acres from areas where work is not possible within identified treatment units.

C.3.3. Access:

A. All ingress and egress to this contract area will be by County and Forest Service roads shown on Contract map (see Section J.7).

C.3.4. Contract Location:

A. The legal description for any of the treatment units is T24S, R70W, Sections 26, 27, 34, and 35; T25S, R70W, Sections 2 and 3.

B. All existing, as well as any new installation of survey markers, boundary signs, fencing, gates, research plots, power lines, and other improvements during Contract period of performance along with all historical sites will be avoided.

C.3.5. Fire suppression equipment will be required at all work sites.

C.3.6. Environmental Considerations:

A. Surface Conditions – Contractors equipment shall not be operated when the ground is muddy or the soil moisture is high enough for equipment to leave ruts over 3.0 inches in height / depth. When / if such conditions are encountered, Contractor shall stop work and notify the COR / PI. A stop work order may then be issued with no loss of days to Contractor.

B. Contractor must ensure that all vehicles and equipment used off-road on this project are cleaned and washed and free of weed seed or other vegetative weed parts capable of regenerating the species.

C. Prior to moving onto public lands, including Contract area, Contractor is required to remove all dirt and debris that could contain weed seeds by scraping off visible dirt and debris then thoroughly washing all earth moving equipment with a suitable power washer.

D. If equipment is moved from Contract area it shall be cleaned again prior to re-entering

Contract area.

E. No littering is allowed. Contractor shall clean up all generated litter and dispose of it at an approved sanitary landfill or other location and in a manner approved by the CO / COR.

F. Contractor shall protect all improved roads from damage by mechanized equipment and slash residue. If treatments result in slash on roads or trails it shall be removed by Contractor at earliest opportunity.

C.3.7. Fire Stipulations:

A. During periods of extreme fire danger, Contracting Officer may issue a restricting or closure order to Contractor in writing. This is most likely to occur during periods when fire danger is rated high, very high, or extreme, as identified by the posted Pueblo Interagency Fire Center.

B. In the event a fire should occur within the contract area, Contractor and or his or her employees will immediately take the action necessary to contain and or suppress the fire.

This will in no way relieve Contractor from any responsibility regarding suppression and or trespass cost, in the event fire investigation reveals the fire was started by Contractor and or his or her employees, either through negligence or from his or her operations.

EMERGENCY CONTROL - FIRE PLAN

This plan outlines the channels of responsibility for fire prevention and suppression activities and sets up an attack procedure in the event of a fire within the project area. The project area is defined as the area within the National Forest and within one-half mile of the project right-of-way, work areas, and all roads used for construction purposes.

A. Tools and Equipment:
