Questions and Answers from Pre-Bid Meeting held 1 April 2015
AG-82BH-S-15-0008
Noxious Weed Spraying and Data Reporting IDIQ Pike National Forest Page 1 of 1
During the pre-bid meeting, several questions were raised. Each question and answer is provided below:
1. Do we need to locate water sources?
Yes, the selected contractors will need to find local water sources on their own. Woodland Park may be one source.
2. Do we need to provide point data or polygon data? GPS polygons are required (.shp, gpx, or equivalent file types).
These are to be provided at 14-day intervals with the corresponding Daily Application Records (and a clear method of matching them together). This is the required minimum. In your proposal, you should provide a clear explanation of how you would meet or exceed this requirement and the added value of your approach. The Schedule of Items bid sheet has been changed to reflect a per acre cost for record management.
3. If we are given point information for known weed occurrences, how far outside of that GPS point should we have to search?
From the recorded point data, you should search within your field of view, approximately 50ft. or more, depending on topography.
4. Work will occur in past fire areas. These areas can be hazardous, with falling trees and abundant dead and down material. The Contractor shall ensure that all personnel wear appropriate personal protective equipment when in these areas.
5. Does the Forest Service provide herbicides? No, the contractor will provide all herbicides for the project.
Your proposal should provide details of the herbicides, adjuvants, application rates, and timing that you would recommend for the various species, and an explanation of why you are proposing them. These recommendations will be evaluated by the technical review panel, with input from herbicide specialists. While Tordon is an approved herbicide, it will only be used judiciously.
6. Under Key Personnel (Section H), can the contractor representative, foreman/woman and inspector be the same person?
Yes, we recognize that for small companies one person may serve all these roles. In your proposal, it will be important to explain how you will provide self-inspection of your work.
7. If camping, can we use a “cathole” as our toilet facilities in the camp?
No, if camping, you will need to provide a toilet structure adequate for the capacity of the camp.
8. Am I required to accept a task order? See 52.216-19 Order Limitations.
A Contractor is not obligated to honor (1) any order for a single line item in excess of $25,000; (2) any order for a combination of items in excess of $250,000. Our intent is to award this contract to 2-3 contractors; however, this will be dependent upon the quality of the proposals we receive. We also understand that over the course of the base plus three-option years, contractors will occasionally have to decline task orders. If a contractor repeatedly declines task orders, the option year(s) may not be exercised.
9. If I am awarded the contract, can I decline?
No, by signing the SF33 (Solicitation, Offer and Award), you are accepting the contract if selected for award.
10. What if there is an unexpected change in costs to the contractor, for example, if an herbicide cost is unexpectedly substantially increased?
The government does expect a contractor to incur undue hardship and if this situation were to occur discussion for modifications would occur. Note: This that discussion may also occur if the price of herbicide decreases substantially.
11. Attachment 1. Contract General Area. Is a PDF version available?
Yes, posted with solicitation.
All questions should be submitted in writing via e-mail to the Contracting Officer, No Later than 6 April 2015 2:00pm Mtn.
