Chimney Rock Fire Lookout Tower Removal Questions and Responses

AG-82B1-S-10-0449

1. Because this an archeological area, besides foot traffic and portable equipment, will any other type of equipment be allowed on the site, i.e; skid steer, mini excavator, tow behind air compressor, back hoe?

No driving on site. A compressor could be flown in or transported up the trail using a hand crew.

2. The SOW says that the tower shall be dismantled into smaller packages and moved to the staging area. Does dismantling mean that the tower will be disassembled in such a way that it could be reassembled at a later date, or simply broken into smaller packages for easier disposal?

Contractor's choice. Removal and disposal is their responsibility.

3. Once the tower has been taken to the staging area, whose responsibility does the tower become at that time, the contractors' or the NFS? If it is the contractor’s responsibility, will they be required to take to a regional land fill?

See contract specifications.

4. Will the stones in the tower base that are designated for saving be flagged or marked prior to demolition of the tower?

No. Archaeologist may designate some stones to save, others will be identified by contractor.

5. Will the stone that will be stockpiled at the tower site be required to have the mortar chipped or cleaned off prior to stacking? If so, to what extent?

No. However, materials will need to be broken down to a size that a person can carry.

6. Are there any predetermined dates of closure of the CRAA during the demolition process by any other groups?

The tour season ends at the end of September although there may be some special tours later. Closures can be arranged if needed but should be minimized and will need to be coordinated with other groups.

7. Will the public still have access during the demolition?

Some phases, depending on schedule.

8. It mentions on your Chimney Rock Map link that an obsolete vault toilet is to be removed at the trailhead parking lot. In your revised SOW in Addendum 1, it doesn't state anything about removing the vault toilet. Would you please clarify?

Referenced map states “Not in contract.”

9. It states that a 95% compaction rate is to be obtained for the sidewalk slab. Will a valid compaction test by an engineering firm be required prior to pouring the slab?

95% compaction is required by specifications. No Contractor testing is included in specifications. Forest Service will visually inspect the compaction and if deemed necessary will procure testing services at the Government’s expense to ensure compliance.

10. Is there water available at the lower parking where the concrete is to be placed?

No water is available on site.

11. Will park fees be waived?

We will not charge fees to contractors. However, we expect contractors to minimize their use of parking in the upper parking lot as much as possible.
