1. Crackfiller Mfg. CMC-101-ELT-B4135

Prior to the prework meeting the contractor shall provide a manufacturers’s certificate for the proposed sealant that shows the product meets or exceeds the above requirements. If directed by the CO a sample will be available for confirmation testing. All containers of crack sealer shall be clearly mark with specific product name and numbers as shown on manufacturer’s certification. Product will be approved by CO prior to use.

Construction Requirements

414.03 Routing Route and clean all existing cracks between 1/4” and 1” wide. Route cracks to produce straight 1/4” vertical walls and a 1 ½” wide flat bottom reservoir. Remove and dispose of the routed material.

414.04 Cleaning Ensure the reservoir and crack are dry and free of dust, dirt and loose materials immediately before placing the backer rod, if applicable, and applying the sealant. Use air equipment producing at least 100 CFM and a continuous line pressure of at least 125 PSI. the air must be free of oil and water.

414.05 Sealing Place sealant material within 72 hours of routing. Follow the sealant manufactures handling , mixing and application temperature requirements. Apply sealant, fillng the reservoir flush to the top, using a pressure type applicator. Open the completed work to traffic only when the sealant will not track. Repair or replace all seal work damaged by traffic at Contractor expense. All cracks sealed require blotter material and the only approved blotter material is toilet paper. Install backer rod, or other approved asphalt filler material, in cracks ¾” or wider or where the sealant penetrates more than two times the crack width for ½” -1” cracks. For cracks less than 1/4 “, clean and apply a sealant band of 2” width such that the crack is centered under the band. For cracks wider than 1” , treat as an Asphalt Pavement Patch Section 430, cutting full depth on each sides of the crack( 6” each side, 12” total), then clean, tack and fill flush and compact with an approved asphalt mix according to sections 401,402,403,404 or 417.

414.06 Temperature Limitations Do not rout when the mat temperature is below 350F. Apply the sealant when there is no evidence of frost in the road section, the roadway surface is dry, the weather is not foggy or rainy, and the road surface temperature is between 350F and 680F.

414.07 Acceptance. Material for asphalt pavement crack sealing will be evaluated under Subsections 106.02 and 106.03. At project startup, Contractor and FS will select random sections (~ 113 ft in length), representative of project to compare pre-seal crack measurements to sealed crack measurements. At any time results deviate more than + or – 15%, sealing will stop until descrepancy is resolved.

Asphalt pavement crack sealing will be evaluated under Subsection 106.04.

Measurement

414.08 Measure the Section 414 items listed in the bid schedule according to Subsection 109.02.

414.09 The accepted quantities will be paid at the contract price per unit of measurement for the Section 414 pay items listed in the bid schedule. Payments will be full compensation for the work prescribed in this Section. See Subsection 109.05.

SECTION-418 Asphalt Pavement Sealcoat

418.01 This work shall consist of the application of pavement sealing material(s) on existing pavement surfaces .

418.02 Conform to the following Subsections:

Emulsified asphalt702.03
Water725.01(c)

Construction Requirements

418.03 Composition of Seal Material. The primary component of seal materials shall be slow setting asphalt emulsion that conforms to either AASHTO M140 or M208. The contractor shall submit a manufacturer’s certificate of compliance with each shipment of asphalt emulsion. Asphalt emulsions shall be mixed with additives that prevent bleeding. The contractor may dilute seal materials with water to improve penetration into the pavement surface or for consistency improvement.

Additive Materials: Materials such as clays, slates, fibers, carbon black and polymers may be added to emulsified asphalt provided the manufacturer’s product literature is reviewed and approved by the Engineer prior to application. If the seal material is blended with sand, the sand shall be clean, hard, durable, un-coated particles, free from clay lumps and organic matter, with 100 percent passing the No. 16 mesh and a maximum of 5 percent passing the No. 200 mesh. The sand must have a gradation that helps control segregation and promotes suspension during product application. No more than 3 pounds of sand shall be added to each gallon of applied material.

Top Dressing and Blotter Sand: Washed concrete sand meeting AASHTO M6 gradation requirements, unless otherwise approved.

Submit proposed emulsion mix for approval 14 days prior to production.

418.04 Equipment The distribution equipment for all materials shall be capable of placing a uniform consistency of the material, and be capable of applying a uniform application over variable widths, grades and crowns of surface. Self propelled, asphalt distributor, squeegee or slurry seal spreader box, and hand-held spray and squeegee equipment or any combinations thereof maybe required to obtain a satisfactory seal. The required application rate may also require multiple applications to obtains a satisfactory, uniformily, sealed surface. The equipment used for storing and application of liquid and slurry products shall include accurate volume measuring devices and calibrated tank. The engineer may require transport or application equipment to be weighed when full and empty if volume measuring equipment is inadequate.

418.05 Surface Preparation Clean the existing surface to be sealed of all loose material, dirt, dust, oil or any type of objectionable surface film that might jeopordize adhesion and a quality final product. Such accumulations may require removal by pressure washing, grinding, burning or scraping or a combination thereof. The surface will be approved in writing prior to applying the seal.

418.06 Weather Limitations Apply the sealcoat when the air temperature in the shade and the surface temperature are at least 45 F and rising and when the weather is not foggy, rainy, or overcast. Do not apply when there is a danger of freezing within 24 hours.

418.07 Application. Ensure that the seal mix is of the desired consistency, with no signs of segregation as it leaves the mixer and distributor equipment and conforms to the approved job-mix. Application may be by hand-held spray equipment, asphalt distributor, squeegee or slurry seal spreader box. Seal material Application shall be spread in two directions, 180 degrees from each other. The Engineer may require an additional application on small areas of pavement that have more surface voids, where voids have prevented adequate coverage or where uneven application exists.

The minimum `residue' application rate of 1.0 pound per square yard shall be obtained over the entire surface to be treated. Residue will consist of the asphalt cement portion of the emulsified asphalt and non-evaporative additive materials (such as clays, slates, fibers, polymers and sand) that are suspended in the emulsion when applied. Application rates may be adjusted up or down by 0.15 pounds residue per square yard by the CO to compensate for pavement surface absorption and roughness.

The volume of emulsion used shall be readily determined by the contractor prior to, during and after pplication. Final payment will be based on meeting the specified application rate of residue. The CO will determine the weight of residue per gallon by drying field samples from the project to constant weight.

418.08 Maintenance & Opening to Traffic. Allow treated areas to completely cure before opening to traffic.Traffic control and the prevention of asphalt pickup under traffic is the contractor's responsibility for 10 days following treatment. When directed by the CO, blotter sand shall be applied to the sealed pavement to prevent asphalt pickup by vehicles. The CO may require removal of loose blotter sand by brooming after the maintenance period. After the treatment has been open to traffic for 10 days, the contractor shall repair any areas that are damaged by traffic, or areas that are peeling or cracking.

418.09 Sampling and Testing. Samples of the seal product as applied will be required for the project. Samples from stored containers may also be required at the COs discrestion. Samples will be taken by the contractor as directed by and delivered to the CO in approved plastic 1 gallon containers. A minimum of 3 samples per project will be required on all projects. Testing of the residual will be done by the CO. Results will be used in determining the actual residual seal rate applied. Additional quality testing of the emulsion may be done by the CO at his discretion to verify quality requriements.

418.10 Acceptance. As stated under 418.07 above, a minimum residual of 1.0 lbs / sy of product will be obtained on the sealed pavement surface. Sampling and testing and as outlined under 418.09 above will be used to determine “residual” and “quality” specification compliance.

Emulsified Asphalt/ the final seal product will be evaluated under Subsections 106.03 and 702.09.

Construction of the surfacing seal will be evaluated under Subsection 106.02 and 106.04.

418.11 Measurement Measure the Section 418 items listed in the bid schedule according to subsection 109.02 and the minimum “residual” specified above.

418.12 Payment. The accepted quantities will be paid at the contract price per unit of measurement for the Section 418 pay items listed in the bid schedule. Payments will be full compensation for the work prescribed in this Section. See Subsection 109.05., with the following exception:

If laboratory quality assurance tests on samples taken during application do not contain enough residue to meet the specified residue application rates established by the Engineer in Section 418.07, the CO may require the application of more material or may reduce payment. The following factors will be used to determine if the specified application rate has been obtained:

The average unit weight of the field samples, determined by weighing 1000 milliliters to within + 0.1 gram The percent residue per gallon on a by-weight basis The total volume of product applied The specified area

Construction

430.03 Composition of Mix (Job-Mix Formula). Furnish either Hot Asphalt Pavement or Cold Asphalt Mix as approved by the CO.

430.04 Full Depth Patch.

Remove material to a minimum depth of 4 inches, or as necessary to reach firm support. If firm support for a patch is unavailable, notify the CO prior to placing any material.

Trim or mill the edges of the prepared hole to form a vertical face in un-fractured asphalt surfacing. Make the prepared hole rectangular, and clean it of all loose material. When the hole is dry, apply emulsified asphalt to the bottom and faces of the hole. Barricade prepared sites. Patch the sites immediately after the emulsified asphalt breaks. Place the asphalt concrete mixture in layers not exceeding 4 inches. Thoroughly compact each layer with hand or mechanical tampers or rollers. For hot asphalt concrete mixtures, compact the mix while it is above 230 °F.

Compact the finished surface with a steel-wheel roller or vibratory plate compactor. Ensure that the compacted patch is approximately 1/8 to 1/4 inches above the level of the adjacent pavement. Seal the edges of the completed patch with emulsified asphalt, and blot with fine sand.

430.05 Patching with Geotextile. Prepare the surface by digging out and patching according to Subsection 430.04 or by cleaning the surface, removing vegetation, and filling all cracks more than 1/4 inch wide with an approved crack-filling material. Remove excess crack-filling material. Spray the prepared surface with asphalt cement or emulsified asphalt according to the geotextile manufacturer’s direction. Immediately place the geotextile over the repaired area. Allow emulsified asphalt to break before placing geotextile. Extend the fabric a minimum of 6 inches beyond the repaired or patched area onto sound adjoining pavement. Use a minimum of 2 inches overlap where adjacent fabric panels are needed to cover the repaired area.

Do not place the asphalt concrete mixture until authorized by the CO. Uniformly distribute asphalt concrete mixture in layers not to exceed 2 inches compacted depth. Feather the edges of skin patches. When placing more than one layers, offset all joints at least 6 inches between layers. Compact each layer with an 8 to 10 ton steel roller. For hot asphalt concrete mixtures, compact the mix while it is above 230°F. Ensure that the completed patch does not have abrupt transitions that could adversely affect the steering of a passenger car traveling across the area. Provide transition tapers for skin patches that are 12 inches long per 1/8 inch thickness of patch in the direction on travel.

430.06 Skin Patches. Prepare the surface on which the skin patch is placed by cleaning the surface, removing vegetation, and filling all cracks more than 1/4 inch wide with an approved crack-filling material. Remove excess crack-filling material. Spray the surface with emulsified asphalt at the rate approved by the CO.

Apply the asphalt concrete mixture according to Subsection 430.05.

430.07 Spray-Injection Patching. Use an approved continuous process that cleans and dries the area to be patched, sprays a tack coat of binder on the sides and bottom of the pothole, place aggregate coated with emulsified asphalt, and covers the area with a choker aggregate.

430.08 Asphalt Berm. Remove damaged segments of berm and bevel exposed ends at approximately 45 degrees from vertical. Clean and patch the berm foundation as necessary. Coat the foundation and joining surfaces with emulsified asphalt. Place and compact asphalt mix to conform to the shape of the undamaged segment.

430.09 Waste Material. Dispose of all materials removed from potholes, patches, and berms in accordance with Subsection 203.05(a).

430.10 Acceptance. Asphalt concrete mixtures will be evaluated under Subsections 106.02 and 106.03. Geotextiles will be evaluated under Subsection 106.03. Spray-injection patching will be evaluated under Subsections 106.02 and 106.03.

Measurement

430.11 Measure the Section 430 items listed in the bid schedule according to Subsection 109.02.

430.12 The accepted quantities will be paid at the contract unit price per unit of measurement for Section 430 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05
