Lolo National Forest Route Marker Installation Scope of Work and Specification January, 2010 Description:

This work consists of supplying and installing route markers across the Lolo National Forest and removing and disposing of existing markers. Work includes all labor, materials and equipment, including the sign panels, posts and hardware, and travel to the installation sites. Sign manufacture and installation shall be in accordance with the Sign and Poster Guidelines for the Forest Service EM 7100-15.

The Route Markers installation sites are located on the Missoula, Ninemile, Plains/Thompson Falls, Seeley Lake and Superior Ranger Districts of the Lolo National Forest.

Materials

Sign Panels:

Aluminum Panels

The aluminum substrate shall be alloy 5052-H38 or 6061-T6 from flat sheet stock conforming to the requirements of ASTM B209 and FP-03 section 718.05. Fabricate all panels from 0.080-inch thick aluminum sheets.

The blanks shall be free from laminations, blisters, open seams, pits, holes, or other defects that may affect their appearance or use. The thickness shall be uniform and the blank commercially flat. Perform shearing, cutting and punching before preparing the blanks for application of reflective material. Clean, degrease, and properly prepare the panels as recommended by the sheeting manufacturer. Conversion coatings will conform to ASTM B-921 or ASTM B-449.

Pre-drilled holes for installation shall be aligned for placement on U-Channel posts.

Retroreflective Sheeting

All sheeting shall be ASTM Type III, high intensity sheeting.

Sign background, letters, numerals and borders

Obtain panels according to the attached sign panel schedule.

Fully retroreflective white legend on brown background.

FM1-7 H signs shall have 4” text height. FM1-7V shall have 3” text height.

Sign size, shape and text layout as shown on pages 3D-13 and 3D-14 of the Sign and Poster Guidelines for the Forest Service EM 7100-15.

Makers Mark

Attach a maker’s mark decal to all sign panels in accordance with Section 14.9 of EM 7100-15 (page 14-18).

Hardware

Hardware shall be Tufbolt System for U-Channel posts, TBS25 or OWS25 Security system, including one-way steel bolts, washers and security nuts, or approved equal.

Steel Posts

Furnish flanged U-channel steel posts weighing not less than 2 pounds per foot and conforming to ASTM A 36. Galvanize the posts according to AASHTO M 111.

Construction Operating Plan and Work Schedule

Before sign installation work begins on each District, submit an operating plan to the CO that describes the location and schedule for the planned sign installations. Provide the CO an updated operating plan as often as needed to accurately represent the work schedule and locations. Schedule and conduct weekly conferences with the COR to report on progress of the previous week and the work plan for the upcoming week.

Sign Panel submittal

Sign panels must be approved by the CO. Submit examples of completed horizontal and vertical sign panels for approval by the CO. All sign panels must be of the same manufacture as the approved sign panel.

Pre-approved sign vendors include:

Condon Sign Shop, Inc.

P.O. Box 1153 Condon, MT 59826-1153

(406) 754-2273

Installation

Install route markers of the type and number at the location listed in the sign schedule. The sign schedule lists specific locations for route markers only when there is a third access point along the route. If a location is not noted on the schedule, install the route markers at the ends of the route where it intersects with other routes (do not install route markers at “dead ends”).

Place route marker as shown in Figures 3C-10 and 3C-11 in section 3C.2.9 of EM 7100-15, or as staked by the COR.

Install route marker at a mounting height and lateral distance from the road as shown in figure 3C-2 in section 3C.2.4 of EM 7100-15, or as staked by the COR. Note that vertical and horizontal route markers have different minimum placement requirements.

Install U-Channel post so that it penetrates a minimum of 2 feet into the ground. The top of the post shall not extend beyond the top of the sign panel.

Sign post lengths must be adequate to insure that the minimum depth and height requirements described above are met. While it can be assumed that these requirements can be met in most locations with an 8 foot post, some locations will require 10 or 12 foot posts. The contractor is expected to be prepared for these instances.

Install posts plumb. Posts more than 5 degrees out of plumb will not be accepted for payment.

Installation Date and Vandal Warning Labels

At the time of installation, attach installation date and vandal-warning labels as shown in Figure 3C-22 of section 3C.5 of EM 7100-15.

Removal and Disposal of Existing Route Markers

Remove and dispose of existing route markers that are in the locations specified for new route markers, unless staked otherwise by the CO. The signs and posts shall become the property of the contractor and shall be disposed of off of National Forest according to state and federal law. This work is incidental to the sign installation pay item.

Sign Installation Record/As-Built Information

Record the date of installation for each sign panel, note if an existing sign panel was removed and note any remarks on the sign panel schedule. Submit copies of the sign panel schedule with the installation notations monthly for each month the contract work is in progress. This work is incidental to the sign installation pay item.
