Questions and Answers

Q: What weight restrictions are on the bridges across the Salmon River for delivery vehicles?

A: Pine Creek Bridge: Type 3 – 28 Tons

Type 3S2 – 32 Tons

Type 3-3 – 35 Tons

Cove Creek Bridge:

Type 3 – 26 Tons

Type 3S2 – 30 Tons

Type 3-3 – 33 Tons

Q: Can the access road to the Stoddard Bridge be improved?

A: Only minimally by removing berm or slough material with no widening that would undercut the fill slope to the Salmon River Road.

Q: Can ATVs or generator be taken to the other side of the river?

A: Yes, mechanical and motorized tools can be used for the bridge work but ATVs or other vehicles can not be ridden on the trail on the other side of the river.

Q: What is the design load of the cables?

A: The vertical design load at each cable saddle is 196 Kips. This is a factored loading based on total dead load and a live load of 65 psf.

Q: Can the hook bolts be changed to eye bolts?

A: This is a historical bridge completed in 1938. Our intentions are to reconstruct it as true to the original structure as we can. We would only make substitutions if the original hardware is no longer manufactured or does not meet current safety standards. A submittal can be made for substitutions but approval would only be made following those standards.

Q: The wire fencing and rail lining each side of the bridge are not shown on the plans, are they to be removed and replaced?

A: They are to be removed as part of the demolition of the bridge but are not to be replaced under this solicitation. A modification may be made after award of the contract to replace them with a more appropriate rail design.

The live load is based on 65 psf uniform load. Treated timber weights are based on 50 psf, Q: What is the design load of the existing bridge?

A: The unfactored bridge design loads per bridge length are:

dead load = 355 plf live load= 391 plf.

Q: How much of the bridge can be removed at a time?

A: There are a number of ways to accomplish the removal and replacement, so how much is removed at a time depends on the plan of operation designed by the contractor.

Q: Can the post and rail fence and the bridge approach fences be removed to facilitate construction activities?

A: Yes the can but they will have to be put back in place.

Q: If all the bids are over the advertised range of $250, 000, will that kill the project?

A: Our intentions are to replace the bridge this year, if all the bids indicate that our estimate is missing a key component, we would have to evaluate our situation; however we feel that the project is within the advertised range.

Q: Can the existing OG washers be re-used?

A: No, we are replacing everything to have a new bridge, not a mixture of old and new components.

Q: Can the Stoddard Trailhead area be used as a staging area?

A: Yes, within reason. Float-boaters sometimes use the site as a take-out point, so we do not to block access.

Q: Is contractor responsible for signing along the river to warn float-boaters?

A: No, the Forest will be providing public notifications and if necessary provide some river signage. The contractor will need to follow MUTCD standards for traffic on the road and construction site activities.

Q: Does the contractor have to provide a boat to be used in case of rescue operations for employees accidently falling into the river?

A: The contractor must follow OSHA requirements for construction sites; our contract does not require specific safety measures.

Q: Carriage bolts have hex heads and the existing bolts are square heads, are the hex heads OK?

A: No, square head carriage bolts are still manufactured and available. Again, we are trying to keep the new bridge as authentic as possible.

Q: There are roofs over the tops of the support towers that are not shown on the plans, are they to be replaced?

A: They will be part of the demolition work and are not part of the construction work unless we issue a modification to the awarded contract.

Q: Is an engineered jacking plan required?

A: Yes. The method employed by the contractor to jack up the cables and supply temporary support while work takes place will place different stresses on the cables, depending of the methodology used. Therefore, a designed jacking plan submittal, stamped by a professional engineer, will be required two weeks before any cable jacking can begin.
