SECTION 01010 - SUMMARY OF WORK
PART 1 - GENERAL
1.1 - DESCRIPTION OF WORK
A.
This project includes selective demolition and reconstruction of multiple toilet buildings at the Rexford Bench Campground. There are three toilets with one additional toilet as an additive bid item. The additive item will be awarded if funding is available.
1.2 - PROJECT LOCATION
A. The project site is approximately 7 miles west of Eureka, MT and 0.5 miles east of Rexford, MT along State Highway 37. Signs to the Rexford Bench Campground are located along Hwy 37. The toilet buildings can be found by using the map included in the drawings.
1.3 - PROSECUTION AND PROGRESS
A. The estimated start work date is Mar 1, 2010.
B.
Prior to start work a prework conference will be held.
C. All work under this contract to be completed by May 1, 2012.
D.
Submittals: The Contractor shall submit the following at the prework conference.
1.
Submit a plan of operations and progress schedule, including an outline of how the project is to be completed.
2.
Additional submittal requirements are in the individual sections of these specifications.
E.
Weekend and Holiday Work Restrictions: No on-site work shall be performed on weekends or federal holidays unless otherwise authorized be the CO.
F.
Because the work under this contract will be performed in an open campground there are some special considerations regarding the timing of the work.
1.
When the campground is closed for the season, September 15 thru April 30, work may be performed on all toilets simultaneously, provided the toilets will be completed by the start of the next camping season. There are no restrictions regarding the hours of operation during this time period.
2.
While the campground is open, May 1 thru September 14, the contractor will be allowed to work on only one toilet at a time and all work must be completed on that toilet in order to begin working on another toilet. Work will be restricted to the hours of 8 am. to 6 pm daily. During this season, the electrical components in Toilet #4 that control the lift station pumps must remain in an operable condition.
1.4 – CODES, STANDARDS, AND PERMITS
A.
Comply with these specifications, project drawings, and all applicable local, State, and National laws, codes, standards, and regulations. Comply with all health and safety codes for personnel and public.
1.5 – PRE-BID CONFERENCE AND TOUR
A. No pre-bid conference or tour will be conducted. Prospective quoters are encouraged to visit the site prior to quoting. One of the toilets has already been reconstructed in a manner very similar to the work under this contract. It would be a good representation of the desired finished product. Contact Eric Heyn (Rexford Ranger District Recreation Manager) at (406) 296-2536 to arrange for a site visit.
1.6 – USE OF PREMISES
A. Toilet facilities are available at the work site while the campground is open. The existing vault toilet near Toilet 4 is available. The contractor is responsible for providing any additional toilet facilities for those people working on this project. Place portable toilets in locations approved by the CO.
B. Electrical power is available at the worksite.
C. Water is available at the worksite only when the campground is open (May 1 thru Sept. 14).
D.
The Contractor will be allowed to camp at the worksite during periods of active work.
1.
One campsite will be set aside for this purpose and must be arranged ahead of time. The contractor should notify the CO at the prework conference if they intend to camp at the site.
E.
The Contractor shall park his vehicles in a manner that will not interfere with other road users. Vehicles shall not be permitted off parking area and/or driving lane, unless approved by the Contracting Officer.
F. The Contractor may store materials in areas approved by the Contracting Officer. The Contractor shall be responsible for materials and equipment stored at the site.
G.
The Contractor shall maintain the project area in a neat, orderly, and safe condition at all times. All construction debris to be cleaned up at the end of each working day and placed in suitable containers.
1.7 - PROTECTION OF PROPERTY
A.
Under ground utilities – Locate underground utilities prior to excavation. Contractor is responsible for utility location.
B.
Protection of Existing Improvements:
1.
Provide protections necessary to prevent damage to existing improvements indicated to remain in place or designated for salvage.
2.
Protect improvements on adjoining properties and on Government property.
3.
Restore damaged improvements to their original condition at contractor’s expense, as acceptable to the C.O.
C.
Protection of Existing Trees and Vegetation:
1.
Operate equipment only in the areas immediately adjacent to the related work.
2.
Protect existing trees and other vegetation designated to remain in place against cutting, breaking, or skinning of roots, skinning and bruising of bark, smothering of trees by stockpiling construction materials or excavated materials, excess foot or vehicular traffic, or parking of vehicles.
3.
Where any trees are damaged or where limbs are required to be trimmed or removed because of operations under this contract or because of interference with new construction, any cutting or removal of limbs or branches shall be done only with prior approval of the C.O..
D.
Protection of Existing Site:
1.
Solvents, oils, and other material which may be harmful to plant life shall be disposed of in containers and removed from the site. At the completion of the work, any contaminated soil shall be removed from National Forest Land and replaced with topsoil.
1.8
WEED PREVENTION AND CLEANING EQUIPMENT
A.
This work consists of washing and treating construction equipment and vehicles necessary for equipment transport to remove seeds, plants, and plant fragments before the equipment is used on Forest Service lands.
B.
Wash the sides, tops, and undercarriages of all construction equipment. Remove all seeds, plants, plant fragments, dirt, and debris from the construction equipment. Only equipment inspected by the Forest Service will be allowed to operate within the project area. All subsequent move-ins of equipment to the project area will be treated in the same manner as the initial move-in. This requirement does not apply to cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas off the National Forest.
C.
Equipment will be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Disassembly of equipment, components or the need for specialized inspection tools is not required.
D.
Notify the CO in writing at least 24 hours before moving any construction equipment onto the national forest. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning.
E.
Use methods of cleaning and locations for cleaning approved by the C.O.
F.
For work at a commercial washing facility, use an approved facility.
G. New infestations of noxious weeds of concern to Forest Service and identified by either Contractor or Forest Service, on the Project Area or on the haul route, will be promptly reported to the other party. Contractor and Forest Service will agree on treatment methods to reduce or stop the spread of noxious weeds when new infestations are found. A current list of noxious weeds of concern to Forest Service is available at each Forest Service office.
1.8 – MEASUREMENT AND PAYMENT
A.
There will be no separate pay item for mobilization (including equipment washing). Mobilization will be considered incidental to the work items in this contract.

B. Visual Requirements: Do not cut and patch construction in a manner that results in visual evidence of cutting and patching. Do not cut and patch construction exposed on the exterior or in occupied spaces in a manner that would reduce the building's aesthetic qualities. Remove and replace construction that has been cut and patched in a visually unsatisfactory manner.
PART 2 - PRODUCTS
2.1 MATERIALS
