Items of Discussion

· CO will be Judy Martin, COR will be Jason Ruybal

· Davis-Bacon Wage rates apply for this contract; rates vary per county so rates will differ, depending on work location.

· Contract will be a Request for Proposal, encourage all contractors to be responsive to evaluation criteria when submitting proposals.

· There is an error on the drawings. Sheet 3 or 5, Notes states “All sheet metal vent stacks shall be replaced with vent pipes that extend 3’ above roof ridge and 18” below floor slab”. This is incorrect. Vent stacks do not extend below the floor slab.

· Contract contains both base bid items and optional bid items. Optional bid items will be awarded if budget allows. Please give a price on all items.

· All debris generated from the site is Contractor’s responsibility and shall be removed from the project site.

· Contractor is responsible for verifying all chase dimensions, flashing details, and outside diameter of pipe dimensions.

· Contractor is responsible for securing and installing all relevant flashing and necessary items to ensure the pipe penetration through the roof is water-tight.

· Identified all construction sites associated with contract.

· Demonstrated how to get access to chase way through exterior windows.

· If needed, a staging area will be designated in proximity to construction sites.

· Lateral blocking is required between rafters to secure vent stacks in place.

· All sites will be accessible to a passenger vehicle when work begins.

· Contractor may gain access to vent stack by any means necessary, as long as finished product

· Camping may be allowed at campground sites upon written request from successful contract, relevant fees and regulations apply.

· Contractor may utilize existing sanitation facilities upon written request.

Questions and Answers:

Q: Can the vent stack adapter HDPE as supplied by Romtec be acceptable instead of the custom steel collars?

A: Contractor’s are to bid the job with the specified steel collar.

Q: Are any of the campground toilet accessible at this time? If not, is there a similar type in some other campground area that would be accessible to view and inspect?

A: At this time the contractor can only get to within the location, campgrounds are closed for the winter. Contractors may park at the gate and take a short walk to see the Arapaho Bay toilets or West Lake toilets. There are a few near Fort Collins that can be driven right up to and are the exact same model as what will be worked on.

Q: Would we be able to access the vent pipe through the inside of the restroom, or must the restrooms be able to remain in use throughout the construction?

A: It is acceptable to get to the vent stacks through the interior. You would be required to leave one side open at all times (finish one side and then move to the other).

Q: Do you have any of the restrooms available to look at which have the vent pipe exposed?

A: No, but we do have some with the stacks enclosed that are acessible this time of year.

Q: Was there a time frame or deadline for work completion?

A: Yes, work shall be completed within 120 calendar days from the Start Date annotated on the Notice to Proceed.

Q: What is the address for submission of proposals?

A: USDA, Forest Service, Intermountain EROC, Attn: George Jackson, 740 Simms Street, Golden, CO 80401.

Q: Under Section L-3 (a)(4) – can we include (i) and (iii) in the same binder for our submittal or do you want them separated.

A: Yes, items (i) a copy of the completed, signed offer (Sections A through K of the solicitation package) and (iii) a copy of the business/cost proposal may be submitted in the same binder.

Q: With the February start date; do you anticipate access issues with current weather / snow? i.e. your inspections?

A: Most of the locations are within campgrounds that are closed in the winter. Snow is not currently plowed in closed campgrounds. We would be willing to work with the successful contractor if they wanted to plow access to project site. Most locations are within 1/4 mile from plowed road so plowing would be minimal.

Q: Can the contractor gain access to the vent through the exterior wall?

A: Contractor can gain access through any means desired as long as finished project and objective is achieved.

Q: Replacing a panel on the existing interior wall will most likely not be of the same exact color (due to age) as the rest of the interior walls; is that acceptable?

A: We would prefer to use existing siding so it matches. You can replace a panel if you are able to reuse existing siding and windows.

Q: Will your inspectors be available by a certain time of day (say 2pm on a giving day) or will they be available at some point during the week? I am concerned that my crews will be waiting for an inspection before we can complete that particular restroom.

A: Inspectors will be available any time you need them if you give us a 10 day heads up so we can plan accordingly.

Q: The quantity of vent stacks in the Specifications is different then the line item quantity in the Schedule of Items, please clarify.

A: The correct number of vent stacks for the base item is 58.
