No road closures or major delays shall occur on the South Fork Salmon River Road during Salmon fishing season in the South Fork Salmon River. Fishing season generally begins around June 20th and operates until the Fish and Game stops the season, generally around mid to late July. Outside this time delays shall be limited to a maximum of two hours.
Material
156.02 Conform to the MUTCD and the following Sections and Subsections:
Construction sign panels
Retroreflective sheeting
718.01
Temporary concrete barrier
Temporary plastic fence
710.11
Temporary traffic control devices
718.22
156.03 General
For work performed outside the approved closure period, keep existing roads open to all traffic during road improvement work, and maintain them in a condition that will safely and adequately accommodate traffic. Delays may not exceed 2 hours at any one time followed by an open period of no less than the time necessary to let traffic pass. All work shall be performed between 7:00 AM and 8:00 PM, Monday through Friday, unless otherwise authorized by the Contracting Officer. If alternate routes are closed by snow, delay times may need to be reduced.
Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a traffic control plan in accordance with MUTCD Part 6A.01 has been approved. Post construction signs and traffic control devices in conformance with MUTCD. Assure that all required signs are in place and approved prior to beginning work on project.
If the Contractor allows public traffic to use a new road being constructed prior to completion, it will be considered an existing road for traffic control purposes.
Do not construct detours outside of the clearing limits or use alternate route detours without the approval of the CO.
156.04 Temporary Traffic Control. Install and maintain temporary traffic control devices adjacent to and within the project as required by the approved traffic control plan and the MUTCD. Install and maintain traffic control devices as follows:
(a) Furnish and install traffic control devices before the start of construction operations. The Forest Service will provide two signs for the contractor to install at each end of the road. The signs are made of plywood, are approximately 4 feet by 8 feet and they are orange and black construction warning signs that say:
ROAD CONSTRUCTION
NEXT 30 MILES
EXPECT DELAYS
2 HOUR MAXIMUM
DETOUR LANDMARK
JOHNSON CREEK TO YELLOWPINE
(a) All detours outside of clearing limits shall be approved in writing by the Contracting Officer as part of the traffic control plan.
(b) Install only those traffic control devices needed for each stage or phase.
(c) Relocate temporary traffic control devices as necessary.
(d) Remove or cover devices that no longer apply to the existing conditions.
(e) Immediately replace any device that is lost, stolen, destroyed, or inoperative.
(f) Keep temporary traffic control devices clean.
(g) Remove all temporary traffic control devices upon contract completion or when approved.
(h) When required, use flaggers certified by the American Traffic Safety Services Association, the National Safety Council, the International Municipal Signal Association, a state agency, or other acceptable organization. Perform the work described under MUTCD Part 6E. Use type III, VII, VIII, or IX retroreflective sheeting on flagger paddles. Do not use flags. Flaggers must wear high visibility safety apparel as required by MUTCD 6E.02.
(i) Maintain roadways and traffic control for public traffic during all periods when work is not in progress.
156.06 Acceptance. Public traffic work will be evaluated under Subsection 106.02.
Measurement and Payment
156.07 Do not measure Public Traffic for payment. Compensation is made as an indirect payment, and will be incidental to other pay items.

Crack seal and fill only when internal pavement temperatures are between 36 and 68 °F the road surface is dry, there is no frost in the road section, and the weather is not foggy or rainy.
Ensure the reservoir and crack are dry and free of dust, dirt and loose materials or deleterious matter adhering to the crack walls or remaining in the crack cavity so that the crack is clean and dry immediately before placing the backer rod, if applicable, and applying the sealant. The contractor shall use a hot-compressed air lance as specified in 414.03(c) for cleaning all cracks. The air must be free of oil and water. Blow or brush dry material off the pavement surface. Avoid damage to the adjacent pavement.
Heat, mix, and apply the crack sealing and filling materials as recommended by the sealant manufacturer. Apply sealant, filling the reservoir flush to the top, using a pressure type applicator. Submit a copy of the manufacture’s recommendations to the CO prior to the start of work.
Route and clean all transverse cracks unless otherwise specified by the Contracting Officer. Route cracks to produce straight ½” vertical walls and a 1 ½” wide flat bottom reservoir. Remove and dispose of the routed material. Place sealant material within 72 hours of routing using a low-modulus rubberized asphalt. Completely fill the routed cross section flush with the pavement surface.
The Contractor may use backer rod in cracks ¾” or wider or where the sealant penetrates more than two times the crack width for ½” -3/4” cracks. Backer Rod shall conform to 712.01(g).
For cracks with a width greater than or equal to 1 inch designated by the Contracting Officer, clean and fill flush to the existing surface with asphalt mix according to Section 401, 402, 403, 404, or 417.
Seal all visible cracks under 1 inch wide with elastic joint sealant unless otherwise specified by the Contracting Officer. Apply a sealant band of 2” width over the crack, such that the crack is centered under the band. Submit a copy of, and adhere to, the manufacture’s recommendations for heating and applying the joint sealant.
Use approved methods to protect all seal materials from being picked up by traffic. Open the completed work to traffic only when the sealant will not track. Repair or replace all seal work damaged by traffic at Contractor expense. Treat seal material tracked onto the road surface as directed by the CO.
