Any conviction of a sex crime, an offense involving a child victim or drug felony, will be grounds for denying employment or for dismissal of an employee in any position-serving children. EVALUATION FACTORS FOR AWARD

BASIS OF AWARD AND EVALUATION OF QUOTES

Quoters shall enter a price for all items listed in PRICING SCHEDULE. There will be one award from this solicitation.

The Government will issue a contract as a result of this Request for Quotations to the responsible quoter whose quote is the Lowest Price Technically Acceptable as prescribed in FAR 15.101-2 which is determined to offer the “best value” to the Government considering both price and other factors as stated below:

A. TECHNICAL CAPABILITY: This will include evaluating the offeror's proposed method of performing all required tasks to meet all contractual requirements. This will include evaluating the experience, professional licenses and resumes of key personnel. Also included in the technical capability evaluation will be the evaluation of the team’s substitutes, who will also be a part of the overall team. No written narrative will be required, instead an evaluation of each team member will be conducted to determine the overall team’s technical capability. Please refer to the Quoter Questionaire for additional quidance.

B. PAST PERFORMANCE: Contractor demonstration of having performed and successfully completed similar projects. Responses should be provided on the Quoter Questionaire with professional references provided, including telephone numbers.

Required Quote Documentation. "Successful Completion" will be based on the following factors:

B.1 Quality of Services: Demonstrated ability to perform services in accordance with the contract specifications. Conformance to good standards of workmanship.

B.2 Customer Satisfaction: Satisfaction of end users with the Contractor’s completed services.

B.3 Timeliness of Performance: Compliance with delivery schedules; reliability; and responsiveness to technical direction.

C PRICE AND COST

The Government will also look at Cost and Price which includes considering the cost/price information entered in Pricing Schedule. It is the Government’s intent to determine reasonableness and the quoter’s understanding of ALL the work required and the ability to perform ALL of the work stated under the contract. Any exclusions listed in reference to prescribed work, may remove the contractor from consideration.

This requirement is NOT set aside to Small Businesses Concerns as required by FAR 13.003 (b)(1), however in the event of equal quotes being received, where there is both an Other Than Business and a Small Business Concern, the award will be made to the Small Business concern over the Other Than Small Business concern.

In accordance with FSAR 4G13.106-2 preference may be given to potential vendors or suppliers if they are 8(a) or other small disadvantaged businesses.

The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received, or elect to not award at all. If necessary, the Government may conduct discussions with any or all quoters.

The Government may issue an order on the basis of quotes as received, without entering into discussions with any quoter. Therefore, each initial quote should contain the quoter's best terms and must speak directly to the evaluation factors listed.

Note: Those not submitting past performance information as outlined above may not be considered for award.

The Government intends to award a Firm-Fixed-Price contract resulting from this Request for Proposal (RFP) to the responsible offeror whose offer demonstrates an understanding of the technical requirements as defined in the Statement of Work (SOW), achieves a neutral or positive past performance rating, and offers the best value to the government including the base bid and all option periods.

The Technical and past performance, when combined, are more important than the price proposal.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
