REQUEST FOR INFORMATION QUESTIONS AND ANSWERS

SOLICITATION AG-82A7-S-14-0032; Columbia Basin Roof Replacement

Contractor #1 Questions

1. If the specified manufacturer allows the modified cap sheet to be solid mopped down versus torched down within the manufactures 20 year warranty is that allowed? No.

1. More comments to the two listed below and a follow up concerning the white roof coating and the 30 day grace period that has to occur prior to installation. The specification requires a 20 year manufacturer warranty, which does not require the coating. So it may be in the governments best interest to remove the roof coating, which will save quite a bit of money on the overall bid and eliminate the 30 day delay, etc. since the 20 year warranty is being provided whether the coating is included or not. Bid on the project the way the specs are currently written.

1. Also, drawing detail 3/A1.5 Roof Edge Flashing Detail is a scupper detail, which is not applicable to this roof, not a gutter detail and the entire roof needs gutter with new downspouts, so can you please provide the drip edge and gutter detail that you want installed so all bids are equal? Detail 3/A1.5 is a gutter detail, not a scupper detail. It is cut-away view of the gutter, which is why only 2’ of the gutter is shown. Spec 076200 lists shape and sizes of gutters and downspouts. This should be sufficient for bidding purposes.

1. The roof plan does not scale easily, what is the scale drawn or can you post a set that reflects the perimeter measurements/lengths for reference and compare to our field verification? Both the demo plan and the rehab plan have scale bars for reference. We do not list measurements for roof plans. It is up to the bidder to visit the site and take necessary measurements.

1. Are there any pictures available of the underside of the roof from the interior, so trusses and structure can be referenced? See attached files.

Contractor #2 Questions

RFI # 001

(1) Drawing # T1.0 . Location Map looks to be different project location. Highway 101 is on Washington Coast this project is in center part of state.

Please review and get back to us. You are correct. That is the wrong location map for this project. The address for the Center is 24th Ave NE, Moses Lake North. Directions from Moses Lake are attached.

RFI # 002

(2) See page 5 of 25 Section C states BLDG 2402. See T1.0 states Building # 3604. Please confirm correct building # and if location given on page 5 of 25 is correct address location. #2 under Section “C” on page 5 needs to be changed to say “Bldg #3604”.

RFI #003

(3) Found in item #11 under Solicitation offer and award page 1 of 3. Calendar days and complete within 120. This project has 2 parts Base bid for roof and Alternate remove and replace existing concrete type stucco side walls. Contractor request if alternate is taken to replace stucco time line is extended. Note many locations contractor could not be working at same time like wall surface between lower and upper roof areas. Up to 30 days can be added to the contract.

RFI #004

RFI # 006

(6) Spec Section 010150-2. 1.8 Permits.

(a) If this project is on federal land are permits required .

(b) If permits are required is project location City or County.

(c) Confirm ON Electrical work required on this project. Typically, the only permits we seem to pull are electrical permits. We want the electrical work inspected by the state inspector. We do not have qualified inspectors for electrical work. To get a state inspection the contractor in most states needs to pull an electrical permit and a state inspector will only look at work if it is performed by a licensed electrician, which is another of our requirements. FSM 7611.3 para 2 requires “Construction, alteration, or repair work performed by contract or through cooperative agreements, memorandums of understanding, and so forth, shall be accomplished by State or local licensed electricians.” By requiring the electrical permit we are removing concerns that licensed electricians may have about performing work.

FSM 7611.3 para 3 requires inspection of all electrical work regardless of who performs the work.

I am not as concerned with the project location as long as the work is inspected. In most of our work is inspected by the state inspector.

RFI #011

(11) Is contractor allowed to claim weather days . Note this area is in high wind & Hi Heat location so part of concern is not only for Rain but Hi wind and Hi Heat days. Yes, weather days are allowed.

Please clarify correct amount of days for project and as to when they start, Also please first review our RFI # 3 concerning days for alternate if added to contract. 120 day duration with additional 30 days for alternate.

RFI #016

In review of project documents Contractor Dose Not Find good Faith Survey for Asbestos related products. Please provide good Faith Survey for existing material on Roof and existing EFIS walls to be removed Not that I am aware of. Matls Study done when center was switched from BOR to FS. Nothing listed for the mech hoods.

If asbestos is in encountered that would be a Differing Site Condition and a change order would be negotiated for any additional work.

RFI #017

What is cutoff date for questions. March 28, 2014.

RFI # 018

Contractor went to project site and viewed this building. Looking at drawing A1.1 drawing 2 of 6. Scale on drawing doesn’t fit drawing on this page Building is larger than scale would have it. Please resend this drawing with correct scale. Note Building is much larger than scale would have you think. Designer on detail and drawings are packed. Can’t provide drawings at this time.

RFI #019

See drawing A1.1 Sheet 2 of 6 Note 12 Remove existing Mechanical rooftop devices. This question has several parts see below

(a) Has good faith survey been done on these unites for toxic materials such as lead paint, or Asbestos. IF NOT Please provide Not that we are aware of but if encountered it would fall under differing site conditions. Matls Study done when center was switched from BOR to FS. Nothing listed for the mech hoods.

(b) Is any mechanical duct from below roof line hooked these units. If so provide more detail. NO - all ductwork has been removed.

(c ) Provide weight for each mechanical unit to be removed. Unknown

(d) Does contractor turn over these mechanical devices to owner when they are off the roof. (e) if so is contractor to move them to government location. Read A1.1 and the specs. If the unit is to be re-installed, contractor has to protect it until then. For units that don’t get reinstalled, contractor is to remove them from Gov’t premise (covered in Demo spec)

RFI #20

See Drawing A1.1 Sheet 2 of 6 . Note 3 Protect existing Electrical. Electrical goes to light that is mounted to existing roof. Note many more lights are mounted same as this one but no call out on plan. All of these lights would need to be removed during reroof and electrical locked out until demo and new roof is installed. No electrical spec in documents Provide electrical spec for lock out tag out and identify all other lights that will need to be removed. We typically do not provide a lockout/tagout spec with electrical remodel or demolition work. The requirements for safe performance of work is handled by NEC, OSHA, and industry practices. There are many hazards encountered through the work that we do not provide guidelines or specifications to cover. I don’t see a need for that specification. We should identify lights or other devices that we know will require removal and reinstallation by the contractor as part of the project. If we add the typical note, it will only apply to those items shown on the drawings and would not cover items not shown.

RFI #021

See A1.2 , Sheet 3 of 6 Detail P6 , Note 8 Protect existing conduit. At location electrical comes out of building electrical wires are exposed. Provide direction to correct. JCC will correct during the project.

It is unknown what fluid types are required by each HVAC unit. Each device should say on it what type of fluid it uses.
