PRE-PROPOSAL MEETING SCHEDULED FOR MARCH 4, 2010, 10:00 AM (SEE PAGE 70 FOR DETAILS).

ALL ACREAGES WILL BE MEASURED USING A “GEOGRAPHICAL POSITION SYSTEM” (GPS) AND ARE DETERMINED ON A HORIZONTAL PLANE WITHIN PLUS OR MINUS FIVE PERCENT.

PERIOD OF PERFORMANCE SHALL BE A SPECIFIED NUMBER OF CALENDAR DAYS PER EACH TASK ORDER, FROM ISSUANCE OF NOTICE TO PROCEED.

INDIVIDUAL TASK ORDERS WILL BE ISSUED FOR VARIOUS PROJECT AREAS. PERFORMANCE SPECIFICATIONS MAY VARY BY TASK ORDER.

OFFERS WILL BE EVALUATED ACCORDING TO THE EVALUATION FACTORS LISTED IN SECTION M. OFFERORS SHALL INCLUDE WITH THEIR RESPONSE A COPY OF A VALID CERTIFICATE FOR MIGRANT SEASONAL WORKER PROTECTION ACT (MSWPA). OFFERORS SHALL BE REGISTERED IN CCR (CENTRAL CONTRACTOR REGISTRATION) AND ORCA (ONLINE REPRESENTATIONS AND CERTIFICATIONS) DATABASES (SEE SECTION G).

(b)(1) If the clause at 52.204-7, Central Contractor Registration, is included in this solicitation, paragraph (c) of this provision applies.

(2) If the clause at 52.204-7 is not included in this solicitation, and the offeror is currently registered in CCR, and has completed the ORCA electronically, the offeror may choose to use paragraph (c) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. FAR 52.216-1 Type of Contract (APR 1984) The Government contemplates award of a Firm Fixed-Price contract resulting from this solicitation.

AGAR 452.237-71 Pre-Bid/Pre-Proposal Conference (FEB 1988)

(a) The Government is planning a pre-bid/pre-proposal conference, during which potential Offerors may obtain a better understanding of the work required.

(b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference. However, Offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated.

(c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 33 of this solicitation be contacted and advised of the number of persons who will attend.

(d) The Government assumes no responsibility for any expense incurred by an Offeror prior to contract award.

(e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the Offeror to seek clarification prior to submitting an offer.

TECHNICAL CAPABILITY

Technical Capability: Offerors should submit technical capability that provides information on the ability to perform the work of the contract.

· Explain how your company would approach this type of work, how you would measure success, develop a quality control plan (inspecting your work as you go, documentation as inspections are performed), and list any expertise your company has that would assist with understanding how well the work would be performed.

· Develop a plan of operations (crew size, equipment, where to start the project, etc.), what method of communications you will have (radios, phones, etc.), what personal protective equipment will be provided to employees (see requirements in Section H).

· Develop a safety plan for operations and employees (use resources available on internet)

· Explain how you train your crews and list any expertise they have.

SECTION M – EVALUATION FACTORS FOR CONTRACT AWARD
