OVERVIEW
This solicitation will result in Performance Based, Indefinite Delivery - Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) as best meets the needs of the Government as determined by the awarding Contracting Officer. These contracts will have a base period, which runs through May 31, 2018 and four option years, which if exercised could extend contract performance through May 31, 2022. There is no guarantee that any options will be exercised by the Government.
Individual task orders may be awarded on a single source basis, or competed among MATOC awardees. The Government expressly reserves the right to limit competition in order to meet minimum contract obligations or as may otherwise be determined to be in its best interests. In some instances a contractor may be the primary service provider for a Ranger District, in others they may be an alternate source. These determinations will be based on price, past performance, technical capability/capacity and schedule/availability and are not subject to protest.
Primary/alternate status may be adjusted over the life of the IDIQ based on performance and adherence to schedule commitments. Prices are subject to negotiation on any competed task orders.
The Government reserves the right to adjust the quantity ordered on any task order based on the availability of funds.
Offerors may quote on any or all items for one or multiple Ranger Districts. Offerors may also limit the total amount of work they might accept by addressing any such limitations in their Technical Proposal. When quoting on multiple items, offerors shall identify the priority of those items and the maximum amount of work that may be undertaken.
AUTHORIZED ORDERING ACTIVITIES: Task orders may only be issued by warranted contracting officers or purchasing agents on behalf of the Kisatchie National Forest.

PERFORMANCE WORK STATEMENT
SECTION I - GENERAL DESCRIPTION
SCOPE OF CONTRACT
The purpose of the proposed contract is to provide an array of vegetation management/wildlife protection services to the Kisatchie National Forest as detailed in the Schedule of Items and this Performance Work Statement.
PROJECT LOCATION
a) The project is located on Ranger Districts of the Kisatchie NF, with headquarters in Pineville, LA.
b) Specific locations, unit data, and maps will be supplied with each task order. Most boundaries have been previously marked by hanging flags on trees or by orange paint slashes on sides of trees, spaced approximately 20 to 100 feet apart, around each area. Others may have fences, roads, timber age changes, or natural structures which have been used as boundaries.
c) Acreages listed on each task order will have been determined by closed traverse, planimeter, or global positioning system (GPS). For purposes of this contract, quantities listed on each task order are considered actual acreage and not an estimate.
PROJECT ACCESS
a) The project area shall be accessed by Forest Service Roads. The Forest Service assumes no obligation to perform any special maintenance in order to keep roads open. Stands are accessible by some combination of 2- or 4-wheel drive vehicle and foot travel.
b) The National Forest’s Motor Vehicle Use Map (MVUM) for the individual Ranger Districts (available upon award) provides open road information. The Contractor will be issued a Forest Service key in order to access those roads that are seasonally closed by gates. Forest Service roads that are permanently closed by earthen berms or some other obstruction will have to be accessed by foot or, if available, UTV.
c) Contractors are subject to the same rules as Forest Service personnel regarding the use of off-road vehicles and must use only utility task vehicles (UTV) or side by sides. These vehicles differ from all-terrain vehicles (ATV) in that UTV payloads run from 800 to 1,350 pounds above the operator/passenger’s weight.
UTV also have roll-over protection and seat belts unlike ATV.
d) If the contractor must unlock a gate, the Contractor is required to relock the gate upon entry and egress.
WORK PERFORMANCE TIME
All work shall be performed during the time period of one-half hour after sunrise to one-half hour before sunset, Monday through Friday, unless time changes are approved by the COR. Completion dates/contract time will be designated within individual task orders.
SALVAGE RIGHTS
No salvage rights exist under this contract.
RE-MEASUREMENT
The Contractor may at any time after issuance of a task order request re-measurement of an area in writing.
Payment will be based on the re-measured acreage, except no adjustment shall be made for less than 1 acre.
The Contractor shall pay for the cost of re-measurement if the resultant increase is less than 10 percent. Method of re-measurement will be determined by the Government.
PAYMENT
Payment for performed work will be based on actual acres completed by the Contractor and accepted by the Government.
PERFORMANCE OF SIMILAR WORK BY GOVERNMENT
Nothing in this contract restricts the Government from performing any of the work with its own organization and workforce.
CONTRACTOR REPRESENTATIVE
The contractor shall provide a contract representative for the performance of the work. The name of this person and an alternate(s) who shall act for the contractor when the contractor is absent shall be designated in writing to the contracting officer. The contractor representative or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contractor representative and alternate(s) must be able to read, write, speak, understand English, and communicate with his crews.
PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND
IMPROVEMENTS
a) The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place.
b) The Contractor shall protect from damage all existing improvements and utilities (1) at or near the work site, and (2) on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
Cleaning Up The Contractor shall at all times keep the work area, including storage areas, free from accumulations of waste materials. Before completing the work, the Contractor shall remove from the work and premises any rubbish, tools, equipment, and materials that are not the property of the Government. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the Contracting Officer.

5.2.1 PINE CONTAINERIZED
Tree planting can begin once there is sufficient soil moisture to support newly planted trees. Planting may occur anytime between mid-October to mid-March.
The protection, care, handling and planting of seedlings is in accordance with procedures that are considered standard forestry practices.
The Contractor shall plant all trees ordered and delivered to the planting site within twenty-four hours of delivery unless otherwise approved by the COR or Inspector. When the COR determines that conditions are unsuitable for planting, the contractor shall return all unplanted trees to the delivery point with no penalty for delay in planting the delivered trees.
Contractor will load and unload seedlings.
If conditions are outside the following range of preferred weather conditions, then the contractor shall take additional precautionary measures in the care and handling of seedlings.
Air temperature of 33 – 75 degrees F.
Relative humidity between 30 – 50 percent.
Wind speed equal to or less than 15 miles per hour.
Stack seedlings in the shade while on planting site.
Seedlings are to be planted in evenly spaced rows, with even spaces between seedlings, more or less. Best placement is desired over even spaces. If planting is being completed within uneven-aged stands, seedlings will be planted in rows evenly spaced within opening occurring in the stands.
Spacing may change with each planting site. Examples of possible tree spacing is shown in the table below, but the most common spacing will be 6’ X 9’ or 807 trees/acre.

Planting Standards for Containerized –
• Seedlings should be carried in seedling bag or other suitable container that will allow the seedlings to be kept moist and protected.
• Seedling roots must be kept moist at all times prior to and during planting.
• Seedlings should not be carried in the tree planter’s hand with the roots exposed.
• Remove seedlings from the seedling bag one at a time.
• Only one bag/bundle of seedlings per person shall be opened at one time. Bags of seedling shall be kept sealed prior to planting of the seedlings. Partially used bags will be kept closed to prevent exposure of the seedlings to the air. If any bag is torn, snagged or otherwise opened, the Contractor shall immediately patch or reseal it.
• One pine seedling should be planted in a trash-free hole.
• Trash such as leaves, litter, duff etc. will be removed in a one-foot square area surrounding the planting hole.
• Planted seedling should not be leaning.
• Seedlings shall be protected at all times from drying, heating, smothering, freezing, crushing, drowning, abrasion, rapid temperature fluctuations or contact with injurious substances, i.e. gasoline, oil, or diesel fuel.

• Soil moisture should be at least six inches deep.
• All planting areas in and adjacent to windrows, tops and rocks shall be planted.
• Do not plant within clearing limits of any designated system road or powerline right-of-way or within 15 feet of fence, or existing tree line.
• Do not plant in standing water.
• Seedlings shall not be planted within twelve inches of large mounds of dirt, holes or stump holes large enough to hamper root growth of seedling.
• Containerized seedlings will be planted using a tool that will prepare a planting hole the same shape and size of the seedling plug.
• Containerized seedlings will be shipped from the nursery in wax-coated boxes containing 250 to 300 seedlings per box.
• The soil medium within which the containerized seedling was grown in the nursery, called a plug, must remain intact with the root system and must remain moist during the planting operation for good seedling survival.
• The seedling plugs should be planted to be flush with ground level. An acceptable variance is within ¼ inch above or below the ground line.
• The native soil around the seedling plug shall be firmed up, but do not step on the seedling. Seedlings must be planted so as to withstand being pulled by the terminal group of needles.
The ideal pine seedling is a balanced, sturdy stemmed, medium-sized seedling 7 to 13 inches in height with a well-developed, fibrous root system contained within the seedling plug.
Minimum Quality Measure Stem Length 5 inches Root Collar Diameter 1/8 inch Plug Length 3.5 inches Lateral Roots Abundant Winter Buds Present
Cull seedlings that do not meet the minimum criteria listed above as well as seedlings with forked tops or other noted undesirable traits.
Do not shake off or remove soil contained within the seedling plug.
5.2.3 HARDWOOD PLANTING
The following procedures for the protection, care, handling and planting of seedlings are considered standard forestry practices.
Tree planting will begin once there is sufficient soil moisture to support newly planted trees.

Best placement is desired over even spaces. If planting is being completed within uneven-aged stands, seedlings will be planted in rows evenly spaced within opening occurring in the stands.
Care and Handling of Seedlings
• Seedlings shall be protected at all times from drying, heating, smothering, freezing, crushing, drowning, abrasion, rapid temperature fluctuations or contact with injurious substances, i.e. gasoline, oil, or diesel fuel.
• Seedlings must be handled, stored and transported in a manner to protect them from sun and wind and to maintain the air temperature of bags/bundles between 32 and 70 degrees Fahrenheit.
• Tree seedlings shall not be removed from shipping containers until needed for preparation for planting.
• Seedling roots must be kept moist at all times prior to and during planting.
• Do not damage seedlings by hitting or striking the roots to remove soil or packing medium.
• Tree seedlings shall be planted without further root or top pruning or culling. If pruning is necessary, the condition shall be immediately reported to the COR or Inspector.
• Tree seedlings in planting bags shall have only their tops exposed.
• Tree seedlings shall be gently removed, one at a time, to prevent stripping or other injury, and quickly and gently inserted into the planting hole.
• Planters shall not carry trees in the open between planting spots nor shall they throw seedlings to other planters to plant.
Planting Standards for Hardwood
• Plant all areas according to preferred spacing listed on the task order or designated by the COR, generally ranging from 100 to 200 per acre.
• Plant one seedling in a trash free hole. The hole should be deep enough to accommodate the entire root system.
• Seedlings shall be planted so that no roots are exposed.
• Plant seedlings in a manner to prevent twisting roots, “L” roots, “J” roots, or balled roots.
• Using soil from the hole, pack soil (by hand) firmly around the seedlings roots as the hole is refilled insuring there are no air pockets and that lateral roots are pointed down and not broken (do not pack seedlings by using heel). Trash should not enter the hole during planting.
• Seedlings shall not be planted in standing water over 1 inch deep.
• To avoid possible root damage, do not use the planting tool to maneuver the roots of a seedling into the planting hole.
• Seedlings shall not be planted within 12 inches of large mounds of soil, rocks, or stump holes large enough to hamper root growth and development.
