Sample Project: Feasibility Study for NRM Migration to Cloud

IT Solutions Support

1. Project Business Needs: NRM is turning to a “converged infrastructure” technology to consolidate data and applications in a cloud environment. NRM needs to develop options and begin planning for migrating all or part of our applications, data, and services to a cloud computing environment. (Cloud computing refers to a pay-per-use model for enabling on-demand access to technology resources (servers, storage, and software) via a (wired or wireless) network.) We will need to coordinate our planning with both USDA NITC , FS CIO and USDA CIO plans for implementation of cloud computing to ensure coordination and avoid duplication of efforts. NRM requires a roadmap that outlines the major milestones, including identification of issues affecting the migration with suggested mitigations and a suggested migration plan. Issues will include: potential hosting sites, both government and commercial; price trade-offs; security; interfaces with external data centers and systems (Citrix, EDW, FMMI, CPAIS); operations; Back-up and disaster recovery plan.

2. Project Description/Objectives: The project objective is to study options for NRM migration to a cloud computing environment, develop a roadmap describing the major milestones and issues affecting such a migration, and present a suggested migration plan.

3. Project Deliverables:

a. Produce a feasibility study investigating cloud options and capabilities.

b. Identify risk issues and suggested mitigations.

c. Develop and present a suggested migration plan. This plan would include:

1) Building an inventory of NRM IT assets and applications and developing a plan to consolidate resources into a shared services environment as appropriate

2) Determination of which applications can be virtualized and how to maintain those that cannot be virtualized.

3) Elimination of duplicative IT services and consolidation of assets, specifically servers and networks

4) Automated software configuration tools for server setup

4. Project Assumptions and Constraints

a. NRM migration plans must be coordinated with USDA and FS CIO plans

b. Direction from USDA is that USDA’s National Information Technology Center (NITC) must be considered as the first choice for cloud services, but that commercial services will be an option.

c. 80 percent or more of NRM’s workload still resides in legacy systems. Transitioning to a cloud environment will require changes to work streams that have been in place for many years. This will require new ways of thinking about these workloads and time to adapt to a new system.

d. NRM must optimize cost savings from cloud-based purchasing and usage while maintaining security and compliance with IT guidance.
