APPENDIX A – Forest Service Installation Standards
Antenna
1. The antenna shall be provided by the FS Radio Shop.
2. The antenna shall be installed in accordance with the manufacturer’s recommended instructions.
3. The antenna should be mounted as close as possible to the ground plane center as to provide for the most near omnidirectional transmission pattern practical. For vehicles in which this is not possible, the Contractor will contact the FS Radio Shop for best suitable alternate location.
4. The antenna should not interfere with operation of the roof racks, roof lighting, light bars, etc.
5. The antenna cable should be routed in such a way as to avoid issues related to the deployment of any airbag restraint systems.
6. The antenna should be mounted at least one antenna length away from any other antenna.
7. The Contractor shall provide written test results of Voltage Standing Wave Ratio (VSWR) or forward and reflected power when transmitting from the installed radio in the 162–174 MHz frequency range. Project channel is typically in this range on the Rogue River-Siskiyou, Umpqua, Willamette and Siuslaw National Forests.
8. The measured SWR shall be less than 1.5 to 1.
Antenna Connectors:
1. Antenna connectors shall be a solder/crimped on type. The antenna coaxial connector must fit the radio connector. Adaptors are not to be used except in the case of clearance problems; in this case, a right angle adaptor is acceptable.
2. Connectors shall be installed in accordance with manufacturer’s instructions using the proper tooling recommended by the connector manufacturer.
3. Antenna cable length should be sufficient to reach the radio location with a minimum of three (3) additional feet of cable slack. Slack in excess of five (5) feet is prohibited.
4. Excess coax cable will be secured with tie-wraps and stowed in such a way that it is not a snagging or tripping hazard.
Cabling:
1. All exposed cabling in the vehicle’s engine compartment and/or otherwise exposed to potential damage shall be run in a protective sheath (i.e., split loom tubing) and attached every 6 to 8 inches with tie-wraps.
Power Source:
1. Acceptable power lead connection points are:
a. Fuse block accessory bolt.
b. Fuse block junction bolt.
c. Starter relay bolt.
d. An unused location on the fuse block in engine compartment.
e. Relay. Relays will be used in some Forest locations, as defined by local standards. In such cases, ignition switched connection points will not be used except for ignition sense on power relays.
2. A new factory power harness shall be used at all times.
a. Splicing of power cable feeds is discouraged but not prohibited; this technique will be used only under scrutiny of local technicians.
b. If the cable harness length is insufficient, additional length can be made by wrapping bare wire ends and soldering them together.
i. The splice shall be covered with adhesive lined heat shrink extending beyond the splice area by a minimum of two (2) inches each per side.
ii. The power harness extension cable will be of a wire gauge the same size or greater than the factory standard power harness.
c. Butt splices can be used inside the vehicle passenger compartment provided that they are only used in an area that is not susceptible to potential debris or water damage. Installing butt connectors under floor mats is prohibited.
d. Vampire type tap connections—either onto a fuse or into the existing power wiring—are not acceptable.
3. Penetrating the firewall by making a hole through an existing boot is acceptable; however, it must not interfere with the operation of the vehicle and must remain in the original factory condition. New holes through metal must be protected with a grommet and sealed in place using a silicone rubber-based product.
4. If uninsulated electrical connections are used inside the engine compartment, they shall be soldered and the connector and wire shall be covered with adhesive-lined heat shrink for a minimum of two (2) inches up the wire. Sufficient heat must be applied to heat shrink so that adhesive is visible at ends.
5. Excess power cabling will be trimmed to two (2) feet or less of needed, secured with tie-wraps, and stowed in such a manner that it does not present a snagging or tripping hazard.
6. Maximum voltage drop allowable during a transmit cycle will not exceed 10% of resting battery voltage. (Voltage to be measured at the radio connector.)
Fuses:
1. Fuse holders and fuses will be provided to the Contactor.
a. The power line shall have an inline fuse within one (1) foot of the source connection point.
b. Crimp connectors are acceptable for the fuse holder if they are crimped with a Kline Tool 1006 or equivalent.
c. All non-insulated connectors shall be crimped, soldered and covered with heat shrink.
Power Return Ground Lead:
1. Acceptable ground connections shall be made to the factory supplied ground point near the vehicle battery.
2. Terminated ground connections will be covered by a thin film of NO_OX Compound.
3. The use of self-tapping type screws to make ground connections with the chassis is prohibited.
4. Ground lead splicing is prohibited.
Radio Mounting Considerations:
1. Radios shall be mounted using an appropriate mounting device, which varies depending on the vehicle.
2. Radio mounting bracket screws will be selected and mounted so as not to cause damage to any vehicle component or wiring harness.
3. Radios must be mounted and secured in such a way as not to subject the radio to excessive vibration.
4. Mounting radios either on the dashboard or on the vehicle’s ceiling is prohibited.
5. The radio will be mounted so that the display can be read by the driver as well as the passenger, whenever possible. Ideally, the radio will be centered so that both the driver and passenger can reach it.
6. The mounting location should not interfere with seat adjustment, shifter, controls, air vents, or power source (lighter socket). The blocking of access to cup holders or ash trays should be avoided if at all possible but is not prohibited.
7. Radios, external speakers, and microphone holders shall not be placed in such a way as to interfere with the discharge path of the on-board air bag safety restraint systems.
External Speakers:
1. External speakers will be installed in all vehicles with very few exceptions as determined by the FS Radio Shop. The speaker should be located such that:
a. It will not be damaged from normal vehicle loading and unloading.
b. It will not obstruct or reduce foot space.
2. Excess speaker cable should not be trimmed; instead, it should be secured in such a way as to ensure it does not present a snagging or tripping hazard.
Hand Microphone and Hanger Location:
1. Ensure that mounting screws and hardware do not interfere with or have the potential to cause damage to vehicle components or wiring harnesses.
2. Hand microphone should be located:
a. So the driver and passenger can easily reach it.
b. So it does not interfere with shifter, signal, or controls.
c. So it does not interfere with the on-board airbag deployment safety systems in any way.
Radio Programming and Operational Verification and Documentation Requirements:
1. Tests to be performed include:
a. Transmitter Power Output is verified to be greater than 35 watts and less than 50 watts.
b. All controls and buttons for proper function.
c. All cables for neatness and functionality.
d. Antenna coax connection for proper installation.
e. Antenna (VSWR , <1.5 to 1 in the 162–174 MHz range or no less to .5 of watt reflected per frequencies assigned by local shop).
f. All installations are to be “talk tested” through a local repeater.
g. Provide written documentation for each radio installed, including the following information:
1. Radio serial number
2. Vehicle ID number
3. Transmitter/Receiver/Antenna Test Results, as stated above.
2. Any test equipment used in the above checks shall have accuracy traceable to the National Bureau of Standards. All test equipment shall be calibrated. Calibrations shall be current. All test equipment must have a label verifying the date of last calibration.
3. Issues not directly attributable to the install will only be corrected after contacting and receiving approval from the FS Radio Shop. Any work performed by the Contractor before such approval is received shall not be paid. The approved corrections will be billed in quarter hour (15 minute) increments.
