A Pre-Bid Conference and Site Visits were held in the City of Corsicana, and in Navarro County, Texas and at two project sites, on June 28, 2010. The following information was reviewed with the contractors at the showing, which covered administrative notes, Safety, the Construction Specifications, the construction drawings and a site visit. Included is list of individuals that attended the site showing. The following information shall be used in the preparation of your bids.
It is the contractor’s responsibility to download all documents from Federal Business Opportunity website, www.fbo.gov. Any documents passed out at the Site Showing were DRAFTS.
1. Page 6, Inspection of Construction - This clause is included by reference. Key points: “…(c)
Government inspections and tests are for the sole benefit of the Government and do not—
1. Relieve the Contractor of responsibility for providing adequate quality control measures;
2. Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
3. Constitute or imply acceptance; or
4. Affect the continuing rights of the Government after acceptance of the completed work under paragraph (i) below.”
Each site will be inspected and accepted as completed, thus relieving the contractor of future storm damage.
2. Page 7, Commencement, Prosecution, And Completion of Work - There are 97 calendar days of performance time. Work must start within 10 days after receipt of notice to proceed. The NTP is expected to be issued o/a August 9, 2010.
A Pre-construction meeting will be conducted, o/a August 5, 2010.
4. Page 7, Variation in Estimated Quantity – On unit priced items, there is a 15% VIQ, in which the quantity within the 15% +/- of the estimated quantity will be paid at the unit price.
5. Page 9, Maximum Workweek - Construction Schedule - The maximum workweek that will be approved is 11 hours per day, Monday through Saturday, excluding federal holiday days. Federal shutdown days are provided in the event they are needed. These days are NOT included in the period of performance and will be added in by modification as needed.
6. Page 9, Accident Prevention - A written plan for implementing the Accident Prevention clause will be required before commencing work. The Contractor will comply with applicable OSHA safety regulations and the NRCS Supplement to OSHA Parts 1910 and 1926. NRCS has a “fill-in-the-blanks” standard safety plan that the contractor can use.

Payment is based on the information the Contractor has provided in the Center Contractor Registration. It is your responsibility to ensure the database is current and correct.

Performance and Payment Bonds – Construction, page 17) – A 100% payment and performance bond are required, within 5 days after contract award. The costs of the bonds are reimbursable, upon receipt of the paid invoice. Include the costs of the bonds under Construction Specification 8, Mobilization and Demobilization, as there is not a separate bid item.

Please make sure you provide your DUNS number on the front of the SF 1442. Fax bids are not accepted. The Bids MUST arrive no later than July 26, 2010 at 2:15 pm CST. Please note on the front of your envelop the Solicitation Number.

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $801.00 for a single crew for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

3. Contract Bid Items and Construction Specifications
Special Contract Requirements
ACCIDENT PREVENTION AND SAFETY, SUPPLEMENT TO OSHA PART 1926 AND 1910 Construction Industry Standards and Interpretations
The Contractor shall comply with applicable OSHA safety regulations 1926. The Contracting Officer will notify the Contractor of any noncompliance with these requirements. If the Contractor refuses to comply with these requirements, all or part of the work may be suspended until corrective action is taken.
The Inspector and Project Engineer will have delegated authority to suspend work for any noncompliance with safety requirements that poses a serious or imminent danger to the health or safety of the public and/or personnel of the Contractor, NRCS, or local Sponsors.
The Supplement to OSHA 1926 and 1910 emphasizes several specific safety items which must be understood by the Contractor prior to bidding this job. Among these items are the requirements for:
1. Written plan for accident prevention and safety (CO must approve prior to beginning work).
2. First aid certificates
3. First aid facilities
4. Safety Meetings, weekly “tool box” and monthly
5. Dust control
6. Rollover protective structures
7. Backup alarms
8. Restroom Facilities
Hard hats shall be worn on the job site at all times and equipment shall be outfitted with working backup alarms, seat belts, and approved roll-over protective structures.
All equipment shall be inspected by the NRCS Construction Inspector prior to use on the project.
Equipment shall be inspected at the job site.
452.236-76 – SAMPLES AND CERTIFICATES
Certificates and test data shall be submitted to show compliance of materials and construction specified in the contract requirements. Materials or equipment for which samples, certifications or test data are required shall not be used in the work until approved in writing by the Contracting Officer.
The following information was reviewed with the contractors at the showing, which covered the Construction Specifications, Drawings, Material Specifications, Corrections to the Solicitation and the Site

Visit. Please use this information along with the question and answer section for the preparation of needed amendments to this solicitation.
All of the Construction and Material Specifications are listed on page 29 of 37 in the solicitation.
Not all of the Construction Specifications have a corresponding Bid Item. Some of the bid items have subsidiary items of work, which means those items are required to be accomplished but the payment for those items are included under another Construction Specification.
All Bid Items and specifications reviewed.
Each bid item was discussed briefly.
CLEARING: As per section 8, item a, Clearing, Part 1, item consists of all clearing and designated debris removal required within the work limits, and as necessary to construct the works of improvement. Part 3 states that the last sentence of Section 4 does not apply. It has been changed to trees currently standing and uninjured will remain unless interfering with work. All state, county, and local burning laws, ordinances and requirements shall be met. Part 5, states payment for this item shall be made in bid item for Site Preparation.
POLLUTION CONTROL: As per section 8, item a, Pollution Control, Part 3, a written plan shall be submitted and approved prior to the start of construction operations. It shall at a minimum consist of proposed sequencing of operation to minimize duration and size of disturbed areas. Part 4 states that payment for this item shall be made in the bid item for Rock Riprap, Timber Headwall, Sand Cement Bag Riprap, and Cement Stabilized Sand.
CONSTRUCTION SURVEYS: As per section 9, item a, Construction Surveys, Part 1 states that method 2 shall apply which states that contractor performs the surveys. Part 2, states that all surveys shall proceed from benchmarks, reference points and or stakes set or established by the Government. Part 3 states that the location of structures shall be to the nearest 0.1 foot or as determined in the field by the engineer. Part 4 states that payment for this item shall be made in bid item for Rock Riprap, Timber Headwall, Sand Cement Bag Riprap, and Cement Stabilized Sand.
MOBILIZATION & DEMOBILIZATION: As per Section 4, item a, Mobilization and Demobilization, Part 1a:
contractor may utilize the existing county road right–of-way at the site locations for project staging and storage.
The contractor shall not block driveways or other access points to the county road, and shall not utilize the right-of-way areas beyond those closed for the work. Part 2a, states that all debris, trash, etc. resulting from construction operations shall be removed from the work site and disposed of at an offsite location as approved by Navarro County. Part 2b states how disturbed areas shall be smoothed and finished to prevent diversion of surface runoff and the standing or ponding of water. Part 2d states that all temporary fences shall be removed. Original fences shall be restored to equal or better than pre-construction conditions.
Part 3, states payment shall be provided as follows: Payment for documented upfront cost can be made on the first invoice. The remainder of the Bid Unit Price will then be divided by the number of sites. This amount should be invoiced at the completion of each site. An example of the above would be if the bid item price was $40,000.00 and the contractor could provide documented eligible cost for $15,000 he would submit this amount for payment with his first invoice. The remainder of the bid unit price would be $40,000.00 minus $15,000.00 which would equal $25,000.00. This figure should be divided equally among the 10 remaining sites for a value of $2,500 each.

TRAFFIC CONTROL: As per section 7, item a, Part 1, Contractor must provide a traffic control system and route traffic through the construction area without excessive delay. On Site N2-5, there needs to be through access for traffic at all times. Part 2, states that all of the items for traffic control shall be maintained for the control of traffic. These items shall be provided for public safety, and shall comply with the requirements of the Texas Manual on Uniform Traffic Control Devices for Streets and Highways. Part 3 states that a written plan shall be approved prior to the start of construction. This plan shall at a minimum include the areas or extents proposed for use at each site, duration of road closures, temporary barricades and signage, and coordination with local officials. Part 5, states payment shall be included in the payment for bid item Mobilization and Demobilization.
REMOVAL OF WATER: As per section 8, item a, Part 2, a plan for dewatering shall be approved prior to the start of construction operations. Part 4 states that payment shall be included in bid item for Site Preparation.
PILINGS: (The open section of this specification has been revised from previous bid packages to include more materials that can be used.)
As per section 14, item a, Part 1, b, I through V, describes materials to be used. Used steel pipe or tubing may be used if it meets the criteria in V. Part 1- c talks about finishing off pilings after installation. Part 1-e talks about soft foundations and how to treat them. Part 1- f talks about encountering rock and how it is to be handled. Part 1-g states that payment shall be included in the payment for bid item Timber Headwalls.
EXCAVATION: Payment for Excavation shall be included in bid item for Site Preparation.
EARTHFILL: Payment for Earth fill shall be included in bid item for Site Preparation. Compaction shall be class “c” or as approved by the engineer.
LOOSE ROCK RIPRAP: As per section 8, item a, Part 1, Material Spec. 523, rock type 2 shall be used.
Part 4, talks about rock gradation and how it will be certified prior to delivery. It also talks about how discrepancies are to be handled.
Part 5, when rock extends onto private property, a 2 1/2” galvanized pipe post shall be placed in the rock riprap every 12 feet along the fence line. Pipe shall extend a minimum of 2 feet below the bottom surface of the rock to a height of 5’ above the top surface of the rock.
Quantities for rock riprap on the Bid Schedule may exceed the sum of the rock on the individual sites. The quantities on the individual sites are estimated minimum quantities. This was done to prevent the contractor from having to split loads of rock as received from the quarry. However, overages of tons of rock delivered to a site must be approved by the NRCS engineer prior to delivery of any overage for that site. The NRCS inspector will note approval of quantities in the daily diary maintained for the work. NRCS will pay on tons of rock approved by NRCS for delivery and installation.
Rock riprap with a gradation of R-300 is interpreted as rock between 18 and 24 inches. Rock denoted with a gradation of R-150 is interpreted as rock between 12 and 18 inches. Rock may be rejected if excessive amounts are received outside of this range. This will be determined by the engineer. Be sure that the rock gradation approved from a quarry will meet these requirements.
As per section 8, Measurement and payment Method 5 shall apply.
TIMBER FABRICATION AND INSTALLATION: Timber headwalls are bid as a lump sum to be constructed to the dimensions and elevations shown on the plan drawings. These bid items are numbers 3, 4, 5, 6, 7, 8, 9, and 10. These items have corresponding site numbers. The drawings include an
Amendment 1 to AG-7442-S-10-0053 Page 7 of 10 estimated square feet of headwall which includes the area of the culvert. Another way of stating this is the estimated square footage provided does not deduct the area of the headwall occupied by the culvert.
Part a-2, states shows requirements for treatment and thickness of lumber. Part a-3 addresses special treatment of unfilled holes. Part a-5 shows the treatment of butt joints. Part a-6 addresses whalers, and Part a-7 addresses nailers. Part a-8, 9 and 10 address cables and tensions.
Piling shall be driven to the minimum depth as shown on the plans and occasionally lower until a solid bottom is encountered.
Some sites only specify a headwall on one side of the roadway. Where a deadman is shown to anchor a wall, the minimum depth of the top deadman shall be 3.0 feet below the top of the headwall.
Part a-11 states that Measure and Payment, Method 2 shall apply.
QUALITY CONTROL: The burden of proof that work performed meets contract requirements rests upon the contractor. Payment for this item shall be in the payment for the bid items Rock Riprap, Timber Headwall, Sand Cement Bag Riprap, and Cement Stabilized Sand.
GEOTEXTILE: Geotextile shall be Class I non-woven fabric with 18” overlap, not sewn. Payment for this item shall be in the payment for the bid items Rock Riprap, Timber Headwall, and Sand Cement Bag Riprap.
SITE PREPARATION: As per section 6, items a through d describe what is covered in this specification.
Item a through e describe the individual classes and the corresponding bid items for each site.
STORM DEBRIS: These are applicable on Sites N2-02 and N3-01 and the individual location on these sites. Item 8 shows special considerations above the normal specification. For payment, Method 1 shall apply. Notice the percentages that are shown of the lump sum price.
EXTRA CONSIDERATIONS:
Several drawings show that headwalls are to be removed, and payment included in Site Preparation. The construction of new headwalls will be paid as Timber Headwalls.
Also, plan drawings show that culverts will be removed and replaced on sites 2-1, 2-2, 2-3, 2-5, 2-6, 2-8, 2-9, and 3-2.
There are a lot of bridges in this county. It is the responsibility of the contractor to check with appropriate sources, as to Weight Limits of these bridges.
Any fences removed for construction purposes shall be replaced at a condition equal to or greater than the original fence. Temporary fences may be needed at contractor’s expense.
Some of these sites have the headwalls wider than the existing roads. Some commissioners may request that these headwalls be widened. This is permissible as long as it does not result in any additional expense to the government. County Commissioners will be responsible for obtaining any additional fill.
It is recommended that the contractor visit each site.

GENERAL COMMENTS:
The contractor is responsible for locating underground utilities and working with the utility owner as needed to process the work. The contractor is responsible for calling the 800 number or the appropriate authority for location of underground utilities prior to any excavation.
General Items of Concern
1. Once construction is started on a site, it needs to be completed by the contractor prior to moving from the site.
2. If a site is left overnight, or for the weekend, wooden barricades with blinking lights will be needed to warn traffic of the construction.
3. In the event of rainfall on a site under construction and the road is not closed, the contractor is responsible for maintaining that portion of the road for the duration of construction at the site.
4. Concrete Rubble that is encountered on all sites will be disposed of on the individual site as directed by the engineer.
DRAWINGS
There are 11 individual site drawings, with the last page for headwall drawings which applies to all sites with headwall construction. Two sites have debris removal. Practices include Rock Riprap, Timber Headwalls, Sand Cement Bag Riprap, and Cement Stabilized Sand. Cement Stabilized Sand is used to encase the culverts.
4. Questions and Answers:
Q: Can Cement Stabilized Sand be mixed or delivered to the site?
A: Yes, Cement Stabilized Sand can be brought to the site or mixed on-site. See specifications.
Q: What will be done with existing road base when culverts will be replaced?
A: It will be stockpiled and placed back on top of the road.
Q: Aren’t the phone lines supposed to be moved prior to contractors moving to the site?
A: It is the contractor’s responsibility to contact the utility companies, see Note on Sheet 3. We will try to get the County Commissioners to contact local utility companies to have the utilities moved prior to the start of construction; however the contractor is liable for damages to improvements and utilities along the access route and at/near the work sites.
Q: Can the quality control person and superintendant be the same person?
A: This can be one person, however we recommend two different people. The superintendent is required on-site at all times while the work is in progress and quality control is the contractor’s total responsibility.
Q: Can the superintendent operate equipment?
A: Yes, but not at a determent to the work. The superintendent is approved by the Contracting Officer and can also be removed if not performing the functions of the superintendent.
Q: How many sites are debris removal sites?
A: Two, we will visit one of the two debris removal sites.

Q: What size drill will be required for drilling for pilings into rock material?
A: It is the contractor’s decision of what size to drill. Important is the alignment and depth of the piling.
Q: Will pollution control plans be for individual sites or will a combined plan be made?
A: We recommend one general plan for addressing pollution control. It must address job sequencing and practices used for individual sites at the time of working on the individual sites.
Q: Will there be any certain order for sites to be performed?
A: No.
Q: Are we responsible to remove the debris?
A: Construction Specification 420 states Method 1 for disposal applies. For storm debris Construction Specification 430 will apply. All debris will be disposed of according to local, state, and federal laws.
Q: If the drilling of pilings is required, will more time be given?
A: No. Construction Specification 13 requires the contractor to notify the Engineer a minimum of 24 hours prior to drilling. Compensation for this item is included in the bid item for Timber Headwalls. No additional payment for drilling.
Q: Do concrete bags need to be reinforced?
A: Yes, see Construction Specification 432 for the requirement for fiber reinforced paper bag material.
Q: Will King Sand and Gravel be able to supply the required rock?
A: Unknown. Contractors will need to do the research for this information.
On Site 2-7:
Q: Is there any work on the culverts?
A: No culvert work will be done.
Q: Where can we park equipment?
A: A location was established on the south end of the site for a staging area. Access to this site will be from two directions.
On Site 2-2:
Q: Where will we get fill for the hole upstream?
A: If needed the County will supply any needed fill.
Q: Will a flagger be needed on this site?
A: No, the contractor will be able to close this road.
Q: Will rock riprap be placed on both sides of the phone line that exposed?
A: Rock riprap will be placed in and around phone line, but will not be immediately above the line.
Q: Will there be any special re-bedding around exposed water line?
A: Area adjacent to water line will be filled with available fill, in small lifts.
Q: Is this one of the debris sites?
A: Yes, this is the smaller one.
