Construction Specification 8—Mobilization and Demobilization
1. Scope The work consists of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under the contract. It does not include mobilization and demobilization for specific items of work for which payment is provided elsewhere in the contract. Mobilization will not be considered as work in fulfilling the contract requirements for commencement of work.
2. Equipment and material Mobilization shall include all activities and associated costs for transportation of contractor's personnel, equipment, and operating supplies to the site; establishment of offices, buildings, and other necessary general facilities for the contractor's operations at the site; premiums paid for performance and payment bonds including coinsurance and reinsurance agreements as applicable; and other items specified in Section 4 of this specification.
Demobilization shall include all activities and costs for transportation of personnel, equipment, and supplies not required or included in the contract from the site; including the disassembly, removal, and site cleanup of offices, buildings, and other facilities assembled on the site specifically for this contract.
This work includes mobilization and demobilization required by the contract at the time of award. If additional mobilization and demobilization activities and costs are required during the performance of the contract as a result of changed, deleted, or added items of work for which the contractor is entitled to an adjustment in contract price, compensation for such costs will be included in the price adjustment for the item or items of work changed or added.
3. Payment Payment will be made as the work proceeds, after presentation of paid invoices or documentation of direct costs by the contractor showing specific mobilization and demobilization costs and supporting evidence of the charges of suppliers, subcontractors, and others. When the total of such payments is less than the lump sum contract price, the balance remaining will be included in the final contract payment. Payment of the lump sum contract price for mobilization and demobilization will constitute full compensation for completion of the work.
Payment will not be made under this item for the purchase costs of materials having a residual value, the purchase costs of materials to be incorporated in the project, or the purchase costs of operating supplies.

4. Items of work and construction details
a. BID ITEM #1, Mobilization and Demobilization
(1) The work shall consist of the mobilization and demobilization of the Contractors forces and equipment necessary for performing the work required under the contract.
(2) As part of this bid item the Contractor shall furnish, install and maintain all barricades, warning signs, traffic control devices, etc.
necessary to control traffic and provide for public safety when operations interfere with traffic flow or take place on the right-of-way of any public roadway. The Contractor’s traffic control system shall comply with the requirements of the Texas Manual on Uniform Traffic Control Devices for Streets and Highways as well as any local restrictions enacted by SJRA or The Woodlands.
(3) Each job site shall be considered a hardhat area. All persons, including operators, are required to wear a hardhat while operations are in progress. This item shall also include posting each job site as a construction area with signage at all entry points.
The sign shall measure at least 4 feet by 6.5 feet with red letters at least 6 inches high and white background. The signs shall read
“NRCS EWP PROJECT – WORK AREA – HARDHATS
REQUIRED BEYOND THIS POINT”. The sign shall be have a professional appearance. All hardhats must meet ANSI Z89.1 Class G, E, C Type I.
(4) This item shall include providing an individual on each job site’s work crew who has a current first aid certificate from the Mine Safety and Health Administration, American Red Cross, or other state approved organization.
(5) This item shall include providing one moisture-proof, dust-tight, 16-unit American Red Cross approved first aid kit for every 25 employees on each job site. These first aid kits must be located in accessible, well-identified locations at the job site and be replenished as contents are used or become ineffective or outdated.
This item shall include providing a chemical toilet (port-a-potty) for each work crew.
This item may be provided on a mobile mount so as to facilitate movement from one location to another easily.

CONSTRUCTION SPECIFICATION - 430. IKE STORM DEBRIS REMOVAL
1. Scope
This item will consist of the removal and disposal of all storm debris including downed and damaged trees, hanging tree limbs, brush, logs, tree limbs, building materials, rubbish, flood debris, foreign materials and other obstructions from the identified drainage ways shown on the attached drawings or as referenced in Section 8 of this specification.
Within this specification, the term “Contracting Officer” shall mean the Contracting Officer or his designated representative.
Within this specification, the term “Improved Property” shall include homes, lawns, landscaped areas, parks, athletic fields, parking lots, businesses, streets, etc.
Within this specification, the term “Maintained Area” shall include that area and width on each side of the drainage channel that has been mowed and under brush control by routine maintenance by the associated SJRA (The Woodlands).
2. Access
Access routes shall be from highways and city streets shown on the drawings and described in Section 8 of this specification or as designated by the Contracting Officer unless alternate routes are obtained by the Contractor and approved by the Contracting Officer.
3. Work Limits
Drainage Channel Operations - Work limits shall extend horizontally the full width of the drainage channel including the immediate bank area and a maximum width of the “Maintained Area” by the SJRA (The Woodlands) out from the cut bank on either side. On reaches where clear easements are defined, the limits will be the width of the easement area.
Individual Parcel Operations – Work limits shall be shown on the drawings or marked in the field. During the course of the cleanup operations the NRCS shall identify limits of work on individual parcels that are to be cleared adjacent to designated drainage channels.
The limits of work shall extend vertically from natural ground or the bottom of the channel to the tree tops.
4. Storm Debris Removal
Work shall begin at the most upstream end of the reach and progress in a downstream direction.

Removal methods include, but are not limited to, sawing, winching, lifting, floating, digging, or dragging. Excavation shall be limited to that necessary for stump removal if necessary.
The following guidelines will be used to determine which trees, brush, stumps, and debris to remove. The final determination will be made by the Contracting Officer.
a. All downed trees and brush with the main stem greater than four (4) inch diameter with the stump rooted wholly or partially within the limits of work shall be removed in their entirety. All downed trees with the main stem greater than four (4) inch diameter with the stump rooted outside the limits of work shall be cut at the work limit and the limbs or top removed. Downed trees and brush are defined as those trees and brush with lean of 45 degrees or less from horizontal having part of the main root system visible and projecting above normal ground level. Stump removal is required for downed trees and brush where the stump may be become dislodged by flowing water. Otherwise, if the stump can be “stood up” and secured in the hole by attached soil and compaction by removal equipment it may be left. All saw cuts will be made parallel to and as close to ground level as the cutting tool will permit.
b. Storm damaged trees and brush with single or multiple stems larger than four (4) inch with a lean of 45 degrees or less from horizontal shall be removed from the limits of work. Stumps of all trees and brush, except downed trees, within the limits of work shall be cut. All saw cuts will be made parallel to and as close to ground level as the cutting tool will permit.
c. Storm damaged trees or brush rooted outside the limits of work but with limbs or tops inside the work limit shall be cut at the work limit and the limbs or top removed.
b. Limbs and other washed-in woody vegetation greater than four inches in diameter (measured at large end) and six (6) feet in length and/or six inches in diameter and two (2) feet in length lying completely or partially within the work limits shall be removed in their entirety.
e. Broken tops or limbs (hangers) within the work limits that are longer than six (6) feet but still attached to or supported by the main tree shall be removed. Only the broken tops or limbs shall be removed if practical. All cuts shall be made on the tree side of the break.

f. Trees or brush other than described above that are to be removed will be marked by paint. This will include those trees that are dead that are a hazard and those that are dying /damaged to the extent they need to removed, will be marked by paint.
All building materials, manufactured items, and other loose foreign debris shall be removed. Cans, bottles, clothing, plastic bags and any Styrofoam, plastic or manufactured item with the largest side having a surface area of one (1) square foot or less shall not be removed.
The Contractor will submit to the Contracting Officer for approval his written plan for locating and removing submerged debris prior to the commencement of operations. Any underwater operation used in the performance of this work shall be conducted in accordance with all local, state, and federal regulations, as applicable to the area of jurisdiction, but under no circumstances will the operational requirements be less than specified in Occupational Safety and Health Administration (OSHA) regulation 29 CFR Ch. XVII-PART 1910-Subpart T- Commercial Diving Operations.
The Contractor shall retrieve and dispose of any debris that may become dislodged because of his operation.
5. Disposal
All debris that is not natural woody vegetation, such as building materials and manufactured items shall be hauled to the county/city landfill or designated disposal area(s) unless alternate off-site disposal areas are obtained by the Contractor and approved by the Contracting Officer. Items not accepted by the county landfill (tires, batteries, appliances that used Freon, paints, liquids, and sealed containers, etc.) shall be disposed of at an appropriate location accepting such materials and as approved by the Contracting Officer.
Natural woody and other vegetative debris shall be piled and removed or chipped at disposal areas. Disposal by burning is strictly prohibited. Disposal areas will be on the SJRA (The Woodlands) easement or designated by SJRA (The Woodland) where disposal areas may impose a problem.
Where woody debris is chipped, chips shall be no longer than 4 inches in length and no greater than 1 inch in diameter. The chips shall be disposed of by spreading at a depth no greater than 4 inches at the designated disposal sites.
During debris removal operations, debris shall not be stockpiled in tributaries, side ditches, or other defined water entrances to the watercourse being cleaned.
Any alternate method of debris disposal proposed by the contractor must be submitted to the contracting officer in writing for approval.

6. Special Requirements
The Contractor shall take reasonable precautions to prevent further damage to the drainage ditch or stream and its environment to include channel banks, recreational facilities and undamaged trees and vegetation. No grading for equipment to work or benching of the channel sides will be permitted without the concurrence of the Contracting Officer.
Naturally leaning trees with apparently undamaged root systems and other undamaged vegetation shall be left standing. Removal of healthy trees shall be limited to those needed for access to work areas. Cutting of healthy trees will not be permitted without the concurrence of the Contracting Officer.
“Hangers” are defined as loose broken branches more than 6 feet long that remain lodged in the tree or broken branches more than 6 feet long that are still connected to an otherwise healthy tree. “Hangers” shall be removed or cut away from the tree at the point of attachment if this can be done in a safe manner. If the Contracting Officer Representative determines that this can not be done in a safe manner, the tree shall be cut a maximum of 18” above ground level with the cut portion of the tree disposed of in accordance with this specification.
The number of drainage ditch and stream crossings shall be kept to a minimum.
Materials used to form stream crossings shall be removed once the work for the subject section is completed.
The Contractor shall use equipment suitable for operation on paved roadways or walking paths (mats, rubber tired equipment, etc.) when obstruction removal is to be performed from culvert crossings, walking paths or access roadways. No equipment shall be allowed on bridges within The Woodlands boundary except for mobilization crossing and only if equipment is suitable for operation on paved roadways.
The Contractor shall take all reasonable precautions to prevent further damage to structures, utilities, or other fixed improvements and shall promptly repair or replace, at his own expense, any such improvements damaged by his operations.
The Contractor shall photograph all known structures of a significant or unique nature such as low water crossings, dams, bridges, public and private utilities, etc. Prior to the commencement of operations near the structure. Photographs will be taken before any Contractor activity is allowed closer than 100 feet of the structure.
The Contractor shall backfill holes in the channel resulting from stump removal.
Backfill shall be the best fill material from within the channel area and within fifty (50) feet of the stump hole.
Fences, which must be cut or removed for the performance of the work, shall be repaired or replaced by the Contractor.

The Contractor shall not routinely operate heavy crawler type equipment, such as crawler tractors and tracked excavators, within flowing channels. The Contracting Officer shall approve any operation of heavy equipment within the banks of the watercourse.
Multiple work crews may be utilized. The Contractor shall provide a job coordinator for each work crew to be available at all times while work is in progress. Each job coordinator shall have a cellular telephone to communicate with the Government Inspector and others.
Trees and other vegetation designated to remain undisturbed shall be protected from damage throughout the duration of the construction period. Any damages resulting from the Contractor’s operations or neglect shall be repaired or replaced by the Contractor at his expense. If any trees are damaged (wounded), they shall be treated with a suitable tree dressing within one (1) hour of the time that damage occurs.
The Contractor shall secure all debris or material while it is transported on any roadway.
7. Measurement and Payment
Method 1 - For items of work for which specific lump sum prices are established in the contract, payment for obstruction removal shall be made at the contract lump sum price. Such payment shall constitute full compensation for all labor, equipment, tools, and all other items necessary and incidental to completion of the work.
All methods— The following provision applies to all methods of measurement and payment. Compensation for any item of work described in the contract, but not listed in the bid schedule is included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 8 of this specification.

8. Items of Work and Construction Details
In SECTION 2, ACCESS, these corresponding points of access are denoted on the plan map. Access to debris on the SJRA (The Woodlands) easement is also described as follows:
1. Access at both ends of the bridge off FM 1488 at Panther Branch on the south (downstream) side of the road. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.
2. Access at both ends of the bridge off Green Bridge Drive and Panther
Branch on both the north and south (upstream & downstream) side of the road. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.
3. Access at east end of the bridge off West Alden Bridge Drive and the drainage channel (near the Water Plant) on the south (downstream) side of the road towards the park. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.
4. Access at Right of Way (ROW) of future extension of Kuykendahl Road where it intersects with Crownridge Road on the south of the drainage channel. Orange and white barricades mark the site. The access will be on the east side of the Right of Way (ROW). Site is flagged with pink and chartreuse ribbon.
5. Access is below Bear Branch Lake and Reservoir at both ends of the bridge off Kuykendahl Road and Bear Branch on the south (downstream) side of the road. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.
6. Access at north end of the bridge at Cochrans Crossing Drive and Bear
Branch on both the east and west (upstream & downstream) side of road. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.
7. Access at the bridge at Gosling Road and Panther Branch can be from both the south and north ends. On the south end access can be both upstream and downstream. On the north end access is from the downstream side only. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.

8. Access off of Shadow Bend (YMCA) and Bear Branch. There is an access road on the east side of the YMCA (leads to YMCA parking lot) which leads down to Bear Branch. The area is wet and precautions should be taken to cross ditches on side of the road. Site is flagged with pink and chartreuse ribbon.
At completion of debris removal and disposal in an area, the contractor shall restore access routes by grading and smoothing to its prior condition.
The Contractor may propose alternate rights for access to the designated debris areas other than that provided or approved rights of entry. The Contractor is responsible for obtaining full rights to use alternate access routes from the property owner and for any costs associated with obtaining these rights. The Contractor shall provide the Contracting Officer with written authorization by the landowner before using any alternate access route.
In SECTION 4, STORM DEBRIS REMOVAL, Based upon the scope of work, limits of work and timeline for construction, the Contractor may operate multiple crews. If crews are working in different drainage segments or individual parcel that segment/parcel must be completed prior to that crew moving to another segment/parcel.
The Contractor and Contracting Officer will review an area for compliance to this specification once work is completed. Completion of a bid schedule item is defined as full performance of this specification inclusive of debris removal, debris disposal and smoothing of work area. The Contracting Officer upon satisfaction of the work shall certify an item as complete for debris removal and approve payment at the bid schedule lump sum price for that item.
In SECTION 5, DISPOSAL, Residue remaining from any chipping operation shall be disposed of in a manner approved by the Contracting Officer.
In SECTION 6, SPECIAL REQUIREMENTS, Debris removal and disposal within The Woodlands requires special care be taken during the processing of this work. The contractor shall only use equipment and means for debris removal and disposal that will minimize damage and disturbance to the area. All motorized equipment shall have proper factory installed or replacement mufflers in proper working order to keep noise levels to a minimum. No equipment shall be permitted within any fenced property (backyard). The contractor shall restore all areas that are rutted by the contractor’s operation with approved sand fill and hand raking. Final smoothing shall be such that the SJRA (The Woodlands) may operate mowing equipment across the area after re-vegetation. Equipment crossing of paths shall be minimized and paths shall be protected from damage.
SJRA reserves the right to locate the “Port-A Potty” near active jobsites.
The Contractor shall obtain and pay for all licenses and permits, and pay all fees required to perform the work

BID ITEM #2 through #7, Obstruction Removal From Drainage Segments 1 Through 6 in the SJRA (The Woodlands).
Items of work to be performed in conformance with this specification and the construction details are:
(1) Bid Item 2, consist of the debris removal and disposal for
Drainage Segment 1. This work consists of debris removal along that part of Panther Branch drainage channel that extends southeast from FM 1488 to Greenbridge Dr. The approximate length of the segment is 8,450 linear feet. The width of the area is as marked in the field.
(2) Bid Item 3, consist of the debris removal and disposal for
Drainage Segment 2. This work consists of debris removal along the drainage channel from West Alden Bridge Dr. to the intersection Panther Branch. The approximate length of the segment is 7,450 linear feet. The width of the area is as marked in the field.
(3) Bid Item 4, consist of the debris removal and disposal for
Drainage Segment 3 from that part of Panther Branch from Greenbridge Dr. to the intersection with Bear Branch. The approximate length of the segment is 9,200 linear feet. The width of the area is as marked in the field.
(4) Bid Item 5, consist of the debris removal and disposal for
Drainage Segment 4 from that part of Bear branch from Kuykendahl Road to the intersection of the drainage ditch.
The approximate length of the segment is 11,000 linear feet. The width of the area is as marked in the field.
(5) Bid Item 6, consist of the debris removal and disposal for
Drainage Segment 5 for that part of Bear Branch from the intersection of Bear Branch and the drainage ditch to the intersection with Panther Branch. The approximate length of the segment is 7,100 linear feet. The width of the area is as marked in the field.
(6) Bid Item 7, consist of the debris removal and disposal for
Drainage Segment 6 for that part of Panther Branch from the intersection of Bear and Panther Branch to the end of the “Maintained Area”. The approximate length of the segment is 3,700 linear feet. The width of the area is as marked in the field.
