RANGE PLANTING
FORT HOOD MILITARY INSTALLATION
SCOPE:
The primary intent of the Rangeland re-vegetation on the Fort Hood Military Installation is to increase vegetative cover, prevent excessive soil and water loss, and improve water quality.
Period of performance for this project will be from April 21, 2008 and must be completed by June 20, 2008.
1. The contractor shall provide all supervision, labor, tools, equipment, parts, repair, fuel, transportation, and any other supplies or services necessary to seed training areas in designated areas of Fort Hood. Work shall be accomplished in accordance with all laws, regulations, clauses, requirements of the Department of Defense, and Fort Hood requirements. The Contractor shall submit a work schedule prior to starting the contract to the Contracting Officer Technical Representative (COTR) showing the starting and stopping times of the workday.
Work schedules shall be maintained and payment to the contractor shall constitute full compensation for the contract requirement.
STATEMENT OF WORK:
2. The work shall consist of 1000 acres over range land.
3. Range Planting will be performed using a grass drill capable of planting chaffy or fluffy seed and equipped with double disk openers having depth bands followed by culitipacker, press wheels, or drag chains. (Press wheels or cultipacking are preferred.) The distance between rows should not exceed 12 inches.
4. A seedmix of 30% Tall Dropseed (1.0 lbs/acre PLS), 30 % 'Haskell' sideoats grama (4.5 lbs/ace PLS) and 40 % 'WW B-Dahl' yellow bluestem (1.0 lbs/acre PLS) shall be used at installation to provide adequate cover to control erosion by wind and/or water within an acceptable period of time.

** Local harvest may be used when seeding Tall Dropseed. Local harvested seed should have its geographic origin within 200 miles north, 300 miles south, 100 miles east and 200 miles west of Coryell County, Texas.
5. These selected varieties are required to be planted; if these varieties are not available, COTR approval MUST be received prior to using any other seed. Seed bags and receipts will be required to document seed purity, germination, variety, etc. Appropriate forms, worksheets, documentation may be required in order to develop site specific specifications, certifications, and documentation.
6. Seeding rates will be calculated on a pure live seed (PLS) basis unless noted otherwise. Knowledge of Pure Live Seed (PLS) determination is required.
Seeding Rates and Mixtures found must be used to calculate amount of seed needed.
7. Regardless of who grows or sell the seed, a copy of the current (within 9 months) analysis MUST be provided. Seed analysis is required to determine purity, germination, last germination test, and weed seed content. Germination test is valid for 9 months after the end of the month the test was made so long as the seed remains in Texas. Noxious or weed seed content in excess of that permitted by state seed law will not be allowed for use.
8. Work areas that will have range planting applied will be determined by NRCS personnel prior to work in a designated area. The COTR determines the order in which designated areas are selected for treatment.
9. Work areas will be identified using the Job Site Map provided by Natural
Resource Conservation Service (NRCS). The COTR or CI shall issue a Job Site Map to the Project Manager. Within 5 working days upon receipt of the Job Site Map, the COTR or CI and the Project Manager will schedule a field visit to review work to be performed. Within 3 working days of the field visit work shall commence. Work shall be continuous until Job Site Map is complete. Job Site Maps shall be issued on an “as needed” basis as work becomes available.
10. The Job Site Map shall contain the training area number, boundaries of job site, and acreage of the treated areas. The Job Site Map will be portrayed by means of scaled aerial photography, site visit, and markings with flagging. All other areas shall be designated as “Out Areas” and must not be entered by the Contractor.
Violation of entering Out Areas may result in termination of the contract.
Contractor has full responsibility to know boundaries of Job Site Map. In the event a contractor is unsure of work boundary, contractor shall stop work and immediately notify the COTR or NRCS Contracted Inspector (CI). Job Site Map must be returned to the COTR upon completion within 5 working days.
11. Contractor shall have a Project Manager available to the COTR during normal work hours Monday through Friday 7am to 5:30pm CST, excluding federal
AG-7442-S-08-0015 Page 3 of 5 holidays, when work is in progress. The Project Manager must be able to bind the company. The Project Manager shall be the central point of contact with the NRCS for performance of all work under this contract. Project Manager shall be responsible for overall management and coordination of matters pertaining to this contract. To aid in communication, Project Manager shall be able to speak, read, and write English.
12. A site visit will be scheduled prior to the bid opening. During the site visit, prospective contractors will be shown representative areas to be worked on. The COTR will show sites of areas that have been previously treated with mechanically fractured soil layers and range planting in order to familiarize prospective contractors with work to be completed.
13. Upon completion of work in a designated area, NRCS will measure the acreage treated using a GPS/GIS technology. COTR will supply the contracting company with Certification Maps showing the training area number, boundaries of completed job site, and acreage of treated areas. Certification Maps will be given to the contracting company monthly, and this will be the basis of payment, not contractor’s measurements.
14. Designated areas shall be measured and rounded to the nearest acre on scaled aerial photography. Steepness of slope length and irregular terrain shall not be utilized in calculating areas.
15. Work performance of the contractor shall average a minimum completion rate of
40 acres per work day over a month time period. This is not a production goal, but a minimum standard of performance. Failure to meet these standards shall be considered poor performance and may result in contract annulment or cancellation.
16. In the event that work can not be conducted on account of weather, the COTR will declare a weather day. Contractor should keep track of weather days.
17. All employees must attend Explosive Ordinance Disposal (EOD) class and sign a “Hold Harmless Agreement” (HHA) with Fort Hood before beginning work .
The EOD class is at no expense to the contractor and will take approximately 45 minutes. Upon detection of any suspected explosives, the Contractor must not touch or move, immediately depart the area, and report this to EOD. The HHA is signed in order to obtain an Access Pass for each employee and vehicle. The agreement and access passes are available from the Area Access office on Fort Hood.
18. Landscape is remote and difficult to traverse. Any vehicle on the job site shall be operated in a safe manner and be capable to traverse the landscape.

19. Contractor is responsible for their equipment on Fort Hood. The Government is not liable for damages or losses of equipment due to theft or vandalism.
20. Invoices shall be submitted to the COTR for payment no more than once per month, unless payment is the final invoice. Seed tags, germination certificate and Seed mix documentation must be submitted with all invoices. Invoices will then be forwarded to CO for payment.
21. Work schedule shall be Monday through Friday, from 7 am to 5:30 pm CST, excluding Federal Holidays. The maximum work schedule will be 10 hours per day Monday through Friday. Contractor shall submit a written schedule and certified payroll for all employees for each invoice submitted.
22. Sanitary facilities, such as chemical toilets, must be provided and located at the job site. These facilities shall not be located next to live streams, wells, or springs. They shall be located at a distance sufficient to prevent contamination of any water source.
23. Each job site shall be considered a hardhat area. All persons, including operators, are required to wear hardhats while operations are in progress. This item shall also include posting signage at all job sites. The sign shall measure at least 4 feet by 6.5 feet with red letters at least 6 inches high and white background. The signs shall read “NRCS PROJECT – WORK AREA – HARDHATS REQUIRED BEYOND THIS POINT”. The sign shall have a professional appearance. All hardhats must meet ANSI Z89.1 Class G, E, C Type I.
