COMBINED SYNOPSIS/SOLICITATION

FOR COMMERCIAL ITEMS

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested.

This solicitation is a request for quotations (RFQ) for resellers that are AUTHORIZED and CERTIFIED by Author-It to provide the required Author-It software support. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541519, with a small business size standard of 150 employees.

The USDA/OCFO/National Finance Center is seeking to purchase annual software maintenance for Author- IT products. All interested companies shall provide quotation(s) for the following:

Period of Performance

The performance period for this effort shall be a 1-year Base Period with three Option Years as follows:

8/8/2017 – 8/7/2018 (Base Year) 8/8/2018 – 8/7/2019 (Option Year 1) 8/8/2019 – 8/7/2020 (Option Year 2) 8/8/2020 – 8/7/2021 (Option Year 3)

Basis for Award

The Government intends to award this requirement to the lowest-priced, responsive, and responsible Offeror whose quote conforms to the requirements. Award will be made only upon the Offeror’s quote being determined to meet the Government’s technical requirements and the Offeror’s price being determined to be fair and reasonable.

Submission of Offerors

All quoters shall submit the following:

A quote with company name, address, NAICS code, DUNS number, Point of Contact information (to include name, email, and a phone number), and a completed price schedule.

This is an open-market combined synopsis/solicitation for brand name software maintenance and support. The Government intends to award a firm-fixed-price contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.

All quotes shall be emailed to Chantrell Nettles at Chantrell.Nettles@nfc.usda.gov no later than 10:00 am ET, July 17, 2017.

Payment Procedures

Invoices must be submitted electronically using the Federal Reserve Bank, Invoice Processing Platform located at WWW.IPP.GOV. The COR will validate each invoice based on comparison with actual services/supplies delivered, quality of deliverables, and timeliness of delivery. The validated invoice will be routed electronically to the CO for review and approval before payment can be made.

FAR Provisions and Clauses

This award will be utilizing the simplified acquisition procedures under FAR Part 13. Vendor must have registered in the System for Award Management (SAM) database at www.sam.gov at time of quote submission in order to be eligible for award.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 14 days. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed four years. (End of clause)

452-209-71 AGAR 452.209-71 - ASSURANCE REGARDING FELONY CONVICTION OR TAX DELINQUENT STATUS FOR

CORPORATE APPLICANTS

(a) This award is subject to the provisions contained in sections 738 and 739 of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2012, P.L. No. 112-55, Division A, as amended and/or subsequently enacted, regarding corporate felony convictions and corporate federal tax delinquencies. Accordingly, by accepting this award the contractor acknowledges that it -

(1) does not have a tax delinquency, meaning that it is not subject to any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, and

(2) has not been convicted (or had an officer or agent acting on its behalf convicted) of a felony criminal violation under any Federal or State law within 24 months preceding the award, unless a suspending and debarring official of the United States Department of Agriculture has considered suspension or debarment of the awardee, or such officer or agent, based on these convictions and/or tax delinquencies and determined that suspension or debarment is not necessary to protect the interests of the Government.

(b) If the awardee fails to comply with these provisions, USDA, National Finance Center may terminate this contract for default and may recover any funds the awardee has received in violation of sections 738 or 739, as amended and/or subsequently enacted.
