DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF WORK
The contractor shall provide all personnel, equipment, tools, material, supervision, design, layout and other items and incidental services necessary, except for those designated as Government-furnished Property, to perform the design and installation of a real-time landslide monitoring and warning system as described in this Performance Work Statement (PWS). The purpose of this system is to protect the lives and infrastructure in Cook Lake campground and recreation area threatened directly by landslide motion.
C.2 LOCATION OF WORK
These services are to be performed at the 27-acre landslide located along the southwest shore of Cook Lake Reservoir in Crook County, Wyoming on the Bearlodge Ranger District of the Black Hill National Forest. Cook Lake is located approximately 12.5 air miles north of Sundance, Wyoming and can be accessed from Sundance by traveling east on I-90 to exit 199. From I-90 exit 199, travel north on Wyoming Highway 111 approximately 4.5 miles to the junction with (NFSR) National Forest Service Road No. 843. From the junction with NSFR 843, travel west along NFSR 843 approximately 10 miles to the entrance to Cook Lake Campground. Drive north on the Cook Lake Campground entrance road approximately 1 mile to the south campground. There is no existing vehicle access to the landslide from the existing south campground roads. Nor is there a vehicle crossing over Beaver Creek to get to the slide area.

C.4.2 Risk Assessment and Recommendation Report – Landslide at Cook Lake, June, 2016, U.S. Forest Service, Black Hills National Forest.
C.4.3 The Government will pay the monthly cost of accessing the data collection and warning service. Any initial setup cost of the data collection and warning service are the responsibility of the Contractor.
C.5 CONTRACTOR-FURNISHED PROPERTY
C.5.1 Landslide Monitoring and Warning System Design Contractor shall provide the Contracting Officer a written document describing the recommended landslide monitoring and warning system components, including, but not limited to;
· Piezometers, Inclinometers and/or other sensors, their installation procedure and location;
· data loggers including installation procedure and locations;
· telemetry equipment to transmit data from the sensors to a remote Forest Service office including a description of the batteries, power supply and charging system; including solar panels with mounting systems.
· An installation timeline and schedule that will be used by the government to measure Contractor performance and make partial progress payments.
· The Contracting Office will review and approve the Landslide Monitoring and Warning System Design within 21 calendar days of receipt.
C.5.2 Landslide Monitoring and Warning System Equipment Contractor shall furnish and install all of the components described in the design. This includes but is not limited to developing access to the landslide area and component installation locations; drilling and logging bore holes for the installation of movement and pressure sensors; trenching and backfilling for the installation of the time delay reflectometry (TDR) including anchors; setting up the monitoring service to receive electronic data from the sensors and making it available to the Government via remote computer access.
C.5.3 Landslide Monitoring and Warning System Testing and Operation & Maintenance Manual Contractor shall test the installation of the system and demonstrate to the Contracting Officer and his/her designees that the system is working as designed. Contractor shall prepare an operation and maintenance manual for the system describing how to access and operate the system, any routine or preventative maintenance, troubleshooting guidance for possible problems with the system and provide technical support via phone for 6 months from the start of operation date of the system.
C.6 TASKS/CRITICAL SUBTASKS AND STANDARDS
Performance Work Statement (PWS) - In general, the purpose of the land slide monitoring and warning system (LMWS) is to monitor and detect when landslide-prone conditions are occurring in the Cook Lake landslide and to issue warnings when landslide deformation or acceleration occur. Monitoring and reporting hydrologic or meteorological conditions are not required under this contract and will be performed separately by the Government. The LMWS shall provide real-time data access via a satellite link or other 24 hours per day/365 days per year communication link that can be accessed remotely from any Forest Service computer via the internet. The LMWS should include automated downhole piezometers, in-place inclinometer systems (MEMS), and time delay reflectometry (TDR) cables to monitor conditions in the landslide and detect landslide deformation or acceleration. The LMWS shall be remotely powered by solar panels or other means acceptable to the Government. Contractor shall include all incidental work and associated costs to access the site and bore holes; drill, log and line bore holes; trench and backfill for the installation of the TDR; and install all sensors. All installed sensor shall be connected to the data logger and shall be transmitted via satellite link with the necessary telemetry equipment. Contractor shall pay all cost associated with setting up the satellite link communication service and the Government will pay the monthly cost associated with the communication services.
Government recommends a minimum of (5) five bore holes with sensing equipment installed.
During drilling of the bore holes, Contractor shall collect split tube samples of subsurface materials at various depths specified by the Government. Bore holes shall be logged using the Uniform Soil Classification System by a qualified geologist. The Government estimates a minimum of one sample from each soil horizon at each bore hole. Samples shall be preserved and provided to the Government for future testing by others.
Bore holes with sensors shall be installed in the approximate locations and to the depth recommended and agreed to by the Government. Bore hole depths are estimated by the Government from information provided by previous Contractors and may be adjusted during the drilling process to intercept the slip plane of the active slide.
Equipment access to the borehole locations shall be done with minimal impact to existing vegetation and topography.
Monitoring of the landslide for deformation and/or acceleration shall include triggers points to place emergency calls/texts to a contact list provided by the Government. The Government and Contractor shall coordinate to determine the appropriate trigger points to active the emergency alarm system.
Quality Standards – The Government expectation of quality is that all on the sensor, power supply, data logger, and telemetry equipment will work without malfunctions for at least 3 year after initial installation. The exception to this expectation is that if the landslide moves and damages the bore holes, liner and installed sensors, the Contractor is not responsible. Contractor shall prepare a Quality Assurance Plan (QAP) for approval by the Government. Contractor is responsible for adherence to the QAP. The Government may spot check the Contractor’s adherence to the QAP to assure the Contractor’s quality control process is working.
Acceptable Quality Level – The Government’s expectation is a fully functional landslide monitoring and alarm system at the completion of installation and testing.
Method of Monitoring – The Government will monitor the Contractor performance for adherence to the establish schedule including design, submission of LMWS design, installation of LMWS components, ground disturbance during LMWS component installation and installation and testing of telemetry equipment.
