AG-67T0-S-16-0020 HERITAGE SERVICES NATIONAL FOREST SERVICE
AMENDMENT 2 REVISION
M.1 FAR 52.212-2 Evaluation - Commercial Items. (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The following factors will be used in the technical evaluation process, listed in descending order of importance:
Factor 1: Past Performance of the Firm:
Past performance is an indicator of the Offeror’s ability to perform the contract successfully. This includes the quality of work and the ability to complete the work within the time specified and to the satisfaction of the client agency or company contracting the work. The currency and relevance of the information provided, the source of the information, the context of the information, and general trends in the Offeror’s performance shall be considered.
Offerors shall furnish a list of the firm’s three most recent projects, either active or completed. For each project cited, provide the name of the project, the location of the project, and state whether or not there were any problems associated with the project. Also, include the name of the Government Agency or Company contracting the work, the names and phone numbers of the Contracting Officer and Contracting Officer’s Representative (if a Government project) or the name and number of the project engineer (if a non-Government project) administering the project. The Government may or may not contact any or all references provided.
Factor 2: Personnel Qualifications and Experience:
MINIMUM QUALIFICATIONS ARE AS FOLLOWS: The Principal Investigator, Project Manager, Archaeologist, Historian, Historic Architect, Architectural Historian and all Field and Lab Directors shall meet the appropriate Secretary of the Interior Standards. Technical proposals that do not meet or exceed these standards will not be evaluated and, therefore, will not be considered for award.
Offerors must:
1. Provide an abbreviated curriculum vitae (CV) for all key personnel.
2. Demonstrate professional experience for all key personnel
3. Provide examples that demonstrate proficiency in the identification of prehistoric and historic archaeological sites in addition to their ability to analyze National Register of Historic Properties significance for the same properties.
Factor 3: Qualifications of the Firm:
Offerors shall identify its management capability by listing principal investigators, project managers, and field directors. Offerors shall describe their experience with similar type of work as required by this solicitation including any experience within the project vicinity.
