Q & As
Q1. Does the BPA’s estimated value of $150,000 only concern the base period or the whole contract (including option years)?
A1. The value covers the entire agreement period.
Q2. Is the estimated BPA value based off of the total number of units or only those currently occupied?
A2. The monthly management fee value is based on the number of occupied units, however the site management services value is based on the total number of units located at the property (occupied as well as unoccupied).
Q3. It is stated that 11 units are deemed to be non-habitable. Why is that? Is it due to current condition, have they been converted for other usage, etc.?
A3. It is due to conditions of the units (water back-up, mold, etc.) None of the units have been converted for other uses.
Q4. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract umber. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A4. This is a new requirement.
Q5. Are the payroll, payroll taxes, and workers compensation fees be reimbursable?
A5. These are NOT reimbursable under the contract. Please refer them to Item (9) under Section 2 on Page 6 of the solicitation, which reads as follows:
“Employees – The projected staffing plan to be submitted with this proposal prescribes the number, qualifications, and duties of the personnel to be regularly employed in the direct management of the Project, including a Site Manager (if appropriate), maintenance, bookkeeping, clerical and other managerial employees. All such personnel will be employees of the Contractor and not Rural Development. All personnel will be hired, paid, supervised, and discharged by the Contractor.”
