Fu nctional Statement of Work Mobile Quarantine/Containment Laboratory
1.0 CONTRACT PROJECT: Construct a Mobile Containment Laboratory within a 8’x45’ high cube Conex container
2.0 LOCATION: USDA Moore Air Base, 22675 N. Moorefield Road, Edinburg Texas 78541
3.0 PRODUCT DESCRIPTION: Construct 3 separate work areas within a 8’ wide x 9’6’ tall x45’ long Conex (first run, high cube, intermodal) shipping container for delivery to USDA Moore Air Base for further modifications to meet insect quarantine and containment requirements. The container will operate as an insect quarantine and rearing facility, and must be completely sealed (doors, penetrations of the exterior walls, etc.) to prevent the escape of minute insects.
4.0 Required Parts:
The three separate areas constructed within the container will be:
1. Vestibule: An 8’x6’ vestibule area located on the proximal end the container. The vestibule will have one entry way door on the right hand side of the container, and another entry door in a separating wall to the main laboratory work area.
2. Lab Work Area: An 8’x24’ laboratory work area that will contain work space, upper and lower cabinets, counter top, sink with an integral eye wash station, one emergency exit door, and electrical outlets to provide power to a refrigerator, freezer, computer work station with desk area, and a small upright 240V autoclave. Entry to the adjacent rearing area (most distal end of container), separated by another wall, will be through a tightly sealed pocket door.
3. Insect Rearing room: An 8’x15 rearing room will be used to house racks used in rearing insects, that can be reconfigured according to needs at the time.
Elements common to all work areas:
a. Interior Walls and ceiling – will be finished in ¾” pressure treated plywood sheet covered by FRP smooth (no texture) white panels, with seam coverage, over foil backed Styrofoam insulation (or similar with minimum R-13).
b. Flooring – ¾” pressure treated plywood sheets covered by continuous sheet roll vinyl flooring (color Tan), with 3” overlap on base of wall.
c. Exterior paint: two exterior coats of industrial grade oil based paint in light tan color to prevent oxidation and rust of metal surfaces.
4. Vestibule (double door entry way):
a. Remove double swing doors from end of conex container and seal with standard gauge conex wall material, ensuring water tight seal of welded surfaces. Inset a 3’ x 6’8” secure personnel steel door (36” clear door opening for large equipment passage)(lever handle & deadbolt)(interior opening, left/right open) welded into container with rain guard. Select materials and door types to accommodate a completely sealed door.
b. Construct interior wall 6’ from proximal end wall. Same construction materials as previously detailed to be able to accommodate a completely sealed/weather stripped 3’x6’8” steel door (36” clear door opening for large equipment passage), (lever handle with panic bar and closer on interior). Opening interior, right to left opening hardware.
c. Flooring and wall construction as described above.
d. Electrical: A single flush mount duplex 110v electrical outlet mounted to exterior wall. a single 4’ – 4 light (day light bulbs) around lens ceiling fixture. Light switch mounted inside left of entryway door.
5. Lab Work Area:
a. Interior Wall – Build 1 interior wall at 16’ from far end of conex container, using ½” CDX plywood, overlaid with ½” FRP smooth white panel. Wall thickness to accommodate left to right sliding pocket door, on left hand side of wall.
b. Emergency Exit: a standard 3’ x 6’8” egress (inset, 36” clear door opening for large equipment passage) metal door, with panic bar, closer, and deadbolt to be installed on left hand side of the container. Select door hardware for completely sealed door frame. Door to be located adjacent to insect rearing room wall.
c. Electrical: Flush mount wall duplex outlets installed and spaced every 4’ along exterior walls only, with 4 independent 20 amp circuits in main laboratory area. Mounting height is 48” from floor.
d. Lighting: install double row 4’ 4-light fluorescent wrap around lens ceiling fixtures every 4’ in main laboratory area on 2 separate wall switches, single location, near door frame of room entry way.
e. Single 240V outlet installed at 3’ height on exterior wall on independent circuit to support an upright autoclave/sterilizer.
f. Cabinetry in Lab work area: The container will be used as a laboratory work area, and needs counter tops with storage cabinets and drawers below. In addition, storage cabinets above the counter tops should include both open faced as well as door closure cabinetry. Cabinetry to be located along right hand side of the container.
6. Insect Rearing Room (most distant room from double door entry way)
a. Flush wall double duplex outlets installed and spaced every 4’ along interior and exterior walls, with 2 independent 20 amp circuits in insect rearing room. Outlets to be installed 48” above floor.
b. Install double row 4’ 4-light fluorescent wrap around sealed lens ceiling fixtures every 4’ in insect rearing area on 2 separate wall switches, single location near door frame
7. Cooling Units: (lab area 1843 cu ft, rearing area 1228.8 cu ft)
a. Install AC unit in both the insect rearing room and the main laboratory work area. The location in the insect rearing room is on the end of the container, and opposite the cabinet installs in the main laboratory work area. AC Unit should provide 8 air exchanges per hour (minimum) to each work area.
8. Exterior 200 amp exterior ship to shore power connector for connection to electrical grid.
9. Affix 10’ of #4 bare grounding cable to exterior of container for electrical grounding.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
